Energy Planning and Governance Manager (Code: EPG Manager), Full-Time, Jakarta

 

Project Description:

The Sustainable Energy for Indonesia's Advancing Resilience (SINAR) Project is a sixty (60) month project funded by the USAID (United States Agency for International Development) and implemented by Tetra Tech ES, from January 4, 2021 through January 3, 2026.

The purpose of USAID's SINAR project is to advance Indonesia's development goals in expanding reliable and equitable energy services necessary for sustainable development and inclusive economic growth. To achieve this goal, the activity will focus on the following areas: 1) Deployment of advance energy, 2) Performance of energy utilities, 3) Best practices in procurement, and 4) Institutional framework and capacity of energy sector transformation. By achieving this goal, USAID will contribute to Indonesia's Sustainable Development Goals and 2020-2024 National Midterm Development Plan.

Position Roles and Responsibilities:

·       Manage tasks and activities to support policy, planning and governance initiatives under Objective 4.  Activities include, but not limited to:

o   Conducting relevant research such as on policy and regulations, roles and functions of institutions, and the cycle of planning – implementation – monitoring evaluation monitoring processes.

o   Conducting energy and electricity planning data collections, disaggregation, and modelling.

o   Implementing multi-stakeholder consultation processes to disseminate information, facilitate alignment of energy policy and plans, and improve coordination with SINAR counterparts.

o   Producing reports (studies, policy memo, assessment, analysis).

o   Conducting training and other capacity building activities.

·       Manage engagement with key stakeholders related to Objective 4.

·       Participate as a member of SINAR team to provide technical assistance and advisory services to SINAR partners in the electric utility, national and subnational government agencies.

·       Contribute in SINAR project reporting and administration.

·       Support the Director of Energy Policy, Planning and Governance in other areas as needed.

·       Support the senior management in the design, development and implementation of the Work Plan requested by the client.

·       Support all requested reporting by providing the necessary information while respecting the imposed timeline, milestone, and deadlines. That includes, but not limited to:

o   Monitoring & Evaluation plan

o   Quality Assurance Surveillance Plan

o   Work Plan

o   Weekly & Bi-weekly reports

o   Quarterly Progress report

o   Yearly report

o   Final report

·       Supervise the development of Terms of References, SOW, Job Description, or any technical work description necessary for SINAR to hire subcontractor, consultant or employees related to the reporting and communications work.

·       Support all budgetary exercise necessary for the project.

·       Will be part, on demand, of all significant meetings or calls with the client to support the senior management on the technical aspect of the implementation of reporting and communications.

·       Will comply, and will ensure the team complies with any administrative, operational, and logistical procedures, processes, and requirements.

Posting, Reporting, and Supervision:

This position will report to Director of Energy Policy, Planning, and Governance.

Required skills and qualifications:

·       Master's degree and have relevant education background in engineering, applied sciences, business, economics, development, or related fields.

·       At least five (5) year experience and/or exposure in the process of energy policy design, planning, implementation, and related system of monitoring-evaluation-reporting.

·       Strong knowledge and/or understanding of:

o   Major energy related planning processes such as RUEN/RUED, RUKN/RUKD, RAN/RAD GRK for the Energy Sector, SDG #7, RPJMN/RPJMD and electrification.

o   Energy models and/or relevant modelling tools such as LEAP, HOMER, System Dynamics software.

·       Advantageous but not compulsory to have knowledge and/or understanding on:

o   Applied knowledge and experience with renewable energy technologies for electricity production and their integration with non-renewable energy technologies.

o   Economic and financial analysis.

o   Spatial planning.

o   Gender and inclusive development.

·       Excellent written and verbal communications skills.

·       Willingness to work with other members of an assignment team including both international and national consultants.

·       Must be a resident in Indonesia with the ability to legally work in the country.

Valued but not required KSA:

·       Existing working relations with the Ministry of Energy and Mineral Resources, PLN, project and with developers, banks/financial institutions, GOI, provincial government, and PLN officials, developers, banks/financial institutions, and research and development and industry organizations

·       Familiarity with USAID procedures and practices for quality control, including monitoring.
