WRI Indonesia seeks to assist the Government of Indonesia in enhancing and mainstreaming innovative low-carbon development approaches to transform the transportation sector in addressing urban mobility issues in the coastal metropolitan of Indonesia that would pave the way for sustainable development and help achieve the government's bold climate target ie. Net zero-emission.

WRI Indonesia in collaboration with the UK Government through its Foreign Commonwealth and Development Office (UK FCDO) has initiated partnering cooperation under the UK Partnering for Accelerating Climate Transitions (UK PACT) to provide programmatic and technical advisory support to address the twin challenges posed by Covid-19 recovery and the risk of natural disaster and climate change to the urban mobility infrastructure and services. The project, which holds the title "Enhancing sustainable urban mobility of coastal metropolitan towards low carbon development", recognizes the role of WRI Indonesia to lead policy advocacy, technical support, and analytics to subnational governments to design strategies and prepare for the transition towards a low-carbon, inclusive, and safe urban mobility system.

The technical assistance will enable support in two coastal cities i.e. Makassar and Surabaya, which are projected to implement a mass rapid transit program by 2024 and yet are known for their vulnerability to sea-level rise and flooding. Some of the activities to be conducted include policy dialogue with the subnational governments, capacity building for stakeholders, the development of a platform to monitor the impact on emission reduction in the specified area, assessment of spatial plans and infrastructure to design a sustainable urban mobility action plan, develop conceptual design and feasibility study of an urban mobility policy, and knowledge management. The project will benefit from WRI's Indonesia portfolio on e-mobility through lessons on developing policy with subnational governments on promoting the utilization of Electric vehicles.

Job Highlight
As the lead organization for the project, WRI Indonesia has established cooperation with partners i.e. Vital Strategies and Arup. The main role of the Urban Mobility Analyst is to provide technical and operational support to Urban Sustainability Senior Program Lead in designing project activities and in monitoring project progress on a regular basis. This position requires to apply a strategic approach to ensure partners deliver timely and quality ; to liaise and build a network with key stakeholders in pilot cities in Surabaya and Makassar consisting of but not limited to policy-makers, development partners, academics, and the private sector, as well as marginalized communities;and provide technical advice on the review of technical guidelines, conceptual design, or feasibility study of an urban mobility plan prepared by a partner. This position will reporting to the Urban Development Senior Program Lead while also working collaboratively with Senior Program Lead for Urban Transport Planning and Urban Mobility Manager, and share lessons gained from the project with colleagues across WRI, both local and international offices. This position will be based in Jakarta and require a frequent travel to Surabaya and Makassar, or other cities as assigned.

What You Will Do
Project Management (30%)
  • Assist Urban Sustainability Senior Program Lead to implement activities within WRI's responsibility in the project
  • Support Urban Sustainability Senior Program Lead to supervise the work of WRI's partners
  • Undertake quality control of deliverables prepared by WRI's partners
  • Liaise with the city's officials and key stakeholders in Surabaya and Makassar to build awareness and political support for the project and the overall WRI-led activities
  • Facilitate project's operation including procurement, contract award, hiring consultants, and keep updated on the project's disbursement rate
  • Participate in meetings, discussions, site visits, and policy dialogue and prepare the minutes for project documentation

Data support and Technical review (50%)
  • Provide inputs on technical and policy discussion through the preparation of a quick summary of regulations, sectoral reports, and official publications, to name a few,
  • Collect data and information in Makassar and Surabaya to assist in undertaking WRI-led project activities
  • Hold independent analytics on urban mobility issues that combines the perspective of transportation engineering, renewable energy, and green building infrastructure, and information technology to enhance project implementation
  • Provide a review of the draft of a technical guideline, conceptual design, or feasibility study of selected urban mobility policy in Surabaya and Makassar
  • Maintain updating of data and information

Monitoring, evaluation and learning (20%)
  • Assist Urban Sustainability Senior Program Lead to track progress, identifying implementation challenges, and suggesting solutions to avoid delays,
  • Facilitate harvesting lessons learned through various means of knowledge exchange convened by WRI
  • Collaborate and coordinate with staff across WRI Indonesia, WRI Global, and other international organizations
  • Contribute to the dissemination of information on WRI project to key stakeholders and the general public

