Project Overview and Role:

Palladium has an exciting opportunity for climate experts in Indonesia with experience in Green (City) Transport, Energy Efficiency, Carbon Finance, and/or Climate Change Governance to potentially work on the UK PACT (Partnering for Accelerated Climate Transitions) programme in Indonesia.

The UK PACT programme aims to improve the effectiveness of key institutions (public, private, and civil society) in partner countries so that they can deliver accelerated emission reductions and raise the ambition of their Nationally Determined Contributions (NDCs) targets. Through its focus on NDCs, the programme supports the UK's COP26 efforts that aim to review NDC commitments and strengthen ambition.

The UK PACT programme will specifically deliver the following results:

  • An increase in the capacity and capability of partner institutions (national, sub-national and civil society) to deliver enhanced and accelerated climate actions; and
  •  An increase in in-country buy-in to urgently facilitate low-carbon development.

To deliver these results, the programme is composed of four components:

  • a central delivery partner and bilateral country programming (delivered by Palladium): supports innovative capacity-building projects in partner countries as identified by country context and demand from government stakeholders;
  •  a global challenge fund (delivered by ICF Consulting Services): supports innovative capacity building projects in a wider range of ODA-eligible countries to promote emissions reductions and low carbon solutions;
  • skill-shares and secondments (delivered by PA Consulting): provides both short-term peer-to-peer skill shares with country counterparts and long-term secondments into key institutions.;
  • cross-programme Monitoring & Evaluation (M&E) (delivered by OPM): ensures the effective management and communication of programme level results, as well as the implementation of the monitoring, evaluation and learning elements across UK PACT.

 

Purpose of the position

The UK PACT Country Programme is looking for Climate Experts to work in close collaboration with the Sustainable Development and UK Climate Change Unit teams at the British Embassy Jakarta (BEJ), The UK's Department for Business, Energy, Industry and Strategy (BEIS), the M&E partner, the Skills Share delivery partner and the Palladium core team with short-term technical assignments in 2021 to scope key priority areas for PACT's country programme in Indonesia and/or support with evaluating project proposals.

We are looking to draw on experts on an ad-hoc, part-time basis over this year (2021). As such, we are continuously recruiting and successful candidates will be added to our expert pool, and we will contact you if we require support with a specific research piece. 

 

 

Primary Duties and Responsibilities: 

For the first assignment, we are looking for Cities & Green Transport (including EVs) experts that can support the team with sectoral research and scoping (see more details below on what research includes) for around 10-15 days between March and May 2020. The study will involve desk-based research and as well as interviews/focus group discussions (FGDs) with government officials, market players and sector experts.Later assignments are likely to take place in May/June 2021 and will focus on energy efficiency, carbon markets and finance, and climate change governance.


Research for all future assignments is likely to include:

  • In-depth sectoral research in the areas of Cities & Green Transport, including Electric Vehicles (EVs), Energy Efficiency, Carbon Markets, and Climate Change Governance;
  • Stakeholder and ecosystem mapping and interviewing to scope technical assistance (TA) demand by the Government of Indonesia and other stakeholders in the various sectors;
  • Mapping current market expertise and capacity to respond to TA demand identified, including amongst key stakeholders, and identifying potential gaps PACT TA could focus on; and
  • Supporting prioritisation of in-sector focus areas for UK PACT in Indonesia. This includes identifying the key strategic sub-sectors to prioritise, the most appropriate avenues for interventions and pathways to climate change impact, identifying best locations for interventions, and flagging policy, technological and commercial developments and risks that could influence the delivery of UK-Indonesia climate collaboration.
  • Technically evaluating project proposals submitted by key stakeholders in the sectors mentioned above.

Due to the ongoing Covid-19 pandemic the consultant will not be required to travel or hold face-to-face discussions; it is anticipated that this work can be done remotely.  

The experts need to be very familiar with the Indonesian context and speak Bahasa Indonesia.

The nature of this research is sensitive and so the consultant will be required to take steps to ensure they protect the confidentiality of the work throughout.

 

Reporting

The position will report and be accountable to the Palladium Team Leader for UK PACT. In addition, on a day-to-day basis, the Experts will work and liaise closely with staff in the BEJ leading on UK PACT, who will continue to manage the stakeholder relationships/engagement in-country, seeking their advice in advance of key activities and on any challenges or sensitive issues arising, as well as the BEIS lead based in the UK.

 

 Required Qualifications:

  • In-depth knowledge and understanding of the local political economy and business operating context in Indonesia, including socio-economic context and development challenges and priorities;
  •  Good knowledge and understanding of the environmental/low carbon sector in terms of the policy landscape, relevant state and non-state actors in relation to climate change, and low-carbon economic development. 
  • Extensive local professional networks and either specific technical knowledge in one of priority areas identified from initial scoping, or broad knowledge across multiple priority areas. Including:
  • Cities and Green Transportation, including Electric Vehicles;
  • Energy Efficiency;
  • Carbon Finance; and
  • Climate Change Governance
  • Demonstrated ability to deliver high-level research and scoping papers
  • Demonstrated ability to communicate effectively with a wide range of stakeholders at different levels of seniority, preferably with an existing network in your sector of expertise to draw on;
  • Excellent organisational, inter-personal administration and communication skills;
  • An ability to see both the big (strategic) picture, identifying opportunities for innovation and value addition for UK PACT, as well as keeping alert to project delivery risks;
  • Professional fluency in English and Bahasa Indonesia (written and verbal) – advanced English in report writing is a prerequisite
  • Highly collaborative and committed to close working and open communication with colleagues in post and in the UK, and other UK PACT partners;
  • Demonstrated understanding and experience of project cycle design and management is an advantage;
