The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

In Indonesia, GIZ is implementing various energy projects under the umbrella of the Energy Program Indonesia/ASEAN. These projects are commissioned by mainly the German government, represented by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the International Climate Initiative, represented by the German Federal Ministry for Economic Affairs and Climate Action (BMWK).

The Energy Programme works across various thematic pillars and areas. Policy Advisory and technical assistance tasks to increase the uptake of renewables targeted at the political partners, ESDM as well as Bappenas, are synergized across various projects.

As part of the Programme's pool of projects working with EBTKE, GIZ is currently implementing a project, funded by the International Climate Initiative (ICI) of the German Federal Government, called "Strategic Exploration of Economic Mitigation Potentials through Renewables"(ExploRE). The project aims to enhance strategic options on the renewable energies (RE) in the energy, climate, development and financial sectors and to help create a more coherent environment between key players.

The project organizes the activities in Indonesia under four outputs. Those are:

Junior Advisor on RE Technologies

(Job title in SAP: Junior Energy Advisor)

A. Responsibilities

Together with Technical Advisors, acts as the focal point for the implementation of technical assistance to support Renewable Energy (RE) projects deployment in Indonesia, including technical aspect, financing instruments development, and digitalization.
Act as active collaborator as a part of cross-cutting team within GIZ Energy Programme in relation with private sector engagement as well as RE expansion and fossil fuel phase-out, to provide joint strategy and solutions to the counterparts.
In close consultation with ExploRE Technical Team, support the identification and development of new activities related with RE implementation, especially bioenergy, that are in line with the Project's mandate and supportive for Indonesia's energy and climate target.
In close consultation with ExploRE Technical Team and GIZ IT team, support the identification of needs for and development of related IT tools for RE projects.
Develop and nurture relationships with key players in the Indonesian RE market, including government, private sectors, technology providers, financial institutions, and other development partners.
Support ExploRE Technical Team to seek opportunities for collaboration with relevant stakeholders within various sectors to foster better deployment of RE projects in Indonesia.
Together with other Advisors, represent ExploRE project in events on specific topics relating to RE technical implementation, especially bioenergy.
Reporting and documentation of project results.

In this context, the position holder fulfils the following tasks:

B. Tasks

1. Professional Advisory Services

Support the implementation of technical and economic feasibility of pilot project activities in collaboration with public and private sectors, in cooperation with ExploRE Technical Team and external consultant.
Support the ExploRE Technical Team in providing technical advisory on suitable RE technologies (especially bioenergy) and relevant business model concepts to be developed and implemented in Indonesia.
Support ExploRE Technical Team in the development of related IT tools for RE projects.
Support ExploRE Technical Team in overseeing, monitoring, and evaluating the implementation of related RE pilot projects.
Support ExploRE Technical Team on related administrative matters such as contract for consultant, confirmation of services, drafting MoU and NDA with project partner.

2. Coordination, Networking and Management

Maintain effective communication and cooperation with political partner, specifically Directorate of Bioenergy, MEMR.
Maintain and develop close contacts with other implementing partners such as other ministries, state-owned companies, and private sector.
Support the other Advisors in actively maintaining and developing close contacts with other development partners to promote synergy and cooperation.
Support the other Advisors in initiating contacts, developing cooperation, and fostering dialogues with international and national RE stakeholders, such as associations, technology providers, project developers, industries.
Support the other Advisors in the identification and secureing cooperation with potential local and international consultants to support the delivery of the project outputs,
Maintain close communication and collaboration with other advisors from other projects within the GIZ Energy Programme,

3. Knowledge Management

Stay abreast with the updates on national and international energy policies, initiatives, technologies, and applications.
In close cooperation with Advisors for Knowledge and Information Management, documenting experiences and results from pilot projects and other activities for the development of knowledge products, including lessons learned reports, factsheets, and technology evaluation reports.
Prepare and deliver presentation on the results of technical assistances to disseminate lessons learned and best practices to relevant stakeholders.
In close coordination with Key Technical Advisor and other Advisors for Knowledge and Information Management, organize outreach and capacity building activities.
Support programmatic knowledge management activities and production, and support sharing and learning within the Energy Programme, across projects.

