USAID/INDONESIA ECONOMIC GROWTH SUPPORT ACTIVITY (EGSA)
PURPOSE
The objective of this short-term consultancy service is to assist the Ministry of Cooperatives and Small Medium Enterprises – starting with the office of the deputy of business restructuring - in improving their ability to undertake and integrate the Regulatory Impact Assessment (RIA) as part of the policy formulation process . Support and expertise on RIA is aimed at improving the Ministry of Cooperatives and Small Medium Enterprises' understanding and capacity to assess the likely benefits, costs and effects of future policies and regulations in supporting the development and business restructuring of the micro, small and medium enterprises (MSME) and cooperatives, and to identify the most appropriate solutions based on the conducted analyses to inform the new policy and regulation.
BACKGROUND

DevTech core practice areas include Economic and Data analysis, Monitoring and Evaluation, Education and Youth Development, Gender and Inclusive Development, and Public Financial Management.
Devtech is implementing USAID funded Economic Growth Support Activity (EGSA) in Indonesia. EGSA enables i) evidence-based decision making through ongoing analysis linking the Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities and potential USAID/Indonesia assistance under USAID/Indonesia's next Country Development Cooperation Strategy (CDCS); (ii) increases and improves GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improves business enabling environment for foreign and domestic business entities.
EGSA is seeking a qualified International short terms technical assistance (STTA) national Regulatory Impact Assessment (RIA) expert to develop training modules and deliver RIA training to improve the capacity of civil servants under the supervision of deputy of business restructuring for MSME and cooperatives.
TASK
The Consultant will work closely with EGSA and the Ministry of Cooperatives and SME to undertake the following tasks:
· Participate in the RIA training preparation meeting with the Ministry of Cooperatives and SME.
· Develop modules and syllabus for the RIA training in collaboration with EGSA's International RIA Expert STTA, including designing the pre-test for the training participants.
· Conduct post-training evaluation and provide input on needs for follow up support and activity.
· Provide best practice inputs on RIA and regulatory performance related knowledge products and on the Ministry of Cooperatives and SME's action plans to implement RIA within ministries., .
DELIVERABLES
· Pre-test and post-training evaluation forms for the training participants.
· RIA training modules, syllabus and other training materials (i.e. presentation, case studies).
· Training completion report.
REQUIREMENTS
· Experience with and knowledge of best practices in:
- the integration of regulatory assessment in the policy process;
- methods for conducting regulatory impact assessment (RIA)
· Excellent knowledge and understanding of the regulatory governance and legal framework in Indonesia, as well as the policies and legal framework regulating MSMEs and cooperatives.
· Experiences in developing training modules, delivering training and capacity building to public officials.
· Proficiency in English as evidenced by prior writing sample.
QUALIFICATIONS
· An advanced degree from national/international recognized university in economics, law, finance, public policy, or other related fields.
· At least 10 years of experience in the area of delivery of technical assistance and providing advice to public institutions in Indonesia.
· Previous experience in undertaking RIA.
· Excellent communications and presentation skills
LEVEL OF EFFORT
The expert is expected to commence services initially for 30 days of work from December 2020 to January 2021.
