The role

AIHSP is seeking an organisation that will manage a team of consultants to conduct the mapping of surveillance and integrated health information systems. The team of consultants will support the Ministry of Health to map and examine existing surveillance systems and design an integrated health information system at national and sub-national levels. This mapping will also assess whether there are gaps in existing systems, regulations and policies and identify as the elements and structure of an integrated health information platform.

The consultants will work with AIHSP Epidemiology and Surveillance Adviser, Senior Health Security Adviser, Technical Program Manager (Human Health), and Senior Epidemiologist on a day-to-day basis. Particularly, the consultant will jointly be working with AIHSP's TWG #1 on Surveillance and Data Information. The AIHSP TWG#1 is led by the Directorate Surveillance & Health Quarantine and Pusdatin (Health Data and Information Centre) of the Ministry of Health who coordinate every activity on strengthening surveillance and health information system. This study will encompass the entire surveillance system, including early warning system (SKDR), financing aspects, human resource requirements, health information system (hardware and software), and information security system. The consultation process should be done across ministries and agencies such as the Ministry of Health, Ministry of Environment and Forestry (KLHK), Ministry of Agriculture, Coordinating Ministry for Human Development and Cultural Affairs (Kemenko PMK), Ministry of Maritime Affairs and Fisheries, Bappenas, Ministry of Communications and Informatics, and the Agency for the Study and Application of Technology (BPPT). It also considers several aspects such as semantic, technical, organizational, and legal regulatory layers.

The work will be divided into three phases:

Phase 1: Mapping surveillance and health information systems

Phase 2: Develop the standards for a secure interoperable health system

Phase 3: Develop the business requirements and architecture for a secure interoperable health system
