The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). 

The bilateral project "1,000 Islands - Renewable Energy for Electrification Programme Phase 2" (REEP2) has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) in July 2020 and will be implemented between January 2021 and December 2023. The project builds upon the ongoing project REEP, which will phase out on 31st December 2020. 

REEP2's aims to support Indonesia to improve the institutional, regulatory and technical conditions for achieving the policy target of 23% of renewable energy in the energy mix in 2025 at the national and regional level." This objective is to be achieved through three areas of intervention, clustered in three outputs:

  • Output 1 aims to improve the regulatory framework for promoting decentralized RE by means of adapted or new regulations.
  • Output 2 pursues the goal of introducing decentralized RE technologies in PLN-internal planning processes as alternatives to conventional power generation technologies.
  • Output 3 aims to promote the expansion of RE by introducing the previously unused concept of load shifting, especially in small island grids, through private sector participation 

REEP2 is implemented jointly with the political partner, the Directorate General for New and Renewable Energies and Energy Conservation (Direktorat Jenderal Energi Baru Terbarukan dan Konservasi Energi, DJ EBTKE) under the Ministry of Energy and Mineral Resources (Kementerian Energi dan Sumber Daya Mineral, KESDM). It further works closely with KESDM's Directorate General for Electricity (Direktorat Jenderal Ketenagalistrikan, DJ Gatrik) as well as the state-owned utility PLN, in particular on Output 2. Within Output 3, the project will work with the private sector to develop and apply innovative RE  technology and business models. 

REEP2 will be implemented by GIZ with a team consisting of several Output advisors, a Project Lead, and the Senior Liaison Officer of the Energy Programme. REEP2 will be embedded in the larger GIZ Energy Programme, and work in synergy with other existing energy projects, in particular the "Clean, Affordable and Secure Energy for South East Asia Programme" (CASE) and the project "Strategic Exploration of Economic Mitigation Potentials through Renewables" (ExploRE). 

To support implementation of REEP2, we seek one (1) motivated and qualified Indonesian candidate for: 

PR & Communications Advisor 

A.    Responsibilities

  • Strategically and creatively position the topic of 'energy transition' and the overall themes addressed by the German-Indonesian technical cooperation with the target groups and stakeholders of the project/s through direct and indirect communication channels
  • Establish and manage better collaboration with media, journalists and social media influencers that are relevant with project objectives and the topics of energy transition and climate change, and utilize and expand on his/her existing network with above mentioned stakeholders and other important multipliers
  • Oversee the development and implementation of an overarching PR and communications approach for above mentioned projects of the GIZ Energy Programme in Indonesia, in close coordination with technical advisors, communications / Knowledge Information Management (KIM) advisors of other GIZ projects and GIZ Country Office Indonesia
  • Act as Energy Programme interface to the communications team within the GIZ Country Office Indonesia, provide quality control and alignment of GIZ corporate branding and design guidelines with all communications materials developed within the programme
  • Perform editorial work on reports (e.g., annual/quarterly/bi-monthly/post-event/evaluation reports), PR & communication materials and knowledge products in both English and Bahasa Indonesia to ensure high linguistic quality
  • Provide content updates on Energy Programme website and knowledge platforms and social media
  • Generate creative ideas, lead the content creation and impactful utilization of raw footage provided by the multimedia / video professional, and its dissemination to target audiences
  • Support the project's Principal Advisor/s, team leads and Senior Liaison Officer in their role, esp. on partner engagement, and possible linkages to partner websites 

 

B.   Tasks

1)    PR & Communications

  • Oversee the development of a communication strategy for projects within the GIZ Energy Programme Indonesia, defining passive and active communication channels and tools, to identify the target audience, and various means of communications (electronic-print etc)
  • Lead the implementation of above-mentioned communication strategy, acting as advisor to and working closely with communications and media related staff across GIZ energy projects
  • Coordinate PR & Communication activities with technical advisors, communications / KIM advisors of other GIZ Projects and GIZ Country Office Indonesia
  • Design, produce, publish, and disseminate communication instruments / tools to mainly national but also international audience
  • Act as interface to the GIZ Country Office Indonesia and take responsibility for quality control and alignment with GIZ corporate branding, identity, and design guidelines 