4. Other Duties / Additional Task

Subject to discussions with the Lead Advisor, the Junior Advisor may be allocated for additional tasks and other duties for shorter periods.
Assist the Energy Programme Director and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028)

C. Required qualifications, competences and experience.

Qualifications

· At least a bachelor's degree in an engineering or science major, or any field related to the project objectives.

Professional experience

Minimum 1 (one) year working experience in related field.
Demonstrated experience and knowledge in bioenergy (including with biogas, biomass, and others) as well as other RE technologies.
Demonstrated experience and knowledge in the development of IT tools, preferably related for RE technologies.
Good communication and coordination skills, intercultural competences, and confident dealing with high-ranking representatives of the national and local partners.

Other knowledge, additional competences

Good analytical skills as well as excellent organizational skills; efficiency, accuracy, and high-quality delivery of all work-related output; results and performance orientation
Very good knowledge of IT, communication technologies, and relevant computer applications (e.g., MS Office).

1. Professional Advisory Services

As part of the Energy Programme's Policy Advisory Team, monitor the development of national and international energy policies and initiatives, climate policies and initiatives, potential innovative RE concepts, business schemes, financing schemes, and any relevant information.
Provide professional advisory in identifying, conceptualizing, and implementing the upscaling potential from lessons learned of technical assistances implementation for RE projects into the macro level RE deployment strategies as well as the supportive regulatory framework concepts.
Provide professional advisory in identification of innovative RE business schemes and supporting mechanisms that are suitable to be implemented Indonesia, along with the formulation of deployment strategies and policies recommendation.
Provide professional advisory in identifying problem and/or gap in RE financing and policy within Indonesia contexts and international to some extent, conceptualizing innovative solutions to the identified problem/gap, and reviewing the existing or new policy/regulation/financing scheme related to RE.
Provide technical assistance for the development of market-based mechanism to support RE deployment in Indonesia (e.g., green gas certificate, carbon offset mechanism, financial de-risking facility, RE financing instruments, etc.) including with support for the setting-up of standards / certificates, formulation of strategic papers, deployment strategies, and policy recommendations.
Provide technical assistance for the development of strategic plan and documents as well as in the implementation of related regulatory frameworks from local government and various Ministries, including Ministry of Energy and Mineral Resources (MEMR), Ministry of National Development Planning (BAPPENAS), Ministry of Finance (MOF), and so on.
Be an active member of the Policy Team of the Energy Programme, to streamline advisory work towards EBTKE and other political partners, realize synergies, and work as team to deliver high quality policy advisory results.

2. Project Management

Identify knowledge gap in RE financing and policy in Indonesia and develop concept for the implementation of technical assistances.
Identify required resources and develop technical Terms of References (ToR) for external consultants as well as coordinate and supervise the external consultants and other service providers in pursuance of stipulated deliverables and deadlines according to the ToR.
Monitor project progress, determine bottlenecks, and recommend alternative courses of management action to Lead Advisor.
Content-related supervision of consultants in the provision of Project's advisories and assistances, as well as the quality assurance of the results from the Project's activities.
Monitor, evaluate and ensure the alignment of results from the Project's activities with the achievement of Project's indicators and safeguards.
Contribute to project development, result-based monitoring, and RE strategy development, in cooperation with other advisors within the Project and Programme.

3. Coordination, Cooperation, and Networking

Maintain effective communication and cooperation with political partners, specifically Directorate of Bioenergy and Various New and Renewable Energy, MEMR.
Link relevant international energy and climate initiatives with the national programs and targets from Indonesian government.
Mapping and assessing focuses and activities from other development partners and actively maintain, develop close contacts, as well as seeking synergies and cooperation with other development partners.
Maintain and develop close contacts with other implementing partners such as other ministries, state-owned companies, private sector, and financial institutions.
Initiate contacts, develop cooperation, and foster dialogues with international and national RE stakeholders, such as associations, technology providers, project developers, industries.
Identify and secure cooperation with potential local and international consultants to support the delivery of the Project's outputs.

