Consultant to Develop Family Happiness Portal
1. Background
Prevention dan Direct Response is a strategic intervention of Families First Program (FF) to ensure children in a safe and protect from neglected and violence. To reach a wider target and provide safe platform during COVID pandemic, we developed online platform for positive parenting and case management e-learning. We also developed Case Management Online Monitoring Tool (MOKA Online) to monitor implementation of the case management timely. Through MOKA, the case client progress will be recorded and reported in timely, properly, and integrated access to available services. That platform has been integrated into MoWECP server E learning and MOKA into Jakarta Province Databased Server.
Recently in 2021, Government of DKI Jakarta Province through Office of Women Empowerment is willing to develop one stop digital service for children and family protection as a web and android based platform PPPA called Family Happiness Command Center Portal. All the services including promotion, prevention as well as intervention services will be covered into that portal.
2. Objectives of the consultancy
The objective of consultancy:
- Family Happiness Portal for Desktop and Mobile with Main Features:
- Family Information, Education and Communication (IEC) Center
- Family Tele-Counselling
- Family Service Providers Information
- Online Course / E-Learning
- Family Happiness Internship and Research Center
- Integration Family Happiness Portal with MOKA, CARIK (Jakarta Province Smart Digital Platform), E-Learning MoWECP, and related application.
- Migration Family Happiness Portal into Government of DKI Jakarta Province’s server.
- Solved any bugs and error after migration process has been done.
3. Deliverables:
- Family Happiness Portal for Desktop and Mobile with main features and can be accessed through Government of DKI Jakarta’s server
- Users can access the Family Happiness Portal properly
- Manual book for Family Happiness Portal
4. Scope of Work
The selected consultant agrees to do works as follow:
- Discuss with YSTC team and Government of DKI Jakarta Province to develop consultancy detail plan about Family Happiness Portal.
- Develop a first full draft of Family Happiness Portal.
- Facilitation of feedback session with key YSTC staff (FF and IT staff) and Government of DKI Jakarta Province.
- Revise and finalize the Family Happiness Portal according to the feedbacks.
- Develop guideline on how to use the Family Happiness Portal.
- Train YSTC and Government of DKI Jakarta Province staff on how to use the Family Happiness Portal.
- Integrate Family Happiness Portal into Government of DKI Jakarta domain / server and related applications.
- Provide ongoing support for the implementation, maintenance, expansion, and troubleshooting of the system finalized Family Happiness Portal
5. Period of the Consultancy
This consultancy is a maximum of 30 working days within 2 (two) months,will be awarded to the institution’s partner that offers a proposal that demonstrates the experience to develop a Family Happiness Portal to meet the organization’s needs at a competitive rate and timeline.
6. Period of Payment
The payment will be made in three Instalments (upon receipt and acceptance of the original invoice by the First Party.
7. Expected Consultant
The consultant, must demonstrate the following qualifications:
Essential:
a. Has degree or qualifications in computer sciences, IT, or related field
b. At least three years of experience in database development and maintenance, especially in child protection issues
c. Has experience on developing web/android based and integrat portal into government system.
d. Ability to train and support staff to maintain and optimize data management
e. Skilled user of Structured Query Language (SQL), and other high end database management suites
f. Perform detail-oriented and self-motivated works
g. Perform positive attitude, team player, able to work directly with clients and able to work in difficult and challenging environments
h. Ability to design the structure of the database and write appropriate interfaces (e.g. Microsoft Excel) for data entry and ensure data quality and security.
i. Experience working in developing, low-resource countries/ settings
j. Experience in training project personnel in the use of web development software applications
k. Experience in writing and maintaining web design documentation and operating manuals
l. Ability to perform maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working with SC after the contract ends
m. Able to communicate effectively in English.
n. Has legal documents on the institution status, such as NPWP, bank account, CV, etc
Desirable:
a. Previous experience working with an INGO and Ministries working is an advantage
b. Capacity to develop web-based and android based e learning and monitoring tool
