The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution, founded in 1984 and affiliated with Lund University in Sweden. The vision of the Institute is just and inclusive societies with effective realisation of human rights for all. In light of this, the Institute contributes to strengthening structures, systems and mechanisms for the promotion and protection of human rights at all levels in society. In 2017, RWI launched the RWI Regional Asia Programme on Human Rights and Sustainable Development 2017–2021, which aims to contribute to just, inclusive and sustainable development through mutually reinforcing protection of human rights, gender equality and the environment.


In 2021, RWI will host the second cycle of its blended learning course (BLC) on human rights, the environment and climate change, which builds on the topics and resources shared in 2020. This year's BLC will mainly target judges, national human rights institution (NHRI) representatives, public prosecutors, and lawyers who are currently working on human rights cases in environmental contexts or exclusively on environmental issues in Asia. This course seeks to enhance the stakeholders' understanding of the synergies and tensions in realising human rights in environmental protection and climate change contexts, and to rethink and adopt new strategies and approaches to better embed human rights into their respective mandates when addressing specific climate change and environmental challenges. Additionally, it aims to nurture cross-institutional collaboration between courts, public prosecutors, lawyers and NHRIs, where feasible.



The BLC applies a blended learning methodology, which combines face-to-face and online learning approaches. It will culminate with a two-day workshop in one of RWI's "Learning Hubs" located in: Bangkok, Jakarta, Kuala Lumpur and Manila, which are digitally connected physical spaces in the respective city with a local facilitator. This workshop is scheduled to take place on 26-27 October 2021. Due to COVID-19, all timelines remain tentative, and may be subject to change - sometimes on short notice.


Main duties and responsibilities:

1. Support the development of the course plan;

2. Contribute to the online course content and material;

3. Lead a 1-1.5 hour session on the role of courts; and of public prosecutors in fulfilling and protecting human rights in environmental contexts; and

4. Develop and lead a half-day interactive session involving all hubs.


RWI, in collaboration with its partners in Malaysia, the Philippines, Thailand and Indonesia will implement the interactive exercises and report back to the other hubs the key take a ways, which will inform RWI's future model of engagement and research to promote the right to a healthy environment in Southeast Asia and beyond.