4. Knowledge Management

Stay abreast with the updates on national and international RE policies, initiatives, technologies, applications, and innovative financing, as well as stay updated and informed about activities from Energy Programme and other projects within GIZ.
In close consultation with Knowledge and Information Management team, document files, reports, photos, infographics and any other knowledge products from project activities for the development of Project's knowledge products, including policy brief, policy factsheet, policy recommendation, summary on deployment strategies, and guidelines.
Develop lessons learned and best practices from assigned project activities.
Prepare and deliver presentation on the results of technical assistances to disseminate lessons learned and best practices to relevant stakeholders.
Support programmatic knowledge management activities and production, and support sharing and learning within the Energy Programme, across projects.

5. Other duties / additional tasks

Subject to discussions with the Lead Advisor, the Advisor may be allocated for additional tasks and other duties for shorter periods.
Assist the Energy Programme Director and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028).

C. Required qualifications, competences and experience.

Qualifications

At least a bachelor's degree in engineering, economics, energy/public policy planning, or any field related to the project objectives.
A master's degree is highly preferred, especially in a relevant discipline.

Professional experience

Minimum 5 (five) years of relevant professional experience.
Demonstrated expertise in formulating roadmap, implementation strategies recommendation, policy study, policy brief, policy report, innovative RE financing schemes, and/or other related documents with the topics of RE deployment strategy, policy and/or finance.
Demonstrated a good knowledge in Indonesian RE market development.
Preferred experience in managing energy projects.
An added advantage would be prior experience collaborating with international teams.

Other knowledge, additional competences

Projects under the Energy Program Indonesia/ASEAN aim to support Indonesia's energy transition (ET) through increasing the share of renewable energy (RE) and improving energy efficiency (EE) of the power sector, key industries as well as in the built environment. It aims to support decarbonization of the energy sector by working with the private sector and on city level to develop concrete technology solutions, while complementing this work through advisory work on sustainable energy policy making and development of financial instruments. Some projects are implemented through a consortium of Indonesian and international (implementing) partners.

Projects are anchored with the Direktorat Jenderal Energi Baru Terbarukan dan Konservasi Energi (DJ EBTKE) under the Ministry of Energy and Mineral Resources (MEMR) or BAPPENAS, but work with other energy related political partners, including the Ministry of Finance, Ministry of Industry, PLN, to name a few. To structure the policy advisory work, the Energy Programme is building a Policy Unit to connect policy advisory work across various projects.

To support implementation of the Energy Programme in Indonesia, we seek one (1) motivated and qualified Indonesian candidate for:

Energy Policy Advisor

A. Responsibilities

The position holder

Acts as resource person and provides energy expertise on topics related to Indonesia's ET and within the context of the JETP (such as renewable energy, energy efficiency, carbon trading, etc)
Provides energy related advice to German and Indonesian counterparts.
Provide technical assistance and capacity development to the government and partners, linking technical assessments with policy making.
Provide knowledge management support by drafting reports, writing articles, and supporting the upscaling and replication of lessons learned and best practices from the ongoing project portfolio with support of communications and admin staff.
Becomes part of the Energy Programme's Policy Unit and works in a team to deliver cohesive policy advisory work to various partner ministries.
Supports the project management including inputs to progress reports, monitoring and evaluation, budget planning.

B. Tasks

1. Provision of Energy Policy Expertise to foster Indonesia's Energy Transition

Provide energy sector expertise for Indonesia's ET to improve the regulatory framework for both RE and EE, as well as related carbon and energy interface (carbon trading, cap setting, etc)
Advise and support on the development of policy and regulatory framework improvement for RE grid integration, EE acceleration, carbon regulation, and other policies related to the Energy Transition
As member of the Policy Unit, conduct monitoring and analysis of energy policies in Indonesia
In close coordination with the government partners, conduct studies and workshops/focus group discussions on topics related to the ET (e.g. coal phase out, grid integration, RE, EE, etc.).
Support and advise government partners (Germany, Indonesia) by preparing sector studies, background papers, policy briefs, recommendations, reports, factsheets etc., in close coordination with other projects under the GIZ Energy Program.
Support and advise consortium partners on topics related to energy policy.
Lead implementation of activities from detailed planning, deadline and milestone setting, consultant management, stakeholder involvement and budget planning.
Support policy advice for MEMR, BAPPENAS and other relevant ministries, by linking pilot applications and use-cases with policy advisory for selected policies and strategies.
Support the systematic identification of future energy topics to be addressed within the scope of the German-Indonesian energy cooperation.

