Project Officer - W4W 2.0
Around the world with COVID-19 pandemic, education and employment have shifted to online mode. Although this has been a revolutionary and helpful tool it has also exacerbated the already existing inequal access to technology and internet connectivity. Also, as opportunities for youth employment shrink, youth entrepreneurship (in Green sector) is emerging as a critical lever for economic recovery, resilience and growth. Now, more than ever, Plan needs to continue to serve the people most in need to tackle and cope with the ongoing challenges posed by COVID-19, by enhancing their digital tools and solutions, enhancing curricula to include green skilling and knowledge of green / sustainable business creation. Building on existing Accenture, Google and other partner-supported successful youth skilling programmes and platforms, Plan conduct a strategic one year project that will allow Plan to continue advancing existing programme priorities in Indonesia and the Philippines, whilst adjusting to emerging new needs that reflect environmental, green and more socially aware livelihood opportunities in Colombia, creating a blueprint that if successful, will be replicated.
For Indonesia, the proposed extension has specific goal as below:
Economic empowerment of young people, particularly young women (Indonesia and Philippines) by
- Enhance and expand the YES! Digital Ecosystem tools and local partnerships, building on the learnings of Wired for Work.
- Strenghtening Plan digital approach on green entrepreneurship for youth entrepreneurs
This program is aligned with Plan's strategy to have a profound impact on youth economic empowerment of youth - especially girls – around the world, and with Accenture's evolving Skills to Succeed strategy, where technology is harnessed to scale employment and enterprise outcomes and address inequality. The proposed extension builds on the successful Wired4Work project in Indonesia and Philippines, ensuring the sustainability of the existing support and learning assets, including the YES!Digital Ecosystem and YES!Academy, by adapting content and distribution to youth's changed needs due to the pandemic
- The post holder reports to Project Manager
- The position will ensure effective implementation of day to day activities and events
- The position will also support the Project Manager in the area of TVET including provide technical assistance and advice including review, develop, and modify curriculum, online learning materials, modules and lesson plan, as well as digital platform related with training delivery
- Other tasks that the supervisor required
- Support Project Manager in developing and updating Detailed Implementation Plan (DIP) of the project;
- Assisting partners and consultants to ensure delivery of quality outputs based as required and planned in the project;
- Ensures adherence to the existing financial, procurement and administrative processes in line with prevailing YPII rules and regulations;
- Support project closing, audit and transfer of project asset.
- Support Project Manager in developing market-driven curriculum, online learning lesson plan and training modules
- Alert Project Manager and coordinate with internal related staff as well as external stakeholder (if required) if there are any variations from initially agreed workplan
- Documented learning in project documents and reports
- Share learning and best practices and insure that they are incorporated into future work
- Help to develop and oversee ToRs for Project activities.
- Conduct continuous search for innovation and improved learning program practices within and outside Plan Indonesia to pursue continuous program improvement
Monitoring, Evaluation, Research and Knowledge Management (MERKM)
- Support data collection of the implementation of the project by using agreed monitoring tools and M&E Framework;
- Support report writing for periodic reporting to Netherlands National Office, Donor and YPII Quarterly and Annual Reporting mechanism in timely manner in coordination with Project Manager;
- Support the development of knowledge products from the project, including fact sheets/project brief, policy briefs, modules, research and publications, in quality and timely manner;
- Support document keeping, retrieval and sharing mechanism.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)
- Ensures that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
- Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
- Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI; Understands and puts into practice the responsibilities under Safeguarding and GESI
- Policies and Plan International's Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Internal
- Project Manager: provide technical support, mentoring and capacity building on project implementation
- Project Specialist: liaise and coordinate for technical support in relation with event and activities support
- Program Advisor: Inform and consult to solicit technical support for cross-cutting issue to ensure it is mainstreamed in project activities
- Digital Ecosystem Consultant: coordinate for technical support in digital platforms and online learning materials
- Finance and Admin Department: Payment and Procurement Coordination
External
- YES! Digital Team: coordinate for technical support in digital platforms and products
Essential
- Bachelor degree in education, psychology is preferred
- At least 3 years of experience in project implementation
- Well-experience in distance learning and/or online learning methodology
- Good analytical skill
- Good interpersonal communication and facilitation skills for mentoring and knowledge sharing
- Able to work both in team and independently with minimum supervision
- Excellent administrative skills
Desirable
- Knowledge on LMS for online learning
- Experience in development projects focusing on Youth Economic Empowerment and gender equality
- Well informed about paedagogy, andragogy, and learning theories
