Dear Potential Bidders, 

Nutrition International "NI" (formerly known as the Micronutrient Initiative) aims to generate innovative and sustainable solutions to reduce vitamin and mineral deficiencies among women, newborns, and children. It builds on robust evidence-based research and evaluation in order to demonstrate excellent return on investment of scaling-up highly cost-effective micronutrient interventions. NI aspires to be a global center of excellence in technical and programmatic support in this field. 

Fortification of industrially processed wheat flour when appropriately implemented is an effective, simple and inexpensive intervention for supplying vitamins and minerals to the diets of large segments of the population. Since 2002, the Government of Indonesia (GoI) has been fortifying wheat flour with iron, zinc, folic acid, vitamins B1 and B2 (SNI 3751:2001). However, this SNI (national standard) only mandated fortification of wheat flour, without specifying the type of iron compound to be used for fortification, this led millers to fortify wheat flour with elemental/electrolytic iron that was not in line with the World Health Organization (WHO) guidelines. Thus, the resulting fortified wheat flour had no significant impact in reducing iron deficiency anemia (IDA) in Indonesia. In 2016, NI supported the Government of Indonesia to initiate revision of SNI 3751:2011 to align the national standard with the WHO recommendations. In 2018, the GoI issued the revised SNI 3751:2018. In order to support the quality control of wheat flour fortification following the revised SNI 3751:2018, NI developed a protocol to identify the type of iron compound in the fortified wheat flour. To strengthen the monitoring and quality control of the fortified wheat flour as per SNI 3751:2018, NI proposes to train government laboratory personnel and inspectors. Therefore, NI is seeking an agency to organize a hands-on training in a laboratory on the identification of type of iron compound used in fortified wheat flour for government monitoring inspectors and laboratory personnel. 

This Request for Proposals (RFP) and particularly the Guidelines for Preparing Proposals that follow, are designed to help Respondents to produce proposals that are acceptable to the NI, and to ensure that all proposals are given equal consideration. It is essential, therefore, that respondents provide complete information, in the attached formats and on the terms specified.

Project Manager SAFE Seas              

BACKGROUND

Yayasan Plan International Indonesia (YPII) is implementing a four year (December 2017-November 2021) Safeguarding against and Addressing Fishers' Exploitation at Sea Project (SAFE Seas) with funding from United States Department of Labor (USDOL). SAFE Seas' objective is to combat forced labor in fishing vessels in Indonesia and the Philippines. By the end of the project, SAFE Seas expects to contribute to the reduction of forced labor and human trafficking (FL/TIP) on fishing vessels in Indonesia and the Philippines. Plan Indonesia is working closely with various actors who deal with FL/TIP and fishery industry issues. At the national and local level, Plan International is working with the three key ministries: Manpower, Fishery and Transportation, agencies, organizations that provide support services to fishers and their families and local governments as well as civil society organizations and communities. Plan Indonesia also engages the private sector in order to seek their cooperation in complying with International anti-trafficking regulations. Through the project, Plan Indonesia also actively involve fish workers, both individually and collectively as members of fish worker unions, to combat FL/TIP. At the global level, Plan is engaging other international organizations, which have experience working on FL/TIP issues to work on solutions including International Labor Organization (ILO) and International Organization for Migration (IOM).

ROLE PURPOSE

The Project Manager oversees the overall implementation of the results-driven project in Indonesia which covers the national and provincial level, in which the selected provinces are Central Java (Tegal) and North Sulawesi (Bitung).

DIMENSIONS OF THE ROLE
  • Ensuring effective and efficient management of the overall programme, which includes maintaining constructive relationships with key stakeholders and the donor in country
  • Driving strategic conversations around advocacy and impact, thereby contributing to sustainable programme outcomes
  • Ensuring effective project management by maintaining the delivery of appropriate technical, operational and financial outputs, while tracking the project progress through monitoring, evaluation and reporting;
  • Maintaining effective working relationships with project partners and, Project Director, and Plan International USA (Plan USA) through effective communication, consultation and reporting;
  • Aligning the projects implementation with Plan International principles of safeguarding of children and young people and gender transformative approach.
ACCOUNTABILITIES

Effective and Efficient Management of Overall SAFE Seas Project

  • Update the Detail Implementation Plan, workplan and budget for the SAFE Seas project and monitor its implementation under the strategy guidance of the Project Director, ensuring timely implementation of the projects
  • Responsible for managing partners and local consultants to ensure delivery of quality outputs based as required and planned in the projects;
  • Leads the financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, in accordance with YPII and donors' standards and compliance;
  • Oversees the mobilization of goods and services to support project activities, including drafting TORs and works/product requirements and specifications, and receive Plan USA's approval when identified needed;
  • Identifies project risks and mitigation strategy, submits information on the new risks and possible mitigating measures to the Program Manager and Project Director for consideration and updating the status of these risks by maintaining a Project Risk Registry;
  • Ensures adherence to the existing financial, procurement and administrative processes in line with prevailing YPII rules and regulations;
  • Coordinates the maintenance of project financial tracking in SAP in accordance with YPII procedures;
  • Prepares regular project reports requires by Donor and submit it on timely manner
  • Prepares for project closing, audit and transfer of project asset. 
  • Ensures donor compliance

Effective Working Relationship with Partners, Regional and National Office

  • Provides updates to the SAFE Seas Project Director on regular meetings to discuss the project strategy
  • Send necessary updates to Plan USA to communicate to USDOL in a timely manner.
  • Establishes good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance;
  • Facilitates regular coordination and quality assurance with Program Manager;
  • Adheres to RACI (Responsibility, Accountability, Consult and Inform) in decision making and communication in the implementation of projects;
  • Supports Program Manager in ensuring coordination with government and private sector stakeholders;
  • Serve as the focal person for the contact with the SAFE Seas team in the Philippines,  and US National Office; this entails attending regular update calls, responding to email requests, attending global calls and exchanging learning and ideas with other coordinators around the world.

