Overview of the Role:

The Manager of Monitoring and Evaluation Unit is assigned to lead the overall operation of the Monitoring and Evaluation unit in providing monitoring and evaluation support to TNP2K and related ministries initiatives in poverty reduction, and lead the relevant initiatives mandated by the organisation. He/she will coordinate members of the unit in doing the tasks that the unit is mandated to do monitoring and evaluation of reformed and strategic government programs. He/she will also be responsible in ensuring and overseeing the design, methods, and analysis for both quantitative and qualitative evaluations that will be carried out by development partners and service providers. Together with Chief of Policy Teams, he/she will be representing TNP2K Secretariat in supporting line ministries, local government and other relevant stakeholders for Monitoring and Evaluation (Monev)-related capacity building.

 

About the Program:

Background

The Government of Indonesia is committed to accelerating the pace of poverty reduction and the President of Indonesia has declared that poverty reduction is among the highest development priorities of his administration. This commitment is reflected in Indonesia's national medium‐term development plan (Rencana Pembangunan Jangka Menengah Nasional, RPJMN, 2020‐2024), with a target to reduce the poverty rate from 9.41% in 2019 to 6.5‐7% and reduce inequality from 3.82 in 2019 to 0.370-0.374 by 2024. Indonesia's achievements to reduce poverty have been significant: between 1999 and 2019, the poverty rate reduced from 23.4% to 9.41%. However, almost 30 million Indonesians continue to live below the poverty line, and around 99 million are either living in or vulnerable to falling back into poverty.

 

Furthermore, inequality has risen significantly since the late 1990s which can threaten both economic growth and stability. Key policies for tackling poverty and inequality are an investment in social protection and widening access to decent work. Indeed, there is strong international evidence that well-designed social protection can enable people to access the labour market and participate in income-generating activities, while also helping generate higher economic growth.

 

TNP2K

In a bid to intensify poverty reduction efforts, the Government of Indonesia has elevated the overall oversight and coordination of poverty and social protection programs to be under the Vice‐President's Office. Through Presidential Regulation No. 15/2010, the National Team for the Acceleration of Poverty Reduction (Tim Nasional Percepatan Penanggulangan Kemiskinan, TNP2K) was founded and given the mandate to carry out this oversight and coordination role. TNP2K plays a key role in defining policies for poverty reduction and social protection by:

  • Improving program targeting using a common method and household list for all social protection programs;
  • Improving the performance of poverty reduction programs through reforms in program design;
  • Undertaking monitoring and impact evaluation of social protection programs; and
  • Support line ministries in maintaining quality implementation.

In 2014, the Government of Indonesia re-emphasized the commitment to poverty alleviation by enacting Presidential Regulation No. 166/2014.  TNP2K's role also continues through Presidential Regulation No.96/2015. As Gol achieved a single digit poverty rate of 9.22% under the first Joko Widodo Administration (2014-2019), the Joko Widodo-Ma'ruf Amin Administration (2019-2024) is committed to building interrelated policy priorities to further reduce poverty and foster ongoing inclusive economic growth by continuing to strengthen and expand social protection and pro-poor policies and programs. Given the multidimensional nature of these efforts, it is essential to coordinate, as well as inform with evidence, the efforts across sectors and entities within and outside of government that engage in the provision of welfare in Indonesia. Under the leadership of Vice President Amin, TNP2K will continue to play a critical role in these efforts.

 

MAHKOTA

The Government of Australia is supporting the Government of Indonesia under a program called MAHKOTA – Menuju Masyarakat Indonesia Yang Kokoh Sejahtera (Towards a Strong and Prosperous Indonesian Society).  MAHKOTA is a flexible facility administered by Cardno that is able to respond to Government of Indonesia priorities, provide top Indonesian and international expertise, and allow the Government of Indonesia to take risks with innovative policy.  MAHKOTA's goal is "a comprehensive and equitable social protection system for the whole of Indonesia by 2025." The outcomes of the program are:

  • Quality of the national social protection system is improved;
  • More comprehensive and joined up social protection and labor market policy is delivered;
  • Synergies with wider social and economic policy and planning are enhanced;
  • Government of Indonesia's capacity to progress towards the goal is established and can continue without further Australian support.

Responsibilities and duties:

  1. Providing leadership for the Monitoring and Evaluation Unit in performing its responsibilities to provide necessary monitoring and evaluation needs for the whole organisation.
  2. Coordinate/overseeing implementation of the workplan
  3. Providing technical assistance to implementing agencies
  4. Preparing Policy Inputs for the National Team

In addition to these formal responsibilities, the position will be required to comply with all DFAT and Cardno policies, including Child Protection Procedures, and Prevention of Sexual Exploitation, Abuse, and Harassment (SEAH) Procedures.

About You:

You will be a motivated and proactive Manager of Monitoring and Evaluation Unit with the right combination of talent, energy, and a commitment to technical excellence. Successful candidates need to have:

  • Master's Degree (essential) or PhD (and advantage) in Economics, Statistics, Public policy, or other relevant fields.
  • Relevant Professional Qualification
  • Demonstrated analytical & conceptual skills and aptitude for learning the latest scientific/evidence-based approaches to national and regional level poverty reduction strategy and programs and translating them into communication and partnership initiatives.
  • Minimum 12 years (for master's degree) or 7 years (for PhD) of working experience in research, evaluation design, implementation, and management.
  • Demonstrated experience in conducting implementation and impact evaluations, as well as designing and fielding surveys is essential.
  • Proven experience in using large scale quantitative survey data and excellent knowledge of data collection systems for economic and social development survey data.
  • Extensive experience in working with research organizations, International Agencies, Government Agencies, and academic communities.
