The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.

The incumbent will be part of the "Support Project for the Design and Implementation of the New Global Biodiversity Framework" (BioFrame), funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) through the International Climate Initiative (ICI). The project aims to support BMU and key actors from partner countries in the design of the new post-2020 global biodiversity framework (GBF) and first implementation steps in partner countries.

BioFrame (1) supports partners in the preparation, implementation and follow-up of CBD COP 15, (2) promotes integrated approaches to biodiversity conservation and climate change mitigation as well as mutual learning from good practice approaches and linking relevant policy processes, (3) identifies funding instruments and contributes to resource mobilisation for the implementation of the GBF, and (4) raises public awareness of the importance of biodiversity and its relation to climate change. As part of the inclusion of green economic recovery in the project's work package, BioFrame (5) develops a conceptual approach and practical proposals for integrating biodiversity into economic plans and recovery measures in the context of the COVID-19 crisis, supporting ICI projects that provide policy advice on green recovery in partner countries to integrate the conservation, restoration and sustainable use of biodiversity. Finally, (6) BioFrame raises awareness of the biodiversity-health-green economic recovery nexus among public and private sector decision-makers and other relevant stakeholders in partner countries by supporting the planning and implementation of pilot activities as a lever for broader mainstreaming.

In Indonesia the project is supporting actors in Kapuas Hulu to implement biodiversity- and climate-friendly green recovery measures. The measures aim to provide evidence of the social and economic benefits of the integration of aspects of biodiversity into economic recovery measures in order to inform respective national policies and strategies. Therefore, a multi-level intervention, from the communities, to the provincial, to the national level is needed. The pilot measure to be implemented will focus on the illipe value chain in Kapuas Hulu.

The project is implemented in collaboration with the "Sustainable Agricultural Supply Chains in Indonesia (SASCI)" project and the incumbent will be based Putussibau, Kapuas Hulu, Kalimantan Barat - Indonesia.

On the national level, BioFrame is cooperating with the ICI Climate Governance project.

The incumbent will travel to the offices of project partner institutions and will be required to go on field trips to the Kapuas Hulu district or other regions in West Kalimantan.

To support implementation of the project, we seek one (1) motivated and qualified Indonesian candidate for: 

Technical Advisor, Biodiversity and Green Recovery 

 

A.    Responsibilities 

The incumbent will work under the direction and guidance of the GIZ SASCI Project Leader. In close collaboration with the BioFrame project officers in Germany and collaborate with project partner agencies and with the project teams of technical advisers in Kapuas Hulu (Putussibau), West Kalimantan (Pontianak) and nationally (Jakarta). S/he will coordinate activities with other relevant GIZ implemented projects in Indonesia and with activities by other development cooperation entities active in Kapuas Hulu and beyond, with the following specific responsibilities: 

§  Coordinates the planning, design and implementation of green recovery pilot activities in the Tengkawang value chain in Kapuas Hulu, in close collaboration with the BioFrame project team in Germany and the SASCI team in Indonesia
§  Works with partner organisations, implementing partners (including NGOs) and local communities
§  Agrees and coordinates with relevant partner ministries and subsidiary bodies on the implementation of above-mentioned pilot activities, if necessary, including formal agreement
§  Prepares relevant contract documents (terms of reference, special agreements, or similar) for the pilot activities through the GIZ Country Office
§  Engages in green recovery discussions at the national level, e.g. by providing advice on green recovery to BAPPENAS and Forestry Ministry (in close collaboration with BMU ICI Climate Governance Project)
§  Plans and implements training and other capacity building measures on both technical, economic, environmental, social, and legal aspects of the Tengkawang value chain for smallholder farmers and local rural communities
§  Facilitates between the GIZ Country Office in Indonesia and BioFrame
§  Participates in selected BioFrame project activities 

