Background
Yayasan Plan International Indonesia is anticipated an 18-month project funded by European Civil Protection and Humanitarian Aid Operations (ECHO) titled "Capacity Strengthening and Preparedness of Displacement & Protection Cluster for Effective, Accountable, and Locally Led Humanitarian Response in 3 Provinces in Indonesia". The project will be implemented by Plan International and ADRA consortia in Indonesia, specifically in three provinces: Banten, West Nusa Tenggara Barat, and Central Sulawesi. The consortia members implementing the project are Plan Finland, ADRA Germany, Yayasan Plan International Indonesia, ADRA Indonesia, MDMC, RedR Indonesia, and Pujiono Centre. The overall project management will be managed through a consortium management team that will streamline the respective work implemented by consortia members.
Role purpose
The Consortia Protection Specialist is a responsible to lead the technical part of protection in projects interventions with implementation standard and mechanism. The position will also lead the advocacy and networking for Child Protection to influence policy audience with an intention to mainstream evidence based intervention and to be a credible technical partner of government and others. She/he will also be responsible to provide technical advice to consortia management team and consortia implementing partners on protection policies, strategies, capacity mapping, and actively promoting partnership and influencing in protection, SGBV, disaster risk management and emergency preparedness. The post-holder will report directly to the Consortia Manager and will coordinate with project staff of consortia member.
Dimensions of the Role
- Report to the Consortia Manager.
- Provide technical services to the consortia members to build and strengthen protection policies and strategies with government partners, national and local CSOs, and private sectors working in the areas of disaster risk management and specifically engaging with the Displacement and Protection clusters at national and provincial levels.
- Provide technical advice and mobilise technical expertise on programme and policy issues on protection in disaster management including needs assessment and analysis, policy mapping and analysis, coordinating the development and implementation of advocacy strategy, and actively representing the consortia and project in relevant forums during the course of the project;
- Develop new methodologies to improve the liaison processes with governments at national and local levels, consortia member partnerships and keep abreast with relevant best practise and evidence collected to improve protection mainstreaming in disaster preparedness.
- Abide by the Humanitarian Ethics and principles, including Core Humanitarian Standards, Do No Harm, and Code of Conduct, and committed to comply with Plan International's Global Policy on Safeguarding Children and Young People.
Accountabilities
Government capacity mapping and analysis
- Coordinate the preparation and implementation of capacity and training needs assessment of government at national and local levels in displacement and protection cluster.
- Analyse and follow up on the finding of capacity mapping, particularly in Displacement and Protection cluster at national and sub-national levels to inform the project design and implementation.
Influencing strategy development and implementation
- Coordinate the development of influencing/advocacy strategy to enhance locally-led and accountable protection, particularly a more inclusive, coordinated, and accountable response led and implemented by displacement and protection cluster;
- Implementation standard of Child Protection Program designed developed and disseminated among the implementation teams and partners to ensure quality implementation of designed project
- Effective linkage with government's relevant departments and ministries and strategic networks are established and maintained to ensure influence at national and sub-national level
- Protection advocacy and communication strategy including necessary materials developed and used at different level to do evidence based advocacy to mainstream project interventions, strategies or activities
Technical Management Capacity Building
- Closely work with and provide technical assistance/training/coaching for project personnel of each consortium member responsible for the project implementation and engagement with the local government and non-government humanitarian actors.
- Monitoring and supervision mechanism developed with necessary guidelines and tools along with specific feedback mechanism that continuously improve the activities and interventions to achieve the Protection objectives
Safeguarding Children and Young People
- Ensure that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
- Demonstrate Plan International's core values and commitment to Gender Equality and Social Inclusion (GESI) and Safeguarding Children and Young People policy are upheld by all consortia members and stakeholders engaging with the project
