Yayasan Humanis dan Inovasi Sosial is an Indonesian organization affiliated with Hivos, born out of an active collaboration between Netherlands based Hivos and several like-minded Indonesian academics and civil society leaders who subscribe to the values and mission of Hivos. The purpose is to promote humanist values in the social, health, and cultural fields which is defined in terms of the ability for each individual to assess and decide independently and responsibly, the right to freedom, dignity and a passion to create a just and tolerant society.
Yayasan Humanis seeks qualified Filipino candidates for the position of:
Title : Consultant Design, Monitoring, Evaluation and Learning (DMEL) Officer FREE TO BE ME

Report to : Project Manager (PM) for FREE TO BE ME
Duration : 1 (one) year
Free to Be Me is an ambitious, daring and innovative program that will help build and maintain a vibrant gender and sexual minority groups movement that is confident and capable to lobby and advocate for their human and economic rights. The program is led by an alliance of three consortium members – Hivos (the lead party), ILGA World and Positive Vibes – and three technical partners – Sogicampaigns, The Global Interfaith Network (GIN) and Workplace Pride. Together the alliance will coach, accompany, fund and train gender and sexual minority persons and organizations to influence norms and attitudes, generate (public) support, and promote laws, policies and regulations that recognize, respect and protect gender and sexual minority people's human and economic rights.
The program will be implemented in 14 countries in Africa, the Middle East and Southeast Asia.
The program is funded by the Dutch Ministry of Foreign Affairs, under the Power of Voices program, which is part of the Strengthening Civil Society subsidy framework. The five-year program has a budget of EUR 37 million.
Roles and responsibilities
1. Support and guide the local Communities of Action (Southeast Asia and MENA), and particularly the local CoA facilitator, to localize the overarching Theory of Change (ToC) in a national level ToC, with its pathways of change, its' outputs and outcomes, and with tangible indicators for monitoring and evaluation.
2. Works together with local DMEL persons assigned in each CoA, and jointly with them analyses, validates and aggregates output, outcomes and learning in all phases of the primary processes.
3. Leads to ensure that local organizations and groups, with support of the Communities of Action (CoA) DMEL person, have the capacities and possibilities to gather and analyze data.
4. In line with the programs' focus on capacity strengthening, the DMEL trains and supports local DMEL-persons of the CoAs, as well as project officers, to harvest results and learnings from We Lead activities, to undertake narrative assessments, etc.
5. Ensures these data can be aggregated and that align with the indicators managed by the donor.
6. Work closely with the Global Secretariat DMEL team and contributes to compiling and reporting on Yayasan' activities and outcomes to the overarching program team.
Knowledge, experiences and competencies
• This is a medior position for nationals or residents of the concerned region:
• Relevant degree or equivalent work experience, and academic level of working and thinking.
• Three to five years relevant working experience.
• Experience with project and program management.
• Extensive experience working in DMEL, or on content related to Free to Be Me.
• Experience in training, accompanying and supporting local organizations and rightsholders in their DMEL efforts.
• Work experience in an international environment.
• Good professional proficiency in English and Tagalog and/or Indonesian.
• Job skills: communication, team player, accuracy.
• Level skills: cooperation, influence, leadership.
