Job Description: IDG is seeking an experienced Workforce Development (WFD) Specialist to lead the WFD components of the anticipated USAID/Indonesia EGE-Partnerships for Productive Workforce (PADU) contract. The aim of the PADU activity is to enhance private sector investment in vocational training programs through partnerships with Technical and Vocational Training and Education (TVET) institutions.
The WFD Specialist will be responsible for leading and managing the PADU project's WFD components. The WFD Specialist will work closely with other technical staff and consultants both in the field office and home office, PADU's senior leadership, and with Indonesian stakeholders such as TVET institutions, government counterparts, and the private sector.
Requirements:
• Provide overall leadership and management of the projects WFD activities.
• Establish relationships with relevant WFD stakeholders in Indonesia including TVET institutions, government counterparts, and the private sector.
• Lead the technical design of the project's WFD activities, including contributing to quarterly, annual, and life of project workplans.
• Lead WFD curriculum design and updating in coordination with TVET institutions, government, and key private sector stakeholders.
• Contribute technical expertise to ensure TVET institutions curriculum and activities are effectively responding to the needs of the private sector.
• Provide technical expertise to other key stakeholders to better align their actions with the needs of the private sector.
• Provide key expertise to stakeholders on the necessary "hard" and "soft" skills required to effectively enter the labor market in Indonesia and incorporate it into training and curriculum design.
• Provide other technical expertise as needed by the project.
Qualifications:
• Advanced degree in a relevant field.
• At least 10 years of experience designing, implementing, and leading youth and WFD activities for projects in Indonesia, preferably funded by USAID or other donors.
Comparable experience with USAID/donor-funded projects in Southeast Asia will also be considered. • Demonstrated progressive experience in workforce development training and curriculum design and implementation.
• Demonstrated experience developing and revising programs and program policies, implementation guidance, goals, or objectives related to workforce development.
• Demonstrated experience providing expert technical assistance in the design, implementation, monitoring, and evaluation of evidence-based youth and workforce development.
• Demonstrated experience identifying and applying new approaches to gather, analyze, communicate, and implement evidence-based decision making in youth and WFD.
• Demonstrated experience developing implementation tools and guidance documents related to youth and WFD.
• Familiarity and pre-established relations with key WFD stakeholders in Indonesia, including TVET institutions, government counterparts, and the private sector.
• Demonstrated experience leading a team of WFD specialists and staff, preferably on a USAID or other donor-funded project.
• Demonstrated experience working with youth, marginalized communities, or others who traditionally face barriers of entering the labor market in Indonesia.
• Ability to work across various teams with excellent interpersonal skills and demonstrated ability to build consensus and navigate complex operating environments.
• Indonesian nationality and verbal and written fluency in English required.
