TERMS OF REFERENCE

Website Designer for AHA Centre Website

 

Reporting to         : ICT Senior Officer of the AHA Centre

Duration               : 14 calendar days/output based

 

BACKGROUND

 

The AHA Centre – ASEAN Coordinating Centre for Humanitarian Assistance on disaster management is an inter-governmental organisation established by 10 ASEAN Member States; Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam to facilitate the cooperation and coordination among ASEAN Member States and with the United Nations and international organisations for disaster management and emergency response in the region.

 

The AHA Centre was established on 17 November 2011 during the 19th ASEAN Summit in Bali, Indonesia, through the signing of "the Agreement on the Establishment of the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre)" by ASEAN Foreign Ministers, witnessed by all ASEAN Heads of State/Government.

 

The AHA Centre's ICT infrastructure was firstly constructed through the AHA Centre ICT Phase I, which was initiated in 2011. It was then continued in 2013 with the implementation of Phase II project, which aimed to connect 10 ASEAN Member States (AMS) and the AHA Centre through the IT system and solution. As a result, disaster-related information from AMS could now be shared in a real-time manner, and this eventually strengthened cooperation and coordination among AMS, particularly in the area of disaster monitoring, preparedness and response. Phase III, which was about the establishment of redundant facilities, began in February 2016 to ensure the availability of the system to AMS and continuous operations of the AHA Centre.

 

The ICT Phase IV Project is a continuation of Phase I, Phase II and Phase III of the AHA Centre's ICT development. Therefore, implementation scheme for Phase IV is expected to be based on the implementation of previous phases. It is funded by the Government of Japan (GOJ) through the Japan-ASEAN Integration Fund (JAIF) 2.0.

 

One of the main activities in the ICT Phase IV Project is ADInet and AHA Centre website enhancement. To support the key activity, the AHA Centre is looking for a website designer to enhance or re-design ahacentre.org website to be more attractive and informative, and deepen existing supporter's commitment to the organization. The AHA Centre is inviting proposals from reputable and qualified creative agencies with a track record in designing a digital platform to develop templates for the website. The AHA Centre website is expected to be visually attractive and informative.  

 

OBJECTIVE OF THE CONSULTANCY

The expected objective is to design the AHA Centre website [ahacentre.org] as an attractive platform for information related to AHA Centre.

TASKS AND WORK ARRANGEMENT

 

The agency will be responsible to design the AHA Centre website [ahacentre.org] to be user-friendly, visually attractive and informative with the use of infographics and object to explain the information. The website development, including web programming, server and web hosting will be managed by the AHA Centre.

 

Timing and Duration of the Assignment

 

The duration of the work is 14 calendar days within November 2020, and/or ends upon satisfactory completion of the deliverables described in the TOR. 

 

Communications and Reporting Relationship

 

The agency will report and work closely with the AHA Centre's ICT Senior Officer and his ICT Team. The ICT PMT will assist to follow up the design process and answering queries related to the project information.

 

The ICT Senior Officer in close consultation with the Executive Director of the AHA Centre will assess the services and outputs of the agency.

 

 

EXPECTED DELIVERABLES

 

The expected deliverables from the vendor are:

 

  1. Three alternatives of home page design with proposed effect or animation for both desktop and mobile version,
  2. Font and color schemes (use the AHA Centre color and font schemes as base);
  3. Develop infographics and banner.
  4. Develop icon set for the website;
  5. Five layers / depth page;
  6. Design materials in Adobe Photoshop and vector format;
  7. The final design to be set in responsive layout and mobile friendly;
  8. Input and design the content material as provided by the AHA Centre.

 

 

COMPETENCIES

 

Key professional competencies needed for the assignment are:

·        Excellent skills and super creative in contemporary layout and graphic design, typography, and visual art;

·        Knowledge of and familiarity with AHA Centre's website and social media channels;

·        Willingness to comply with the AHA Centre's brand guidelines;

·        Good command of English;

 

 

REQUIRED SKILLS AND EXPERIENCE

 

The agency should demonstrate and provide proven track record of the following skills and experience:

·        Be a reputable firm with at least 5 years of prior experience designing visually appealing and navigation friendly web sites;

·        Have understanding of UI and UX design concept;

·        Have excellent knowledge of recent trends in graphic design, web sites, including video animation, online video publishing, and social media networking;

·        Demonstrate the ability to create innovative and visually appealing design that is also light and uploads quickly;

·        Graphic designers with necessary editing skills on Adobe Photoshop, InDesign, Illustrator or CorelDraw, and prior experience on designing websites with a solid portfolio;.

 

The consultant provided for the assignment must possess personal working instruments i.e. personal laptop/computer and the above-mentioned software.
