I4DI is looking for a Finance and Admin Officer  for the USAID/Mars programme. The Advancing Agroforestry Towards Income, Value, and Environmental Sustainability (ACTIVE) activity funded by USAID/Mars aims to scale up evidence-based agroforestry practices that build on a long-term jurisdictional approach utilising farm-level technology to advance climate-resilient practices, increase smallholder incomes, and ensure high-quality cocoa supply in South Sulawesi and Southeast Sulawesi.

Position Summary

 

The Finance and Administration Officer for the USAID/Mars. Inc-funded Advancing Agroforestry Towards Income, Value, and Environmental Sustainability (ACTIVE) activity will support the Chief of Party (COP) and USAID to provide guidance, technical leadership and technical oversight for teams supporting finance, administration, human resources, and procurement assignments for the ACTIVE program. The Finance and Administration Officer will provide expert level support and advice on finance tracking and have a deep understanding of the USAID Program Cycle and the portfolio of investment in Indonesia

 

Responsibilities:

 

Finance and Administration Officer will be responsible for maintaining I4DI's financial integrity, preparing all financial reports efficiently and in accordance with Federal Acquisition Regulations (FAR), Generally Accepted Accounting Principles (GAAP), Indonesian government regulations, I4DI policies and procedures, and donor requirements throughout the life of the project. Additional tasks will include:

 

  • Manage the accounting, finance, and administration components of the program, including petty cash funds and field office finance, accounting, and administrative activities.
  • Establish program financial management systems, procedures, and controls to ensure consistency with I4DI standard operating procedures and US government policies.
  • Coordinate monthly requests for funds to ensure the project has all necessary funds for operations, and coordinate and oversee program tendering and procurement activities in the country.
  • Advise project staff on financial health through the provision of regular and timely financial expenditure reports.
  • Review and approve all vouchers prepared (disbursement, receipt, and general journal vouchers) for expenditures and ensure that expenses are reasonable, allowable, and allocable to the project.
  • Maintain financial controls and procedures for the management of funds and sub awards/contracts.
  • Prepare budget projections, analysis, and reports for review and action by the COP, I4DI and for submission to USAID.
  • Manage financial files and support annual audits.
  • Coordinate financial and contractual requirements for grants to local organizations and technical services provided to the project.
  • Oversee payroll procedures and HR policies for national staff, ensure adherence to local labor laws, and manage all tax reporting; and Other duties as assigned.

Requirement :

  • A bachelor's degree or higher in business administration, finance, or a related field in international business management, finance, accounting, and/or audit experience.
  • At least 3 years of progressively responsible experience in accounting, audit, finance, or business management with a recognized organization, preferably for USAID or other donor-funded programs.
  • Experience in a leadership position on a USAID-funded project in Indonesia is preferred.
  • Proven ability to develop and manage large budgets and a deep understanding of accounting principles.
  • Experience in managing grants based on contracts for USAID-funded programs of similar size.
  • Previous experience in a management role in a USAID-funded program is highly desirable.
  • Demonstrated experience in coordination and collaboration with various stakeholders and grant recipients.
  • Knowledge of Indonesian labor laws, taxation, and reporting procedures.
  • Knowledge of USAID contract management, policies, procedures, regulations, and reporting requirements.
  • Proactive attitude in carrying out tasks.
  • Proficient in both written and spoken Indonesian and English.
  • Good writing and verbal communication skills.
  • Ability to work in a fast-paced environment.

The Project Associate will support the Project Manager, Chief of Party (COP), Mars, and USAID to manage ACTIVE's core technical components of access to finance, access to insurance, and business enabling environment to support the adoption of cocoa agroforestry by farmers in South Sulawesi and Southeast Sulawesi. The Project Associate will coordinate with financial institutions, insurance companies, Mars, and other relevant stakeholders to ensure the provision of quality agricultural services and programmes that support the adoption of cocoa agroforestry to farmers in South Sulawesi and Southeast Sulawesi. This position must have a strong understanding of capacity building and an understanding of the role of the public and private sector to support and increase the adoption of cocoa agroforestry by farmers.

This position will work with ACTIVE colleagues, colleagues at USAID and Mars clients, and other sectoral partners to design, implement, and ensure quality control of ACTIVE programme areas. The Project Associate is an integral part of the ACTIVE team and will have primary responsibility for ensuring quality and quality control of programme implementation.

Responsibilities

  1. Work to support ACTIVE activities in Components 2 and 3 and liaison with BAPPENAS
  2. Contribute to the monitoring and evaluation of project activities, with a primary focus on developing data to improve programme results.
  3. Coordinate field activities with partners including local governments in Bappenas, South Sulawesi and Southeast Sulawesi.
  4. Support and coordinate activities in the Jakarta Region including meetings, workshops, inaugurations, together with the Administration Team in Jakarta.
  5. Provide technical support and necessary arrangements for organising workshops/seminars/meetings/advocacy events.
  6. Provide regular process documentation of all activity meetings, and relevant events.
  7. Provide Media Publications for all meetings and workshops in the form of Posters, Banners and other media Publications if required.
  8. Maintain relationships with farmer groups and local government.
  9. Facilitate and manage project review meetings and supervision visits as scheduled in the work plan.
  10. Assist in conducting project baseline and endline surveys.

