The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the "Bottom 40%" or "B40"), vulnerable groups or Indonesia's eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
To achieve these outcomes IUWASH-PLUS need high caliber candidates to fill the position of
Individual Consultant for Implementation Of Minimum Service Standards (SPM) Public Works & Spatial for Kota Magelang, Kota Bogor and Kab. Barru, National Office (JOB CODE: STTA/SPMN_JKT)
The main objective of this activities:
1. Implementation 3 pilot areas including identification of key stakeholder, capacity building, planning, and development baseline data.
2. Support selected local governments in development data collection system, facilitation of basic service fulfillment calculation, compiling a basic service fulfillment plan and providing sample of basic service fulfillment collection using a data format that makes it easy both for collecting and fulfilling the SPM achievement format. National (Ministry of Home Affairs, Bapenas and PUPR)
3. Finding lessons learned of SPM implementation
4. Identification civil society scoping activities in monitoring services
Main Task
a. With direction of Governance National Coordinator, to prepare SPM implementation methodology, arrange kick off meeting, and facilitating workshop as well as training on SPM both internal and for wider stakeholders
b. With direction of Governance National Coordinator, to communicate intensively with local consultant and WASH Facilitator in monitoring daily activities of MSS implementation in three local governments
c. Facilitate local government stakeholders in data consensus for MSS baseline data and annual updating
d. Identification of existing data management system that potential for hosting of SPM data
e. Review the MSS format with all the legal bases that are binding at both the central and local government levels, gap identification of mandated format with current practices, and develop additional necessary format
f. Identify SPM parameters, data availability and the need for current MSS data
g. Develop data collection methodology in 3 pilot locations (Kota Magelang, Kota Bogor and Kab. Barru)
h. Determine respondents in limited survey / census model activities at pilot locations
i. Prepare an application format that will be used to carry out a limited survey / census model of collecting SPM data at the pilot location
j. Develop information system for SPM data management if there is no available system in local government
k. Presents a CEM model of community participation in MSS implementation
l. Develop simple formula to calculate budget to fulfill MSS
Minimum Required Qualifications
USAID IUWASH PLUS will seek a consultant to implement the above work, with following qualification:
· Have (at least) a bachelor's degree in statistics / Financial engineering / urban planning engineering or related field;
· Have experiences at least 5 years experiences in in carrying out survey or census activities;
· capable and experienced in creating easy and workable data collection formats;
· understand related to SPM - regulations and the format of data requirements therein;
· Understand database management
