GOI Liaison Officer (code: LO), Full-Time, Jakarta
Project Description:
The Sustainable Energy for Indonesia's Advancing Resilience (SINAR) Project is a sixty (60) month project funded by the USAID (United States Agency for International Development) and implemented by Tetra Tech ES, from January 4, 2021 through January 3, 2026.
The purpose of USAID's SINAR project is to advance Indonesia's development goals in expanding reliable and equitable energy services necessary for sustainable development and inclusive economic growth. To achieve this goal, the activity will focus on the following areas: 1) Deployment of advanced energy, 2) Performance of energy utilities, 3) Best practices in procurement, and 4) Institutional framework and capacity of energy sector transformation. By achieving this goal, USAID will contribute to Indonesia's Sustainable Development Goals and 2020-2024 National Midterm Development Plan.
Position Roles and Responsibilities:
Responsible for liaising with USAID and GOI Technical team, facilitating the communication and coordination with relevant counterparts from line Ministries or Agencies, and provincial governments on program implementation and progress update; facilitating the consolidation, coordination of relevant program implementation and document administration for BAST report; facilitate public outreach and knowledge dissemination events with counterparts to promote SINAR program activity and results.
Posting, Reporting, and Supervision:
This position reports to the Director of Strategic Programs.
Required skills and qualifications:
· Bachelor's Degree or equivalent in Engineering, Economics, Business Administration, Communications, International relations, or related fields.
· 5 years of relevant experience at the national or international level involving multi-stakeholder projects and partnership development with significant experience working with Donor Governments in renewable energy, power sector and sustainable development projects.
· Familiar with design, implementation, monitoring and evaluation of development programs.
· Experience in handling web-based management systems, usage of software and advanced knowledge spreadsheet and database packages.
· Strategic, integrity, results orientation, teamwork, good interpersonal skills, well developed communication skills, sound judgement, analytical skills, flexibility, proactive engagement, risk management, gender and cultural sensitivity, ability to work under pressure and demonstrates high tolerance for change, complexity, and unpredictability.
Valued but not required KSA's:
· Indonesian national or current resident of Indonesia
· Fluent in Bahasa Indonesia and English (reading, writing, and oral presentation)
· Familiarity with USAID and Indonesian government bilateral cooperation policy and implementation procedures.
