Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS has been supporting program activities in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs and has long-standing relationships with the Government of Indonesia, the Church and non-Church partners and communities throughout the country. The Indonesia country program focuses primarily in the areas of community development, humanitarian assistance/emergency response, disaster management, climate change adaptation and agricultural livelihoods, as well as capacity building for local partners in emergency response programming.

 

CRS/Indonesia is currently looking for Emergency Response Project Officer position. The position will be based in Jakarta and report to Program Quality Coordinator.

 

Job Summary:

As a member of the Emergency Response project team, you will serve as CRS Indonesia emergency response focal point, and implement, monitor and report on all emergency response project activities in support of Catholic Relief Services' (CRS) work serving the community affected by disasters. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

 

Roles and Key Responsibilities:

·       With support from the Program Quality Coordinator, take the lead in initial emergency response activities including leading rapid needs assessments, developing situation reports (sitrep), and undertaking communication and coordination with the local partners.

·       Support the country program team in the development of emergency response project proposals

·       Participate in emergency coordination meetings at national and/or local level as needed

·       Participate in, as focal point or member, and contribute to relevant strategic clusters and working groups such as the Protection and Displacement Cluster and Cash Working Group 

·       Support the coordination and implementation of emergency projects, ensuring project activities as outlined in the detailed implementation plan are implemented in line with CRS program quality principles and standards, donor requirements, and good practices.

·       Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.

·       Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.

·       Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.

·       Complete project documentation and reports for assigned activities and projects. Assist with identifying information for case studies and reports on promising practices.

·       Coordinate pre-disaster preparation, activities and capacity building to improve the positioning and readiness of the country program and partners to respond to potential emergencies.

 

 

Basic Qualifications

·       At least Bachelor's degree in related field.

·       Minimum of 4 years of work experience; and direct experience in emergency response programming in an INGO would be a plus.

·       Additional experience may substitute for some education.

 

Required Languages – Good English

 

Travel –Must be willing and able to travel up to 70% of the time during an emergency response.

 

Knowledge, Skills and Abilities

·       Observation, active listening and analysis skills with ability to make sound judgment

·       Good relationship management skills and the ability to work closely with local partners and community members

  • Attention to details, accuracy and timeliness in executing assigned responsibilities
  • Proactive, results-oriented and service-oriented
  • Knowledge on humanitarian programming principles and standards such as Sphere is preferred.
  • Training facilitation skills for capacity building activities

 

Preferred Qualifications

·       Experience in developing and implementing emergency response activities

·       Experience in participatory action planning and community engagement.

·       Experience monitoring projects and collecting relevant data preferred.

·       Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