Strong Positioning of SAFE Seas Project and the Promotion of Decent Work and Prevention of Forced Labours in Fishery Sector in Indonesia

  • Identifies opportunities for deepening the cooperation and collaboration with Government, NGOs, International Organizations (such as ILO, IOM), Technical and vocational education and training (TVET) Institutions and development partners on the issue of decent work in fishery industry.
  • Conducts advocacy processes in coordination with Programme Manager and ensured approval from organization Directors                                                                               
  • Identifies opportunity for leverage funding and working together with Business Development and Fundraising Department to develop strong concept note and high quality proposal which leverage the achievement of project milestone
    Monitoring, Evaluation, Research and Knowledge Management (MERKM)
  • Works and coordinates with SAFE Seas M&E Manager and YPII Monitoring, Evaluation, Research and Knowledge Management (MERKM) to manage and monitor the implementation of the project by using agreed monitoring tools, M&E Framework and achieving quality of baseline, midline and endline data collection;
  • Coordinates the data collection and write the report for periodic reporting to Plan USA, Donor and YPII Quarterly and Annual Reporting mechanism in timely manner in coordination with Grant Acquisition Manager and with supervision from Program Manager;
  • Works and coordinates with SAFE Seas M&E Manager, YPII MERKM and Communication Departments in  the development of knowledge products from the project, including fact sheets/project brief, policy briefs, modules, research and publications, in quality and timely manner;
  • Maintains quality standards of document keeping, retrieval and sharing mechanism. 

 Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)

  • Ensures that Plan International's global policies for Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI) are fully embedded in project design, during implementation and as principles applied in day-to-day work;
  • Participates actively in capacity building and learning event on Safeguarding and GESI;
  • Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International's Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE

 Essential

  1. Undergraduate degree in policy administration, social fields or other related field in the promotion of decent work and prevention of forced labours and person in trafficking
  2. Minimum of five years of experience in project management, including budget management, monitoring and evaluation and quality project reporting
  3. Minimum of 3 years experienced in policy advocacy and campaign project.
  4. Experience in a leadership role in implementing projects relevant to fisheries sector, forced labor, human trafficking, or other labor rights issues.
  5. Demonstrate knowledge in working with Government agencies/officesPrivate Sectors, and civil society partners and can effectively build partnerships between them.
  6. Demonstrated knowledge in international development tools: program logic, monitoring, and community empowerment
  7. Demonstrate knowledge of domestic laws related to labor and human trafficking
  8. Experience working with local and national governments to improve policies, preferably related to forced labor, human trafficking, and/or the fisheries sector.
  9. Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion
  10. Understanding of Indonesia Government policies, laws, and institutions in relation to fishing industries

Background

The Fleming Fund Country Grant to Indonesia is supporting the government in implementing the National Antimicrobial Resistance (AMR) Action Plan. The fund supports strategies to monitor and contain AMR and to monitor antimicrobial consumption and use (AMC/U) and improve antimicrobial stewardship. The Fleming Fund Country Grant Indonesia is being implemented by a consortium led by DAI with partners the Eijkman Institute, Health Security Partners, Liverpool School of Tropical Medicine and Ausvet. The implementation of the fund adopts a One Health approach supporting activities across the human, terrestrial animal and aquatic animal sectors. The project seeks to strengthen current surveillance of AMR and AMU/C by working closely with the Ministries of Health, Agriculture and Marine Affairs and Fisheries and provincial counterparts to support capacity development in relation to laboratories and testing, surveillance and information management. The project will also support and seek to engage private sector interests including healthcare providers and animal production industry stakeholders.

 

Purpose of This Post

DAI Fleming Fund Country Grant to Indonesia is seeking a conscientious research analyst for the short time position of Monitoring and Evaluation Officer.

 

Description of Duties

Specific responsibilities include:

1.       General

-          Assist and provide support to the technical program lead in developing quarterly report to the ministries.

-          Submit reports and periodic updates on monitoring and evaluation activity.

-          Participate in meetings (virtual or in-person) organized by the project team.

-          Liaise with relevant FFCG-Indonesia project staff for logistical support.

-          Any other related tasks, as needed.

 

2.       Specific

-          Develop and oversee the review of project level monitoring and evaluation plan.

-          Monitor project indicators’ progress and activities through dashboards.

-          Provide timely quarterly reports on performance and progress of activities.

-          Gather and update contact database regularly.

-          Summarize data and analysis in presentation-ready formats and user-friendly visuals, which could be used for high-level advocacy and informed-decisions.

 

Deliverables will include:

  • Quarterly report to ministries.
  • Periodic update of project dashboard.

 

Qualifications and Skills

·       At least a bachelor’s degree in public health, public policy, finance and economics, or statistics plus minimum 7 years work relevant experience.

·       Ability to conduct research and desk review, and prepare comprehensive and concise summaries/reports, including data visualization.

·       Operational knowledge/experience on monitoring and evaluation tool.

·       Good communication skills (written and oral) in English and Bahasa Indonesia.

 

Desirable

·       Familiarity with the human and animal health sectors; One Health approach; Global Health Security.

 

Supervision

The Monitoring and Evaluation Officer will work under the direct supervision of Technical Programme Lead.

 

Level of Effort/Timeline

Period of performance for this assignment is August 2021 through January 2022 with up to 120 days of LOE (Level of Effort).