2. Technical assistance: Implement capacity development measures and energy policy advisory studies

Conduct a capacity needs assessment and develop a capacity development strategy for energy policy stakeholders with a focus on MEMR, PUPR and MoI
Lead the design and provision of training and skill development for various energy policy stakeholders on topics related to energy efficiency, renewable energy and carbon regulation such as public agencies, academic institutions, utilities, private sector stakeholders and civil society on topics related to industrial decarbonization (energy)
Develop policy study concept designs, write TOR and manage implementation of these studies, including selecting and overseeing the work of international and national consultants.
Prepare, organize, and facilitate training, seminars and other events on energy policy related subjects including administrative and content related tasks.
Support consortium members in their efforts to strengthen the capacity of non-energy stakeholders.
Identify and develop event concepts and plans including the organization of conferences, delegation trips to Germany/abroad, expert exchange meetings and policy dialogues on industrial decarbonization.
Prepare, organize, and facilitate such activities on energy related subjects including administrative and content related tasks, including travel.

3. Stakeholder outreach and Networking

Act as government liaison person to the Energy Programme and/or respective project partners, develop close relationship and set-up exchange regular formats.
Facilitate contacts, manage relationships, and uphold information flow both internally as well as externally (political partners such as MEMR, MoI, MoF, PLN, others, public and private stakeholders, etc.).
Actively conduct outreach to relevant stakeholders (industry, associations, government, donor community, think tanks, etc.), conduct networking and represent the Energy Program in relevant meetings and forums.
Coordinate closely with other projects of the Energy Program and from other international donors to address stakeholders needs and expectations in the implementation particularly but not limited to topics related to decarbonization of industries.

4. Knowledge management

Design ideas and prepare knowledge products showcasing the purpose, approach, and successes of the Indonesian ET, including sector background briefings, policy briefs and reviews, policy recommendations, presentation, success stories, factsheets, fliers, and reports.
Provide backstopping and review of such knowledge products prepared by other energy projects.
Participate in events, summarize meeting discussion, and provide synthesis papers relevant for the GIZ energy program, German donor ministries, and the political partner.
Participate in internal knowledge management including the GIZ Energy Program, to provide internal analysis and synthesis of energy themes in Indonesia, e.g. within the Energy Hub, the GIZ internal Energy Policy Group, and other knowledge sharing platforms.

5. Project management support

Provide inputs to annual operational planning, budget planning, project reporting and monitoring.
Participate and support preparation of regular steering meetings.
Prepare TOR and tenders for external suppliers / facilitators / consultants / trainers to conduct relevant technical studies, capacity development measures, trainings, events etc.
Select and supervise consultants acting as external suppliers / facilitators / consultants / trainers for projects providing policy advice to steer activity implementation, provide quality assurance and maintain close alignment with political partners.
Act as focal point for external suppliers / facilitators / consultants / trainers, working closely with the project administrative officer.

6. Other duties/additional tasks

Contribute actively to a good working climate and team working within the project and across the GIZ Energy Program.
Proactively share information about the project with other relevant GIZ projects, seeks synergies, and follows a cooperative approach across the larger GIZ Energy Program.