2)    Media relations and outreach

  • Building upon a strong existing network, pro-actively operate a network with journalists, influencers, news media and communication outlets or other partners related to outreach
  • Organize Journalist events (breakfast meetings, briefings, etc.)
  • Work with social media influencers
  • Media briefings and visits through communication NGOs
  • identify possible join partners (development agencies, NGOs) to identify synergies in communication strategy implementation for the energy transition
  • Compile and actively disseminate media information materials for specific target groups 

3)    Editorial

  • Perform editorial work on reports (e.g., annual/quarterly/bi-monthly/post-event/evaluation reports), PR & communication materials and knowledge products in English and Bahasa Indonesia to ensure high linguistic quality
  • Support editorial work and online presentation of the project website and intranet site
  • Coordinate and manage translation work and language proofreading 

4)    Knowledge products

  • Prepare fact sheets with GIZ design: projects, topics
  • Develop creative content and knowledge products about energy transition topics, aiming at increasing the knowledge and awareness about the energy transition in Indonesia 
  • Design and send regular external Energy Programme newsletter, coordinating and editing the inputs to be drafted by project advisors to create content
  • Develop / edit content for the GIZ Energy Programme website, working closely with project teams to create inputs
  • Write articles: Buzz, GIZ internal energy newsletter, etc.
  • Planning and developing videos (script writing) and their distribution (together with Video officer)
  • Conceptualize, plan, write and edit and operate the communication of success stories / achievements, e.g., of activities and pilot projects 

5)    Event support

Support the implementation of REEP2's events (e.g., RE Day, FGDs, workshops, seminars, conferences), which include:

  • Oversee design / branding / corporate identity (backdrops, invites, etc.) according to GIZ and partner standards
  • Liaise with journalists prior to the event, write and distribute press releases
  • Organize Press conferences
  • Prepare Media kit
  • Analyze post-event/evaluation reports 

6)    Knowledge management

  • Support media monitoring undertaken by CASE partners and regional communication consultants
  • Provide report editing and design of REEP2 and CASE project annual activity reports drafted by the technical advisors
  • Maintain and build a strong network with media representatives to structurally anchor knowledge 

7)    Other duties / additional tasks

  • Subject to discussions with the Principal Advisor and/or Senior Liaison Officer, the Advisor may be allocated additional tasks and other duties for shorter periods
  • The Advisor shall be prepared to work in different GIZ offices in Jakarta or in regions on regular schedule and to work on REEP2 project related issues as well as cross-program topics 

 

C.    Required qualifications, competences and experience

Qualifications

  • Master's degree in relevant field of work, e.g., Corporate PR/Communications, Journalism, Marketing Communication, International Relations
  • Very good working knowledge of IT, communication technologies (social media, related software, website) and newest communication methods
  • Proven track record of previous PR work matching the tasks above and network of journalists or multipliers in Indonesia
  • Very good communication skills in English and Bahasa Indonesia, including speaking and writing
         
    Professional experience
  •  At least 3 years professional experience in the field of PR & communications (editorial work, media and PR work, journalism, lobbying or similar, using social media including Twitter etc.)
  • Proven success and creativity in applying direct and indirect communication strategies, channels and messages to broad audiences (public, youth, media, etc.), breaking down technical content to easily digestible messages (social media, print media, etc.)
  • Interest and sufficient knowledge in major issues of sustainable energy / renewable energy / grid integration / Energy Transition in Indonesia and internationally
  • Prior working experience in energy or climate change-related public and/or private sector is advantageous
  • Regional experience or prior work in a global organization/event is preferred
  • Insight into the International Development Cooperation work
  • Visual skills, such as photography, graphic design, and desktop publishing (DTP) is a plus
  • Experience in events preparation, coordination and organization
  • Experience as a facilitator and/or moderator is a plus
 

Other knowledge, additional competences

  • Proven extensive network with media and PR stakeholders including influences and multipliers 
  • Able to think conceptually, creatively and collaboratively on all elements of communications work
  • Focused, proactive and positive working attitude
  • Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of a global team
  • Excellent interpersonal communication skills, including the ability to encourage collaboration with other programs, international offices, and partners
  • Aware of social and intercultural sensitivities, flexible and possess a sense of diplomacy
  • Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
  • Availability to travel within Indonesia for short-term project visits on short notice