B.    Tasks 

1.      Professional advisory services

  • Works with local and indigenous communities on forest-related value chains in selected target area(s)
  • Advises on the need for procurement of various types of tools and equipment required for improvements along the value chain for Tengkawang
  • Advises local farmers / producers / collectors on biodiversity aspects related to Tengkawang collection
  • Advises on rehabilitation of Tengkawang trees
  • Identifies potential or ongoing natural resource conflicts which involve or may come to involve the smallholder farmer communities targeted by the project, and supports these communities to bring such cases to the district conflict resolution desk
  • Advises on the mainstreaming of gender aspects into all activities and events of the project in Kapuas Hulu and takes steps to actively raise the gender awareness of the rural population, the local government institutions, the private sector, and civil society organisations in the district
  • Advises on the identification of training needs of targeted communities working with forest-related value chains and contributes to the elaboration of terms of reference for technical assistance support training/capacity development
  • Collaborates in the selection of training course participants and the planning, preparation and monitoring of collectors / producers / farmer training activities
  • Provides inputs to the trainings and broader capacity development of selected forest-value chain groups in subjects such as sustainable use of forest products, biodiversity protection/rehabilitation, processing of forest products, market access for forest products and adaptation to climate change
  • Advises and supports commodity-specific small-scale farmers/collectors/processors/traders in the conditions and criteria for sustainability certification of their commodity(ies). 

2.      Networking and Communication

  • Maintains regular contacts with the relevant government and other official structures at district level, including the Tengkawang Network, NGO Riak Bumi, private companies such as Forestwise, Forest Management Units, Cagar Biosphere reserve multi-stakeholder-forum, National park administration, BAPPEDA, Dinas Pertanian dan Pangan.
  • Coordinates and, whenever appropriate, collaborates with the SASCI team in Kapuas Hulu on technical aspects involving both, such as capacity building for local producer / collector groups, group certification, sustainability measures, etc.
  • Coordinates closely with and supports the work of project service providers.
  • Maintains contacts and communication with other German government funded (BMZ, BMU, BMEL) development measures with presence in the district and/or of relevance to the project
  • Communicates widely the aims, strategies, and planned activities of the project and exchanges ideas and information for the benefit of the project
  • Communicates and coordinates plans, activities and events with main stakeholders at the provincial level through the project team in Pontianak
  • Maintains close linkages and fluid communication with the SASCI, FORCLIME and Climate Governance teams and main stakeholders in aspects of biodiversity and forestry/agroforestry, gender awareness, certification systems, and value chain development. 

3.      Knowledge Management and Learning

  • Compiles and documents information about ongoing initiatives relevant for her/his tasks in Kapuas Hulu and ensures knowledge transfer to other project team members at district, provincial and national level
  • Documents lessons learned and prepares concepts and approaches based on project experience
  • Contributes to preparation of technical and progress reports, guidelines, manuals, news, presentation materials and other relevant materials
  • Contributes to the preparation, execution and documentation of trainings, workshops, forums, meetings, and other project activities
  • Contributes to project planning, monitoring and evaluation 

4.      Other duties/additional tasks

  • Supports the provision of logistics for visiting project staff from provincial and national levels as well as for other visitors to Kapuas Hulu/Putussibau
  • In general, coordinates with and supports the SASCI project staff in the region
  • As requested by the management, guides visitors in connection with field trips
  • Provides support to organizational and management matters
  • Participates in regular project team meetings
  • Performs other duties and tasks at the request of management 

C.    Required qualifications, competences and experience 

Qualifications

  • Bachelor's or master's degree in Environmental Sciences, Forestry, Agriculture, Social Sciences, Anthropology, or related discipline 

Professional experience

  • Minimum 5 years' professional experience, including working with rural communities, including work with indigenous people
  • Proven work experience with rural communities (both local and indigenous)
  • Experience/knowledge working with agricultural/forestry related value chains and/or the conservation, restoration or sustainable use of biodiversity
  • Knowledge of non-timber forest product value chains are an advantage
  • Solid knowledge of green economy/recovery as well as sustainable development concepts
  • Hands-on experience from organizing and training rural communities.
  • Solid knowledge of gender mainstreaming in a rural community development context
  • Proven knowledge/experience of political processes in Indonesia, ideally related to environmental policies, forestry / agricultural policies, economic policies or national planning.
  • Experience in working with local / provincial government structures and with international and local NGOs
  • Previous work experience with international development cooperation projects will be an advantage
  • Recent work experience from West Kalimantan (ideally from Kapuas Hulu) and a good understanding of current issues and policy processes for forestry, conservation or agriculture in West Kalimantan or other regions in Indonesia facing same conditions and challenges 

Other knowledge, additional competences

  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. Microsoft applications)
  • Willingness to travel regularly and to work in the field for periods at a time
  • Working knowledge of the English language indispensable
  • Knowledge of local languages of Kapuas Hulu, West Kalimantan is an asset
  • Excellent communication skills
  • Willingness to upgrade skills as required by the tasks to be performed – corresponding measures to be agreed with project management
