Background

Indonesia and the European Union (EU) signed a Voluntary Partnership Agreement (VPA) regarding Forest Law Enforcement, Governance and Trade (FLEGT) in 2013 and agreed to make the Sistem Verifikasi Legalitas Kayu (SVLK) the backbone of the Timber Legality Assurance System of Indonesia. The SVLK is one of the key systems to curb illegal logging and promote legal timber in Indonesia. This system is specifically aimed at ensuring the legality of the forest management units, harvesting, transportation, processing and trade of timber and timber products.   

 

The UK Department for International Development (DFID) has appointed Palladium, in collaboration with Systemiq, to deliver the fourth phase of the Multi-stakeholder Forestry Programme in Indonesia (MFP4). The programme will operate for an initial period of 3 years, with a possible extension to 5 years. The MFP4 facility directly supports the Indonesian Ministry of Environment and Forestry (MOEF) to deliver two core work streams:  

 

  1. Sustainable and legal timber: Ensuring the sustainability of Indonesia's governance reform in the timber sector through 'SVLK, which underpins FLEGT licensing; and  
  2. Community forest business development: Facilitating the expansion of community forest businesses through increased access to skills, finance, knowledge and services for business development and forest stewardship.  

 

In supporting the deliverable of its programme, MFP4 is producing and publishing some documents that are translated from Bahasa to English which need a proof reader to make sure the quality of message delivered and understand well by English readers audiences. We are

 

Purpose of Assignment

 

We are looking for an English native speaker who will provide support to MFP4 programme and its staff as necessary. We will from time to time require the services of a proof-reader to review and proof-read contractual and programmatic documents in English. The exact work order will be advised through e-mail or other related form provided. Proof readers supplier will be contracted until 10th August 2021

Executive Summary

Independent Forest Monitoring (IFM) plays an important role in ensuring SVLK's credibility by enabling double checking to the compliance to SVLK and inclusive monitoring by actors outside the timber value chain. SVLK acknowledges the role of IFM in the regulations from the Ministry of Environment and Forestry P.30/Menlhk/Setjen/PHPL.3/3/2016 and the Director General of Sustainable Forest Production Management No. P.15 /PHPL/PPHH/HPL-3/8/2016. However, IFM organisations find big challenge to conduct effective monitoring and providing inputs to improve the implementation of SVLK.

The main support to IFM comes from foreign donor organisation. As IFM is included in the SVLK regulation, IFM organisations argue that with their recognition in the SVLK, they are eligible for accessing V-legal fees from SVLK-certified timber transaction and the direct support from the government. There are some challenges in accessing both V-legal fees and government support with the possible impact to IFM organisations' independence, V-legal fees have already perceived as burdens by timber companies, and certification bodies, and the limited amount of forestry ministry budget.

International climate finance can be another option for IFM financing. However, it has not been explored further with the weak link between IFM and MRV (measurement, reporting and verification) in REDD+. New initiatives from the government of Indonesia (like village fund, sustainable finance, blended finance and the establishment of BPDLH) can become another potential for IFM financing. However, some approach, facilitation and lobby are needed to access these new initiatives from the government. Other potential funding sources like private sector financing, Islamic finance and crowdfunding also need some innovative approach to be tapped.

Learning from the existing trust fund, establishing trust fund can become a long-term solution for financing IFM. In Indonesia, trust fund arrangements where the government involved are managed under Perpres 80/2011 while the non-state initiatives are managed with the legal status of foundation. However, some steps to mobilise the core fund, setting-up the governance and management, and capacity development for managing trust fund, resource mobilisation, developing effective communication, and investing the fund are needed to ensure the trust fund functions well. Besides, based on the experiences of trust fund in Indonesia so far, the income of trust fund can cover the operational expenses limitedly. There is a need to mobilise funds from projects or acquiring other trust funds to make the organisation grows.

The trust fund for IFM can be developed by establishing a new trust fund, linking with existing trust fund, self-management model (type 3 and 4) in managing government funds, and linking trust fund to BPDLH. The most feasible option is to link with existing trust fund and gradually exploring opportunities for linking with BPDLH or developing self-management arrangement. In working with the government, it is urgent to underline the role of IFM in promoting socially and environmentally responsible investment, which is in line with the current focus of the Government of Indonesia in mobilising investment for development.
