Introduction

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

  

GGGI supports the Government of Indonesia in three focal areas: renewable energy, green cities and special economic zones, and forest and land-based mitigation and adaptation projects. The Program, known as the 'GoI-GGGI Green Growth Program' (GGP), aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with BAPPENAS, the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, and PT Sarana Multi Infrastruktur (“PT SMI”) and others.

 

GGGI and the Fiscal Policy Agency (FPA) implement the second Green Climate Fund (GCF) readiness and preparatory support program (“the Readiness Project”) in Indonesia, which will end in December 2021. The Readiness Project aims to strengthen the NDA and national actors' institutional capacities to build a pipeline of climate change projects and enhance country ownership. The FPA is GCF’s National Designated Authority (NDA) in Indonesia, the agency through which Indonesia and the GCF interact and communicate. As the NDA, it has strategic oversight of all GCF related activities in the country, including assuring the alignment of GCF investment decisions with national priorities in climate change mitigation and adaptation.

 

Purpose of the Assignment

 

Indonesia’s NDA plans to develop a multiple-year readiness proposal that focuses on strategic support to further strengthen Indonesia’s pipeline and project development into high-quality bankable proposals and the implementation of Indonesia's national climate finance strategy. A Readiness Needs Assessment was conducted by GGGI using a detailed questionnaire. The findings from the Readiness Needs Assessment will help the NDA formulate activities to address the specific needs consistent with the GCF Readiness Program's objective. The Needs Assessment will also provide the framework to develop a multiple-year strategic readiness implementation request (funding proposal) aligned with the GCF’s Readiness Programme Strategy for 2019-2021.

 

Scope of Work

 

The Global Green Growth Institute seeks to hire an experienced consultant to provide analysis of Readiness Needs Assessment and support multiple year Readiness Proposal development. The Consultant will not be required to develop the full Readiness Proposal, but instead, develop and provide written input to several sections within the proposal. The Consultant will work based on guidance from the NDA and GGGI Readiness Team.

 

The Consultant will be working remotely with possible requests for virtual meetings to discuss the assignment.

Roles and Responsibilities

The Consultant will be responsible for the following tasks:

  1. Conduct and Write a Summary Report of Readiness Needs Assessment

The consultant is expected to conduct the Readiness Needs Assessment based on questionnaires prepared by GGGI. The need assessment will be based on document review, interviews with key stakeholders, and forthcoming stakeholder consultations.  The summary report will present an overview of Indonesia's readiness situation in terms of the human, institutional, and technical capacity and challenges to be able to effectively program, access, deploy and monitor climate finance.

 

  1. Elaborate the Country Situation Analysis

Based on the findings and recommendations in the Readiness Needs Assessment report (refer to task 1), the consultant is expected to draft section 2 (“Situation Analysis”) of the Readiness Proposal template. Supported by GGGI Readiness team and NDA team, the Consultant will lead the process of elaboration on Indonesia’s current situation in the context of climate change, specifically regarding gaps in technical capacity and governance for climate finance. The Consultant will also support the NDA in formulating the specific Readiness needs that the proposal aims to address through the proposed activities.

 

  1. Provide technical assistance on the development of Logical Framework

Requests for readiness support should closely match needs and gaps identified through the Readiness Needs Assessments. NDA Secretariat team supported by GGGI Readiness team will lead the detailed development of Logical Framework. The consultant is expected to provide written input on the development of  the framework, based on the “Situation Analysis” (refer to task 2). The consultant is also expected to provide feedbacks to the draft of the Theory of change (ToC) diagram, which helps articulate the linkages between outcomes, outputs, and activities and how the Logical Framework's activities will help deliver on the country’s readiness needs.

 

 

Note:

The consultant/expert is to provide his/her equipment to produce all deliverables.

Value Added Tax clarification

Individual consultant without Indonesian tax ID: In accordance to Directorate General Taxation number SE-145/PJ/2010 VAT is applicable on foreign services rendered by international entities not registered in Indonesia are subject to 10% VAT.

 

Withholding tax on foreign services rendered/withholding tax Art 26

Payments of royalties, interest and service fees by resident taxpayer to a non-resident taxpayer are subject to 20% withholding tax Art 26. However, if the payment is made to a resident of a country with which Indonesia has signed a tax treaty, the withholding (WHT) may be reduced or exempted. Withholding tax on local purchase of goods and services

Payments of certain types of income paid to resident taxpayers are subject to withholding Art 23 at a rate of 15% (for dividend, interest, royalties) and 2% (rental of asset, other than land and building [which is subject to final tax Art 4(2)] and services such as technical, management, consulting services, etc).

 

 

Qualifications

 

The Consultant should have the following qualifications:

  • At least advanced degrees (Master’s Degree or equivalent) ranging, but not limited to Economics, Finance, International Development/Relations, Environmental Science or other related fields;
  • At least 10 years of professional experience in climate change financing or related initiatives;
  • Proven experience in climate finance research in Indonesia;
  • An extensive experience in developing Theory of Change and Logical Frameworks;
  • Knowledge on climate investment landscape in Indonesia is preferred;
  • Demonstrated knowledge of GCF modalities and procedures, including requirements and guidelines is desirable;
  • Strong objective and critical analysis skills to analyze, evaluate, and summarize development planning documents, regulations, and research findings;
  • Ability to work independently with a high level of accuracy and attention to detail;
  • Fluency in English both spoken and written is a must.