C. Required qualifications, competences and experience

Qualifications

Bachelor/Masters (B/MSc; B/MA) in relevant field of work, e.g., energy economics, environmental policy, energy public policy, carbon policy, or comparable with good understanding of renewable energy and its policy development in Indonesia

Professional experience

At least 5 (five) years professional experience in/with renewable energy, energy efficiency, carbon policy, ideally with a focus or relevance to on energy and carbon policy making.
At least 4 (four) years providing technical assistance to governmental and/or regional/ international implementing organizations in the field of sustainable energy / climate change mitigation.
Very good understanding of policy-making processes within the Government of Indonesia.
Previous experience preparing and managing technical energy related studies including supervision and steering of consultants is a strong asset.Previous experience in preparing and implementing events and capacity development measures (conference, delegation trips, trainings, dialogues, etc.) is an asset.
Previous experience working with/for MEMR, PLN, MoI, PUPR, and or other government institutions is an asset.
Previous professional experience abroad, including Germany, US, Japan, Europe, US and/or UN Agency is an asset.
Excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments.

The Collaborative Fisheries Management or "Ber-IKAN" Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. It contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy, and focuses on the following four main objectives: 
1.    Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries. 
2.    Strengthened small-scale fisheries governance. 
3.    Increased government and market-based incentives for sustainable seafood products.  
4.    Improved protection of ETP marine species affected by fishing practices. 
One crucial activity in strengthening fisheries governance and evidence-based fisheries policy development is to improve catch data collection. To ensure accurate and accountable reported data, a data verification scheme is necessary. One approach is to develop a form/borang observer application.
The development of the Observer Form/Borang Application for Recording Fish Vessel Production is based on the need for improvement and development of a previously existing application, namely an Android-based application called e-obor (electronic observer form). In addition, it is also necessary to move the observer application from the previous one integrated on the e-logbook website, to a new server so as not to interfere with the condition of the integration server that is already getting full.
In relation to the description above, USAID Ber-IKAN intends to carry out the development of the e-obor application using the flutter framework which can later be used on Android and IOS operating systems, as well as preparing a new server for the observer application to stand alone on the new server and use a different display framework and the development of observer-related web applications.

RESPONSIBILITIES/ESSENTIAL FUNCTIONS

Objective
The consultant will undertake the following tasks under the direct supervision of Objective1 and 4 Lead:
1. To develop an e-obor mobile application based on Android &; IOS in order to be able to record the activities of observer officers on capture fishing vessels, and also migrate the observer website application from previously incorporated to the integration server (https://integrasi.djpt.kkp.go.id/admin_elogbook) into a new server (https://integrasi.djpt.kkp.go.id/observer) which will later be provided by the KKP (Pusat Data dan Informasi/Pusdatin).
2. To enhance the input process of observer activity data and incorporate new input data.

Activity Description
The consultant is expected to be able to prepare the development of form observer application (aplikasi observer borang), the selected consultant needs to schedule the following activities:

1. Using the Flutter Framework so that it can be installed on the playstore and appstore.
2. Change the login mechanism to the application, using user and password.
3. Photo taking is reproduced, can be more than one image (multiple images), and can be uploaded from the gallery.
4. Changes in the mechanism of inputting sampling fish species, easier in terms of filtering and making changes to the data.
5. Offline mechanism, officers can do work without having to have an internet network connection, except when sending data to the server.

Scope of Works
Under this project, USAID Ber-IKAN is looking for a consultant team to undertake the following activities:

1. Mobile application
a. Using the flutter framework so that it can be implemented on Android and iPhone devices.
b. Change in the login mechanism using username and password.
c. Modify modules and adding new modules.
2. Web application
a. Improving modules by adding new modules or modify current modules.
b. Adding new modules for Regional Fisheries Management Organization (RFMO) report.
3. Database
a. Moving database into new server.
b. Create database warehouse for more specific reports.
c. Accessing data from other database server using Application Programming Interface (API).

QUALIFICATIONS:
The USAID Ber-IKAN is seeking an individual consultant, which can demonstrate:
• Education: S1 Informatics/Information Systems
• At least 10 years of experience in mobile applications development
• At least 10 years of experience in web applications development
• At least 10 years of experience in database development
• Have at least 2 mobile applications developed with the flutter framework and have been used in KKP (DJPT)
• Must be proven by a reference letter from the employer.

REPORTING:
The STTA will report to the Objective 1 and 4 Lead.