What You Will Need
Master's degree in Urban and Regional Planning/ Civil Engineering/ Environmental science/ Public Policy, preferably have experience working in the public sector,
Minimum three years of experience in project implementation related to city development and climate change mitigation,
Proven application of expertise within a specific area or breadth across multiple areas with in-depth knowledge within some areas
Strong analytical skills and knowledge to carry out technical reviews of various project deliverables such as technical guidelines, basic or detailed construction design, and feasibility studies.
Clear understanding of urban mobility issues and the interrelated linkage they have with climate change, energy, air quality, and built environment
Familiar with project operation activities such as budgeting, procurement, contracting, and spot checks of project expenditure as applied in multinational organization settings
Excellent written and verbal skills in Bahasa Indonesia and English are required
Willingness to travel frequently to project cities in Surabaya, Makassar, or as assigned

Contract Arrangement
Full-time with fixed-term employment agreement for 1 (one) year period with 3 (three) months of consultancy contract apply before the fixed-term employment agreement started.

This position will be based in Surabaya with travel requirement to Jakarta and other cities as assigned.

What You Will Do
Project Management and Engagement (70%)
  • Engage East Java, Surabaya, Sidoarjo, and Gresik Government to introduce the project, understand synergies, and linkages between project deliveries and government policies 
  • Lead capacity building activities and disseminate the policy documents and other project delivery reports, and conduct policy advocacy/discussion/workshop to get buy in from decision makers 
  • Build network of interested individuals and consult with related government decision-makers on policy documents and other project delivery reports, drafting process to build buy-in and interest
  • Conduct influential network engagement around key messages of the policy documents and other project delivery reports
  • Facilitate and maintain the engagement process with East Java, Surabaya, Sidoarjo, and Gresik decision makers and ensure the alignment of the reports with government policies
  • Lead knowledge products and provide inputs for development of communication products (e.g., blogs, presentations)

Latar Belakang Program
WRI Indonesia adalah organisasi penelitian independen yang mewujudkan ide-ide besar menjadi aksi nyata dalam hubungan antara lingkungan, peluang ekonomi, dan kesejahteraan manusia. Dalam Program Pertanian, Hutan, dan Tata Guna Lahan (AFOLU), kami membayangkan ekosistem penting seperti hutan dan lahan gambut di seluruh Indonesia akan dikelola secara adil dan berkelanjutan. Kami percaya bahwa pengelolaan penggunaan lahan yang berkelanjutan adalah kunci bagi Indonesia untuk mencapai tujuan iklimnya, sejalan dengan menjaga target iklim global di bawah ambang batas pemanasan 1,5 derajat Celcius, sembari menyediakan penghidupan berkelanjutan bagi masyarakat yang bergantung pada hutan dan melestarikan keanekaragaman hayati di lanskap. Kami bermaksud untuk mencapainya melalui perlindungan hutan dan lahan gambut yang tersisa dari deforestasi, degradasi, dan fragmentasi; menjaga kualitas hutan dan lahan gambut melalui pengelolaan yang baik; dan memulihkan ekosistem yang terdegradasi untuk meningkatkan produktivitas, nilai konservasi, dan jasa ekosistem.

Untuk menghilangkan deforestasi secara efektif dari produksi komoditas utama dan menyediakan pengelolaan yang kuat untuk hutan dan lahan gambut yang tersisa, kami bekerja sama dengan berbagai tingkat pemerintahan, sektor swasta, dan masyarakat sipil untuk mengarusutamakan prinsip rantai pasokan etis, dan mendukung masyarakat yang bergantung pada hutan untuk mengamankan hak atas tanah mereka. Kami bertujuan untuk mencapai ini melalui penelitian, advokasi kebijakan, dan pembentukan praktik komunitas untuk mengarusutamakan pengelolaan penggunaan lahan berkelanjutan.

