The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organization which provides services worldwide in the field of international cooperation for sustainable development.
Existing production and consumption patterns worldwide are mainly based on a linear commodity economy. Especially Single-Use Plastic ends up as waste after a short and single use with disastrous consequences for marine and terrestrial ecosystems. To address the plastic crisis in Southeast Asia, the GIZ project module CAP-SEA (Collaborative Action for Single-Use Plastic Prevention in Southeast Asia) supports reducing plastic waste and promoting reusable packaging systems in Thailand, Malaysia, and Indonesia by focusing on upstream approaches and embedding those in broader circular economy strategy advice to the partner governments. CAP-SEA is funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and is part of the global project to support the "Export Initiative for Green Technologies".
GIZ intends to support the Government of Indonesia (GoI) implementing and institutionalizing Single Use Plastic prevention strategies. This includes capacity development, training measures, knowledge dissemination, and the implementation of pilot projects amongst other things. To deliver impact of reducing single-use plastic products and plastic waste, CAP-SEA in Indonesia will work with various line ministries and stakeholders, and conduct knowledge management with Thailand and Malaysia.
GIZ seeks a qualified Indonesian candidate for the position of
Advisor (National Coordinator)
A. Responsibilities
· Support the development of project workplan in close coordination with national partner organizations.
· Support the development of the implementation strategy, action planning and monitoring of project activities in line with project goals jointly with partners and the management
· Autonomously develop the partner network in Indonesia; particularly cooperate and coordinate with relevant government ministries and agencies, other relevant GIZ programmes, other development agencies, but also with other public, non-governmental, development and private organisations in Indonesia.
· Autonomously implement activities of the project related to Indonesia.
· Autonomously liaise and cooperate with the CAP SEA Thailand and Malaysia country coordinators and his/ her partners. Thailand and Malaysia serve as capacity development supports for Indonesia.
· Autonomously liaise and cooperate with GIZ Country Office Indonesia and realize synergies with other bi-lateral and global projects.
· Support efficient sustainable knowledge transfer and capacity development.
B. Tasks
1. Management and coordination
· Support the development of national concept, strategy and workplan for CAP-SEA in Indonesia, in close coordination and consultation with the national partner organizations, particularly the Coordinating Ministry of Maritime Affairs and Investment (CMMAI).
· Support CAP-SEA project implementation in Indonesia and provide liaison service for CAP-SEA Indonesia with Thailand and Malaysia.
· Lead the liaison and cooperation process with GIZ Country Office Indonesia.
· Research, gather information, and advise for relevant activities and assignment.
· Support the development of project monitoring system.
· Support in the monitoring and evaluation of the project.
· Regularly report project progress during national and regional regular update call.
· Evaluate project activities and advise for a better implementation of activities whenever necessary.
2. Professional advisory services
· Advise national partner organizations with regard to clarification of the commission, needs assessment, as well as concept and strategy development for CAP-SEA Indonesia.
· Participate in identifying needs for external support and advice, work on policy recommendations on topics of Single-Use Plastic Prevention.
· Formulate terms of reference, select and supervise third parties in the course of carrying out project activities, including performance evaluation.
· Conduct facilitation and moderation when dealing with multi-stakeholder dialogues.
· Contribute as resource person for capacity building programs if necessary.
· Develop and organise quality assurance measures and suggest necessary changes, improvements and initiatives.
3. Networking and cooperation
· Develop partner network in Indonesia; particularly cooperate and coordinate with relevant government ministries and agencies, other relevant GIZ programmes, other development agencies, but also with other public, non-governmental, development and private organisations in Indonesia.
· Ensure cooperation, regular contact and dialogue with partner network in Indonesia.
· Facilitate access for partners to relevant alliances related to plastic waste reduction, marine littering and other global networks.
· Communicate and channel local interest and aspirations and exchange ideas and information for the benefit of the program.
· Travel (abroad) in the region regularly, in accordance with project requirements
4. Knowledge management
· Compile information about various national and international public and private approaches related to single use plastic prevention.
· Support capacity building and knowledge transfer on single-use plastic prevention, including joint capacity building with other implementing countries (Thailand and Malaysia)
· Outreach/external communications (present and publish findings of studies through events, printed publications, etc.).
· Document policy dialogue and lessons learnt from related endeavours in Indonesia and abroad and ensure knowledge transfer.
· Develop ready-to-use strategies and technical concepts, including guidelines, manuals and procedures.
C. Required qualifications, competences and experience
· Master's degree, in a course related to the project/program's issues, specialisation in a field related to environmental science/ management.
· proven experiences in working for or with GIZ or other international development agencies, preferable coordinating country activities.
· experience with circular economy approaches, ideally upstream single use plastic avoidance, also waste management
Professional experience
· At least 5 years relevant occupational experience in project management, planning and coordination.
· Experience in working with IND government institutions
· Good understanding of sustainable consumption and production in IND and circular economy approaches.
· Ability to work independently and to do travels within the country, the region and globally.
Further skills
· Flexibility, reliability, efficiency, intercultural competence, personal resilience and the ability to cope with stressful situations
