Humanity & Inclusion (the operating name of Handicap International Federation) is looking for consultant (a team or individual) for its EU funded BISEG project's final evaluation, to be conducted in November and December 2021.

Consultant profile:
- University degree in Economics, Finance, Administration, Management, Social science, or other relevant topics
- At least 5 years of experience carrying out evaluations in one or more of the following topics: economic development, livelihoods, microenterprise development, vocational training and job placement.
- Experience working in development settings/with vulnerable people.
- Knowledge of the target province and/or province / districts preferred.
- Experience, knowledge and/or exposure to disability issues as well as a gender focus preferred.
- Languages: English and Bahasa Indonesia
- Excellent writing, analysis and synthesis skills and outstanding communication skills are required
Description of the Task
In order to provide to HI and donors an accurate evaluation and analysis related the overall BISEG project, on sustainable economic development addressing the needs of the vulnerable groups. Furthermore, to provide accurate recommendation on sustainable livelihood opportunities that go above survival practices for the most vulnerable persons, and explore best practices in business and economic development which significantly improve the live of beneficieries, as part of the lesson learnt process for potential replication. The objective is to ensure that small businesses procure greater benefits for the poor and that the main stakeholders on economic development are aware to support for sustainability.
Main Roles and responsibilities of the consultant:
• Propose methodology for the evaluation adapted to the local context of NTT based on the HI guidelines. As much as possible the methodology chosen must enhance participatory approach from stakeholders and beneficiaries. This approach must be consistent with local context, behaviours and beliefs
• Develop tools (questionnaires; focus group content; for data collection) in English and local language.
• Recruited evaluator team and or local enumerator and train them on evaluation methodolgy uses.
• Oversee and carry out implementation of data collection done by evaluator team and or local enumerator through provide evaluation tools and methodology, conducting training to local enumerator on data collection process.f
• Compile and analyse qualitative and quantitative data (disagregated by disability and gender) obtained from the field
• Write the evaluation report based on data collection analysis and provide recommendations for HI as reference in development economic livelihood.
• Present main findings of the report, including recommendations.
• Responsible for his/her accommodation.
Budget allocated to the evaluation
The total maximum budget allocated for final evaluation is 14.000 Euros . Any cost related to the evaluation is the responsibility of the evaluator and included in the budget proposal. The evaluator may not charge HI extra for it.
The consultant must provide the detailed cost of the evaluation; including the breakdown of the time spent per stage of work, the fee and the ancillary costs (services and additional documents), transport costs (transport tickets (plane/train, etc), taxi and local transport in the district ), accommodation, logistics costs including FGD costs, translation costs (Bahasa-English and vv), COVID-19 tests, etc. The proposal for payment modalities and terms must also be included.
