Adviser for Gender Equality, Social Inclusion and Civil Society Engagement (GESI-CSE)

 

The role

The Adviser for GESI-CSE will support KIAT's mainstreaming of GESI and CSE in its activities, including strategic alignment and cooperation with implementation partners, advice to KIAT technical areas on activity design and implementation, and opportunities to maximise the impact of KIAT's approach to GESI-CSE.

The position will provide high quality advice and analysis to improve KIAT's approaches to mainstreaming GESI and CSE across all activities.

This position reports to the KIAT Deputy Director, Strategic Planning and Performance, with day-to-day coordination with KIAT GESI-CSE team. The position will also involve direct interaction with KIAT Deputy Directors and Lead Advisors responsible for each technical area, as well as selected interactions with sub-contractors involved in activity implementation.

Work is expected to be performed through a combination of desk-based work and travel to Jakarta, with travel schedules to be agreed monthly (and subject to COVID-19 travel restrictions).

The consultant will be expected to prepare and submit monthly updates and quarterly reports summarizing what has been done, what issues has been emerging, and what are next steps.

KIAT may select several candidates for the position to form the basis of an advisory pool for selected assignments with specific tasking and duration.

This role also involves the following key activities:

  • Review implementation of KIAT's existing activity-level GESI Action Plans to assess effectiveness, highlighting achievements and recommending areas for strengthened implementation.
  • Provide high level technical and strategic advice on GESI and CSE to KIAT's technical areas, including reviews of proposed new KIAT activities and ongoing implementation progress reporting.
  • Produce guidelines for consistent application and monitoring of GESI mainstreaming across activities.
  • Review and update KIAT's existing GESI & CSE Strategy papers.
  • Identify opportunities where Civil Society Engagement (CSE) can enhance the impact of KIAT activity outcomes and provide activity-specific advice on engagement.
  • Produce inputs for GESI-CSE related communications materials including written and visual content.
  • Provide advice, including in briefing note format, on identified sectoral issues and considerations around KIAT GESI-CSE mainstreaming.
  • Support the tasking, feedback, document review, performance management and professional mentoring of KIAT's GESI-CSE team.
  • Ensure that consultations, meetings, and decision-making processes include representations of gender.
  • Ensure that all key activities consider opportunities to strengthen Gender Equality and Social Inclusion (GESI) outcomes during implementation, and where relevant consider the feasibility of engaging with civil society to enhance these outcomes.

About you

You will be a motivated and proactive Adviser for GESI-CSE with the right combination of talent, energy and a commitment to technical excellence. You have:

Essential

  • Postgraduate degree in social sciences, gender studies, public policy, management, development studies or related area.
  • At least 10 years' experience in the design and management of international development programs focussed on GESI and CSE, with a particular focus on mainstreaming.
  • Demonstrated analytical skills and the ability to communicate complex and technical information to a diverse set of stakeholders.
  • Excellent verbal and written communication skills in English and Bahasa Indonesia.
  • Ability to communicate with a wide range of stakeholders from diverse backgrounds including people with disabilities.
  • Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs.

Desirable

  • Available to start by December 2020
  • Proficiency in Bahasa Indonesia preferred
  • Good knowledge and understanding of infrastructure sector in Indonesia
  • Familiarity with DFAT policies and procedures related to GESI and CSE

Remuneration

Based on DFAT standard ARF rates (assessed as ARF classification B4). Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
