Strategic Adviser for Performance

 

The role

The Strategic Adviser for Performance will provide technical support to the ongoing implementation of the new Performance System and provide strategic guidance on enhancing its utility to maximise the impact of KIAT activities. The Strategic Adviser for Performance will also provide ad-hoc advice on selected activity monitoring and assessment processes including the review of terms of reference for specific activity-level M&E tasks and sub-contractor M&E-related outputs.

KIAT may select several candidates for the position to form the basis of an advisory pool for selected assignments with specific tasking and duration.

The position will provide high quality advice and analysis to improve KIAT's approaches to Facility and Activity performance and reports to the KIAT Deputy Director, Strategic Planning and Performance, with day-to-day coordination with KIAT performance unit staff on all Activity-level M&E processes. The position will also involve direct interaction with KIAT Deputy Directors and Lead Advisors responsible for each technical area, as well as selected interactions with sub-contractors involved in activity implementation.

Work is expected to be performed through a combination of desk-based work and travel to Jakarta (approximately 1 week per month), with travel schedules to be agreed monthly (and subject to COVID-19 travel restrictions).

The consultant will be expected to prepare and submit monthly updates and quarterly reports summarizing what has been done, what issues has been emerging, and what are next steps.

 

This role also involves the following key activities:

1.      Support the Performance Unit in implementation of the KIAT performance system including:

a.      Advice on preparations and scheduling for activity progress-marker planning and review sessions to increase their effectiveness, including liaison with KIAT implementation unit staff and Activity subcontractor staff as necessary.

b.     Play the role of 'Independent Reviewer' in progress-marker review sessions, including the provision of activity-by-activity reporting that highlights opportunities and challenges for improving the overall impact of KIAT activities and any suggested enhancements to the KIAT performance system.

c.      Facilitating progress-marker planning for current and new activities as necessary.

d.     Prepare a summary report at the end of each six-month cycle highlighting key recommendations for activity and Facility-level enhancements to improve overall performance.

2.      Provide ad hoc advice on selected Facility and activity-level monitoring and evaluation work including but not limited to:

a.      Review and advise on draft KIAT Activity design documents (Activity Concept Note, Activity Design Document, Description of Services, Terms of Reference) with reference to KIAT M&E standards.

b.     Review and advise on draft Activity M&E Frameworks and Activity performance / progress reporting with reference to KIAT M&E standards/templates.

c.      Review and advise on intended KIAT arms-length activity assessments and/or evaluations to be undertaken by separate consultants (e.g. advice on TOR and related reporting).

3.      Performing other tasks specified and agreed with the KIAT Deputy Director, Strategic Planning and Performance.

4.      Ensure that consultations, meetings, and decision-making processes include representations of gender.

5.  Ensure that all key activities consider opportunities to strengthen Gender Equality and Social Inclusion (GESI) outcomes during implementation, and where relevant consider the feasibility of engaging with civil society to enhance these outcomes.

About you

You will be a motivated and proactive Strategic Adviser for Performance with the right combination of talent, energy and a commitment to technical excellence. You have:

Essential

  • Master's Degree in development field, social science, economics, or relevant discipline
  • Minimum of 10 years of professional experience in performance monitoring and/or evaluation role with international development evaluation (designing, conducting and leading evaluations, applying qualitative and quantitative evaluation methods)
  • Excellent analytical skills and the ability to summarize disparate information in a clear and concise manner
  • Fluency in English is required
  • Ability to work independently to efficiently meet deadlines
  • Ability to communicate with a wide range of stakeholders from diverse backgrounds including people with disabilities
  • Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others

Desirable

  • Available to start by December 2020
  • Proficiency in Bahasa Indonesia preferred
  • Good knowledge and understanding of infrastructure sector in Indonesia

Remuneration

ARF C4.  Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
