Organizational Setting

On 20 December 2017, the United Nations General Assembly proclaimed the UN Decade of Family Farming 2019-2028 ( hereinafter "UNDFF") to serve as a framework for countries to develop public policies and investments to support family farming. The Decade of Family Farming presents an excellent opportunity to contribute to the achievement of the Sustainable Development Goals (SDGs) in inclusive, collaborative, and coherent way. Family farming has been gaining global attention since 2014, which was designated the United Nations' International Year of Family Farming (IYFF).

As stated the Global Action Plan UNDFF 2019-2028, the implementation of the UNDFF should be a country-driven. The Government of Indonesia through Ministry of Agriculture in collaboration with some Civil Society Organizations has developed a draft of National Action Plan of Family Farming (NAPFF) 2020-2024 (hereinafter referred to "NAPFF") for strengthening the supportive policies for Family Farming. Following the initiative, the National Food Security Agency (BKP) has been taking a lead to implement the Home yard for Sustainable Food program (Pekarangan untuk Pangan Berkekanjutan P2L in Bahasa) as one of flagship initiative program from the government side. 

Driven by its necessity for participation and contribution by wider stakeholders for integrating and harmonizing their program, it is important to ensure their inclusive and active participation has adequately addressed in the current NAPFF for its implementation. The wider dissemination of NAPFF and to improve the efficiency, transparency, and public involvement and its implementation at the national and sub-national level are the key to generate the inter-sectoral and multi-stakeholders collaboration to both resource mobilization and synergized program to deliver significant impacts to the main beneficiaries of the family farming.

FAO National Expert in Indonesia

The Organization frequently engages experts to work on specific programme as to coordinate support to selected countries. The National Consultant – Family Farming will be based in Jakarta, Indonesia to support the key Government agencies, and he/she is expected to work closely not only with the Government institution (BKP) as a main government focal point but also with several relevant agencies who have relevant family farming program. He/she will need to demonstrate a results-orientation and capacity for analysing complex issues in NAPFF, directing expert/ multi-stakeholders seminars or capacity development activities, preparing high-level documents for workshops and meetings, or writing reports on matters within the area of programme focus. The assignment is foreseen for 50 days consultancy functions.

 

The purpose of this vacancy is to attract qualified Indonesian national candidates in the area to provide technical assistance support to BKP in synergizing the multi-stakeholders program and its active participation for enriching the NAPFF through the public consultation process in inclusive manner and disseminating the synergized program planned as well as to mobilize possible resources from various parties and developing a concept notes for possible resource mobilization.   

 

Reporting Lines

The National Consultant will work under direct technical supervision by Lead Technical Officer of FAO Regional Office and will submit his/her report to the Assistant-FAO Representative (A-FAOR) Programme in Indonesia.

Tasks and responsibilities

        Identify the current national strategic family farming program of the government and its other relevant stakeholders.

        Conduct a gap analysis of those programs and identify potential synergized program.

        Facilitate consultation forum in synergizing and harmonizing program and its mechanism to be agreed by all stakeholders.

        Prepare and formulate the synergized and harmonized implementation program and discuss the draft with all stakeholders and reach mutual agreement among stakeholders.

        Identify the proper communication strategy and media development to promote the FF program.

        Identify the potential partners and formulate a draft concept notes for resources mobilization to be submitted to the most potential resources partners upon obtained technical clearance by Lead Technical Officer of FAO RAP.

        Plans, supports the organization of, and participates in meetings, capacity development activities;

        Prepares a End of Assignment Report and Final Reports to FAO and the National Government on the related issues of project implementation;

        Ensure continuous communication and information flow between national stakeholders and LTO, Lead Technical Unit of HQ and a national technical task force of the government of Indonesia.

        Performs any other required duty related to project implementation.

 

Minimum Requirements

     Advanced university degree in agriculture, sustainable natural resources management, political economy, and related field or proven relevant experience in the above fields;

     Seven years of relevant experience in policy, analysis and programming relating to family farming, food security, nutrition, agriculture and rural development, and related governance and political economy fields;

     Fully fluent in the language of the duty station (Bahasa Indonesia) and excellent knowledge of written and oral English.
