Background

United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the largest regional section of UCLG, an amalgamation of International Union of Local Authorities (IULA), United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC.

 

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies that safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster resiliency, culture, strategic planning, decentralisation, municipal finance, gender equality, women leadership and empowerment and good governance.

 

LOCALISE SDGs Project, financially supported by the European Union and implemented by UCLG ASPAC in cooperation with APEKSI, aims to empower Local Authorities (LAs) and Associations of Local Authorities (ALAs) in Indonesia for enhanced governance and more effective development policies and to promote inclusive and sustainable local development through SDGs attainment. LOCALISE SDGs targets 30 LAs (16 provinces and 14 municipalities) and 5 ALAs[1] (APEKSI, APKASI, APPSI, ADEKSI, and ADKASI). The coronavirus disease (COVID-19) pandemic has shifted the focus of target LAs to respond to, recover and prevent against the pandemic. From July to December 2020, LOCALISE SDGs will focus its activities to increase awareness of the 30 LAs and 5 ALAs on financing and achieving the SDGs under a New Normal: challenges and response to COVID-19 pandemic and strengthen their capacity in handling COVID-19 and its impacts and "building back better" through dissemination of best practices and Information, Education & Communication (IEC) materials. One of the materials to be developed is infographic video.

 

Infographic is a form of data visualisation combining visual clues like colour, size and graphic orientation to help audiences understand complex stories. Infographic video is selected as one of our communication tools for these following reasons:

(1)     Evidence-based: through infographic video, the project can offer a compelling case by synthesising quantitative and qualitative data and present it in a visually attractive way.

(2)     Sustainability: infographic video can be used for a long-term purpose and for various communication channels (Instagram, Facebook, YouTube and broadcast media).

(3)     COVID-19: videographer can produce infographic videos without having to travel to LOCALISE SDGs intervention areas, as long as the consultant is briefed properly and monitored regularly.

 

To support the production of infographic videos, we are seeking a videographer/video animator to work on consultancy basis. The consultant will produce 2 infographic videos (1 long version and 1 short version) in line with the key message of "AKSI MENUJU PEMBANGUNAN BERKELANJUTAN." The videos will also specifically address how the COVID-19 pandemic has affected local authorities' efforts in achieving SDGs, how they keep the SDGs on track amidst the pandemic and their renewed commitments to ensure that no one is left behind, so that LAs can be better prepared in handling pandemic and infectious diseases

 

Scope of Work/Key Duties

 

  • Producing 2 high quality infographic videos; long version (5-7 minutes), and short version (1-2 minutes) for in line with the key message of "AKSI MENUJU PEMBANGUNAN BERKELANJUTAN". The videos will specifically address how the COVID-19 pandemic has affected local authorities' efforts in achieving SDGs, how they keep the SDGs on track amidst the pandemic and their renewed commitments to ensure that no one is left behind.

 

  • The consultant is required to perform these following duties:

{ Review the proposed assignment.

{ Discuss story line and visualisation with the LOCALISE SDGs Team.

{ Develop scripts, incorporating interviews, design creative communication pieces, logos and other relevant materials.

{ Submit a first draft to the LOCALISE SDGs Team.

{ Incorporate feedback.

{ Deliver short and long videos.

{ Provide two video files of the final version in full HD resolution.

 

The consultant (video producer) will work closely with the LOCALISE SDGs team to discuss the assignment and how it will be carried out. The consultant will work approximately for two (2) months, from September to October 2020. The consultant will work remotely but is required to report progress regularly to LOCALISE SDGs Team.

 

 

Qualifications:

v  Professional video producer/editor/animator with a demonstrated experience in video production and editing relating to sustainable development issues

v  Experience with video editing software such as Final Cut Pro, Adobe Premiere or similar

v  Experience with different video format conversions

v  Organised

v  Punctual

 

Deliverables

{  First draft of 2 infographic videos (long and short)

{  Final version of 2 infographic videos (long and short) in a full HD resolution.
