Background

United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the largest regional section of UCLG, an amalgamation of International Union of Local Authorities (IULA), United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC.

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster resiliency, culture, strategic planning, decentralisation, municipal finance, gender equality, women leadership and empowerment and good governance.

LOCALISE SDGs Project, financially supported by the European Union and implemented by UCLG ASPAC in cooperation with APEKSI, aims to empower Local Authorities (LAs) and Associations of Local Authorities (ALAs) in Indonesia for enhanced governance and more effective development policies and to promote inclusive and sustainable local development through SDGs attainment. LOCALISE SDGs targets 30 LAs (16 provinces and 14 municipalities) and 5 ALAs  (APEKSI, APKASI, APPSI, ADEKSI, and ADKASI). The coronavirus disease (COVID-19) pandemic has shifted the focus of target LAs to respond to, recover and prevent against the pandemic. From July to December 2020, LOCALISE SDGs will focused its activities to increase awareness of the 30 LAs and 5 ALAs on financing and achieving the SDGs under a New Normal: challenges and response to COVID-19 pandemic and strengthen their capacity in handling COVID-19 and its impacts and "building back better". The activities cover the production of awareness materials, policy recommendations, technical assistance, and series of virtual events. The virtual events consist of biweekly webshare, match-making virtual events, coaching clinics, and other related events as part of the advocacy work of LOCALISE SDGs. A qualified technical expert is needed to advise and to coach the target LAs officials in the LOCALISE SDGs coaching clinic virtual event.

Scope of Work/Key Duties
Technical experts/coach key duties include:
1. Suggest detailed agenda and rundown for the event.
2. Attend briefing prior to the event.
3. Propose a solution for coaching skills development training.
4. Describe how target participants will prepare for coaching skills development to ensure learner readiness.
5. Describe how the target ALAs and LAs should be prepared to be coached.
6. Describe how the implementation process for the proposed solution will be implemented.
7. Describe how the proposed solutions will be sustained within the target LAs.
8. Describe any post-event interventions to be implemented to support the target participants of the LOCALISE SDGs project.
9. Analyze the evaluation results submitted by participants after event.  

The technical expert/coach will report to LOCALISE SDGs Project Manager and closely work with LOCALISE SDGs Training Coordinator to discuss the assignment. The technical expert/coach is required to deliver the chosen coaching session targeting the selected local government officials on any of the following topics:
1. Multi-stakeholder partnerships to access alternative financing (non-APBD) for SDGs (initiation of partnerships and making sure it is effectively implemented)
2. Food Security (ensuring food security at local level with limited land availability, diversification of food products from local crop varieties, policies related to food security and distribution)
3. Digitalization of tourism destination (which include promotion, performance, and transactions, and advise the systemic/comprehensive application of health protocols for the tourist destination)
4. Boost local economy through small businesses digitalization and its impact to drive economic recovery post COVID-19 (which include fostering social venture and startups, and creating effective partnerships)
5. Data synchronization (Reflect and re-mapping criterias to define and to monitor the beneficiary's eligibility for targeted social assistance, data synchronisation to ensure the SDGs proper data reporting)
6. Waste management (especially on the standard procedures and requirement to manage the medical waste from the COVID-19 and advise local policy to foster household/domestic waste management)

The facilitator can work remotely, with prior briefing conducted online with LOCALISE SDGs team.

Qualifications:

There will be six coaching clinics (one for each topic), and in total twelve technical experts/coach are needed. UCLG ASPAC requires the technical experts/coach to have:
1. At least have Master degree (with at least 5 years of working experience) or Bachelor degree (with at least 7 years of working experience) relevant to the selected theme of the coaching clinic.
2. Experience in training, coaching or mentorship especially for local government officials.
3. Experience leading and participating on collaborative teams.
4. Experience providing technical assistance as well as training across diverse early.
5. Have basic IT skills and familiar in using online vidcon service to coach participants.

Deliverables
1. Proposed detailed agenda, rundown, and approach for the event
2. Attend briefing prior to the event
3. Delivery of coaching/mentorship service in the assigned event
4. Input for the written documentation for the event (include the analysis of evaluation results submitted by the participants after event)
5. Follow up report, which covers:
• Frequently Asked Questions describing options of solution for the participant's questions and concerns, and how the implementation process for the proposed solution will be implemented.
• Describe how the proposed solutions will be sustained within the target LAs.
• Describe any post-event interventions to be implemented to support the target participants of the LOCALISE SDGs project.