Program Pemberdayaan Pekebun
WRI Indonesia percaya bahwa pemberdayaan pekebun kelapa sawit adalah kunci untuk memproduksi minyak sawit berkelanjutan di Indonesia. Pekebun yang berdaya memiliki kemampuan untuk mengontrol dan mengelola usaha kelapa sawitnya dengan baik dan berkelanjutan. Dengan kemampuan tersebut diharapkan kesejahteraan pekebun dan kualitas lingkungan dapat meningkat. Oleh karena itu, meningkatkan inklusivitas pekebun kecil dalam program keberlanjutan dan pemberdayaan sangat diperlukan untuk rantai pasok minyak sawit yang lebih baik dan lebih ramah lingkungan di negara ini.

Berkolaborasi dengan Unilever, WRI Indonesia bertujuan untuk meningkatkan rantai pasok minyak sawit berkelanjutan dan kesejahteraan pekebun swadaya di Provinsi Riau. Hal ini dilakukan melalui serangkaian peningkatan kapasitas dan pemberdayaan. Pada tahun 2023, kami menargetkan untuk meningkatkan pengetahuan dan keterampilan minimal 4.000 pekebun sawit swadaya untuk menerapkan agronomi terbaik kelapa sawit guna meningkatkan produktivitas mereka.

Ringkasan Pekerjaan
Agronom Kelapa Sawit bertanggung jawab untuk mendampingi pekebun swadaya dalam menerapkan praktik agronomi terbaik kelapa sawit. Bergantung pada situasi dan kondisi, pendampingan akan dilakukan baik secara langsung (melalui pengawasan pelaksanaan di lapangan dan memberikan saran teknis) maupun tidak langsung (mendukung usaha kelompok tani yang berdampak pada peningkatan produktivitas.

Posisi ini akan berbasis di salah satu dari Kabupaten berikut: Siak, Kampar, Rokan Hulu, dan Rokan Hilir, Provinsi Riau, dengan cakupan wilayah kerja 2 kabupaten. Agronom akan melapor kepada West Sumatera and Riau Senior Program Lead serta bekerja dengan tim Program AFOLU lainnya untuk mendukung implementasi strategi AFOLU WRI Indonesia .

Tanggung Jawab Pekerjaan
Komunikasi dan Implementasi Program (80%)
  • Memfasilitasi implementasi praktik agronomi kelapa sawit terbaik untuk pekebun swadaya di Kabupaten Siak, Kampar, Rokan Hulu, dan Rokan Hilir.
  • Membantu pekebun dalam melaksanakan praktik agronomi terbaik
  • Bekerja sama dengan instansi pemerintah, kelompok petani, dan tim AFOLU WRI Indonesia di Jakarta dan Provinsi Riau.

Manajemen Program (20%)
  • Membantu Pemimpin Program Senior Riau dan Sumatra Barat untuk memantau dan mengelola hasil program bersama dengan personel kunci WRI Indonesia lainnya dan mitranya di bidang agronomi.
  • Membuat rencana kerja dan laporan terkait proyek Pemberdayaan Pekebun Swadaya.

Kualifikasi
  • Memiliki legalitas untuk bekerja di Indonesia
  • Memiliki gelar sarjana di bidang agronomi atau bidang relevan lainnya (misalnya ilmu tanah, perlindungan tanaman).
  • Minimal lima tahun pengalaman kerja di bidang yang relevan.
  • Memiliki pengalaman langsung dalam melakukan pelatihan dan penerapan praktik agronomi terbaik kelapa sawit
  • Memiliki keterampilan komunikasi dan interpersonal yang baik dalam bekerja dengan orang-orang dari berbagai latar belakang.
  • Memiliki perhatian yang tinggi terhadap detail, terorganisir dengan baik, dan keterampilan analitis yang kuat.
  • Memiliki motivasi diri dan mampu bekerja secara mandiri dan sebagai bagian dari tim.
  • Memiliki kesanggupan untuk untuk melakukan perjalanan bila diperlukan.

  1. Laporan bulanan tentang kegiatan implementasi praktik agronomi terbaik oleh pekebun swadaya.
  2. Dokumen terkait administrasi (TOR, notulensi rapat, dll.) dari setiap kegiatan pemberdayaan pekebun.
