Job Title : Senior Technical Advisor - Value Chain and AMR

GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED The incumbent will be under the general technical supervision of the Team Leader of the FAO ECTAD Country Programme in Indonesia, the direct supervision of the Country National Veterinary Adviser, and the functional and administrative guidance of the FAO Representative in Indonesia. Duties and responsibilities: • Take the lead to develop, implement and evaluate the GHSP Technical Area 3 on Poultry health improvement, antimicrobial stewardship and futures focused livestock policy development • Act as the Technical area 3 team leader and supervises and leads the activities under the output 3 area: o Coordinate NTAs activities and support field activities of the program o Supervise the NTAs on the preparation of written outputs (e.g background papers, analysis, sections of reports and studies, inputs to publications) o Manage outreach activities; design and conduct training workshops/seminars and make presentations on assigned topics/activities o Identify priorities, problems and issues to be addressed by the team o Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) • Support the operationalization of the FAO-GHSP Program at national and subnational level with particular attention on issues related to Poultry health improvement, antimicrobial stewardship, AMR and futures focused livestock policy development • Provide substantive input and draft position papers and reports, for policy making and, presentation to the Project Steering Committee, government and donors • Engage with higher level government representatives and officials and private sector to provide inputs for policy making especially: o with higher MoA representatives and officials, particularly within DGLAHS, Directorate of Animal Health, Directorate of Veterinary Public Health, Directorate of Breeding on AMR, long-term livestock policy and planning and national poultry health improvement plan o with the large and medium scale commercial poultry sector to strengthen and increase linkages between poultry production and risk reduction program (Biosecurity and on-farm use of antimicrobials) o with Kemenko Ekonomi to advocate for poultry production and risk reduction program, Animal Health support, long-term livestock policy and planning and national poultry health improvement plan and Antimicrobial stewardship and AMR o Provide advocacy support for stakeholder collaboration on interventions to improve the quality of poultry marketing processes and AMR-AMU including public private partnerships • Engage with international and national partners such as WHO, Flemming Fund, Australia-Indonesia Health Security Program and Indonesia One Health University Network (INDOHUN), AFKHI, IVMA, Poultry Associations and ASOHI in delivering AMR Surveillance and AMU Stewardship • Serve as an effective spokesperson and establish collaboration and partnerships with key officials at government bodies at all levels and with donors, stakeholder and other implementing partners and represent FAO at inter-agency meetings, seminars, etc • Support the Country National Veterinary Advisor and the ECTAD Country Team Leader for the GHSP project and other related activities • Provide technical inputs in support of: o the development long-term livestock policy and planning to reduce the public health risk along value chains o the development national poultry health improvement plan o the development of recommendations and advise to the government from AMR Surveillance findings o Capacity Building to improve national poultry health improvement plan and AMR-AMU stewardship • Provide input, drafting and submit the regular FAO and donor reports • Support FAO regular and annual planning activities • Submit an End of Assignment report by the end of the contract, covering the last 12 months of work • Perform other related duties as requested KEY PERFORMANCE INDICATORS Expected Outputs: Required Completion Date: • Strengthened advocacy for national poultry health improvement Ongoing and as required plan to improve poultry production and reduce the public health risk along value chain • Improved understanding of the development long-term livestock Ongoing and as required policy and planning to reduce the public health risk along value chain • Capacity Building on Poultry Health Improvement and AMR-AMU Ongoing and as required supported • Strengthened linkages between MOA and Private sector on poultry Ongoing and as required health improvement plan and AMR-AMU stewardships • Advice provided on programme development and planning Ongoing and as required • End of Assignment Report submitted The end of the Assignment REQUIRED COMPETE Academic Qualifications: • Veterinarian or similar animal or human health qualification with 5 years field experience • Post graduate degrees in animal health economics and diseases management are preferable Technical Competencies and Experience Requirements: • Veterinary medicine or animal disease control • Experience working with Government of Indonesia • Experience with poultry value chain in Indonesia • Experience with advocacy • Knowledge of Indonesian livestock systems • Have strong relation with private sectors • Knowledge on AMR-AMU • Knowledge of the FAO system and relevant experience in project management would be advantage • Proficiency in both written and spoken English is required General Note to All Applicants : Interested candidates should submit a CV and a covering letter ( In English) clearly stating their relevant skills, experience and email to : FAO-ID@fao.org, Submission deadline : 07th December 2020.