Job Requirements

  1. At least a Bachelor's degree in Forestry, Communications, Economics, Agriculture and relevant major.
  2. At least two years' experience in management consulting in international development programmes. Experience working on USAID-funded projects is a plus.
  3. Technical expertise in one or more related sectors (agroforestry, climate change adaptation, environment, etc.) is a plus.
  4. Experience with productivity aspects of cocoa farming is a plus.
  5. Ability to travel to remote field sites in South and Southeast Sulawesi (Luwu & North Kolaka districts) if required.
  6. Adaptable to new technology and new ways of working.
  7. Excellent management skills and commitment to capacity building approaches.
  8. Basic Data Management Skills (Microsoft Office and Google Application)
  9. Keen analytical and problem-solving skills.
  10. Ability to coordinate well with people inside and outside the project, meet deadlines and work with minimal supervision while achieving benchmarks.
  11. Have the ability to design using related design applications such as CANVA, AI Photoshop, etc.
  12. Have a Proactive Attitude in carrying out work
  13. Fluent in written and spoken Indonesian and English
  14. Good writing and verbal communication skills.

Background

A significant portion of the Indonesian population, particularly in low-income areas, lives in substandard housing. Microfinance for housing, or M FH, helps low-income families who can't access traditional mortgages. Credit unions provide small, manageable loans specifically designed to improve or expand existing homes, or even build them gradually through a series of smaller loans. The extension of credit is often constrained by a lack of expertise to assess the quality of work and ensure projects meet safety standards. Unforeseen problems during renovations can lead to exceeding budget and straining the borrower's finances, increasing the risk of loan default.

KOMIDA offers loan programs to assist low-income women with financing for housing upgrades. As part of their business model, KOMIDA seeks to enhance their loan product by ensuring the safety and functionality of the planned upgrades.

The Technical Advisor will collaborate with managers, branch staff and loan officers to contribute to the business model by increasing utilization by low-income women seeking safe and functional housing upgrades. The consultancy is designed to improve existing loan products to ensure funds are invested in effective and sustainable improvements, making loan repayments more manageable and building confidence in safe and code-complaint upgrades to attract more borrowers, expanding the positive impacts of housing microfinance.

Scope of Work

The objectives of this consultancy are to provide technical advisory services to improve housing improvement loans for more impactful products. Specific objectives are:

1. To improve branch staff understanding of technical considerations for housing upgrades and safe construction practices, equipping loan officers with knowledge to discuss technical considerations with borrowers effectively.
2. To streamline the business process for loan provision with enhanced guidance and tools for delivering loan products, contributing to borrower understanding of safe housing upgrades.

The WCS Indonesia Program (WCS-IP) is structured under five core thematic programs, which are Forest, Marine, Wildlife Trade & Policy, One Health, and Rights & Communities. WCS-IP commits in fostering and strengthening the implementation of a human rights-based approach to conservation through the meaningful participation of local communities (men and women) in decision-making processes concerning area-based conservation, natural resource management, and climate change adaptation that are critical for successful conservation. The Gender Equality and Social Inclusion (GESI) Consultant will play a pivotal role in this process, tasked with conducting assessments and formulating a strategic plan that ensures the integration of Gender Equality and Social Inclusion principles in WCS-IP activities in Leuser Landscape.

Tasks and Responsibilities

1. Conduct GESI assessment

  • Perform a robust Gender Equality and Social Inclusion (GESI) assessment in Leuser Landscape, with following guiding questions:
    1. How do men and women control, access and use the resources, especially resources that are related to protected area, differently?
    2. What are existing and potential men's and women's roles and activities in supporting the conservation practices?
    3. Considering the social and gender norms, what are the potential opportunities and challenges in integrating GESI in conservation practices in Leuser Landscape?
    4. How does patterns of power and decision-making affect the women's participation in conservation practices?
Integrate intersectional identities of different gender in the GESI assessment, especially the age, economic and social status, and ethnicity/race.
Field visit to Leuser Landscape in conducting the GESI assessment
Have a clear analysis framework in conducting the assessment
Conduct the secondary research as necessary to support the result of the primary data collection, including the existing information that WCS-IP has.

2. Formulate GESI strategic plan

  • Based on the result of the GESI assessment, develop a strategic plan with clear recommendations to integrate GESI in WCS-IP interventions in Leuser Landscape. This strategic plan should comprise strategies but not limited to:

  3. Mitigate the risk of gender-based violence
  • Incorporate the relevant information from other sources into the strategy

Deliverables

1. Report on GESI Assessment and Strategic Plan:

  • Develop a comprehensive report detailing the result of the Gender Equality and Social Inclusion assessment, encompassing the deep analysis based on the guideline questions.
  • Develop a strategic plan in addressing GESI issue and how to integrate GESI in WCS-IP interventions in Leuser Landscape.

2. Presentation to WCS-IP:

  • Conduct presentation to the WCS-IP team, encompassing the results of the GESI assessment, key findings, and the strategic plan.

Job Requirements Qualifications

Education:

Advanced university degree (master's degree or equivalent) in a field relevant to the assignment, for example in gender studies, social sciences, or another relevant field.

Experience:

The GESI Consultant should have:

  1. A minimum of 5 years practical experience in the field of Gender Equality and Social Inclusion (GESI)
  2. Extensive knowledge on conducting GESI analysis, developing GESI strategic plan, and integrating GESI into projects and programs
  3. General knowledge of conservation and/or natural resources management issues, especially in the forest/land context
  4. Excellent knowledge in conducting human subject research by considering the ethical standards

Competencies:

  1. Good analytical skills: ability to set forecasts and refine/review them in the light of experience and further analysis
  2. Familiarity with GESI analysis tools and methodologies
  3. Familiarity with conducting primary research for GESI assessment
  4. Strong sense for the social norms and culture in the area for conducting primary research
  5. Strong sense for innovation and new approaches to conservation
  6. Strong communication skills, and ability to liaise with various stakeholders
  7. Decisiveness and independence
  8. Good report writing and presentation skills
  9. Excellent interpersonal and communication skills
  10. MS Office, as well as database and other analytical software
  11. Excellent writing skills in both English and Bahasa Indonesia
