Background

The Asia Foundation is awarded a contract by USAID to implement ERAT (Tata Kelola PemERintahan yang Efektif, Efisien, dan KuAT or Effective, Efficient and Strong Government) in January 2022. The program supports the Government of Indonesia, coordinated by the Center of Cooperation Facilitation of the Ministry of Home Affairs.  It is implemented in the following four years in six provinces in Indonesia: North Sumatra, Banten, East Java, West Kalimantan, South Sulawesi, and East Nusa Tenggara, covering five districts in each province. The goal of ERAT is for the citizens of Indonesia to benefit from effective local government by increasing the quality of policy implementation and service delivery at the subnational level. The goal will be achieved through three interrelated intermediate results (IRs): (1) coherence between national and subnational policies strengthened; (2) performance of local service delivery enhanced; and (3) local budget allocation and execution improved. 

USAID ERAT supports the Government of Indonesia to improve monitoring and evaluation (M&E) systems at the national and provincial levels to improve performance-based (non-fiscal and fiscal) incentive systems. Improved M&E system will also allow improvement of analysis of data and information to formulate better policies and programs to support subnational governments to provide public service delivery. The program promotes peer learning among subnational governments to improve the quality of governance and public service delivery. ERAT emphasizes collaborative governance in improving public service delivery – among different levels of government, among various sectors, and among various stakeholders, including the private sector and civil society organizations (CSOs). To allow broader participation of the communities, CSOs, and the private sector, ERAT supports improvement of access to information and various channels of public participation, including complaint handling mechanisms. Private sector engagement in public service provision that is based on mutual benefits is emphasized in the program. ERAT supports improvement of subnational budget allocation and execution to improve the quality of spending to improve access to and quality of public service delivery. The program promotes gender equality and social inclusion mainstreaming in local policies, programs, and budgets, as well as in the program implementation.

Roles and Responsibilities

The Provincial Governance Advisor will be based in the provincial capital of ERAT-supported province and will be responsible to provide advice to the Provincial Coordinator, District Facilitators, and ERAT Team in general on how ERAT will deliver the program activities in achieving its objective based on specific political, economic, and social situation in each province and the target districts in each province.  Under the guidance of the Provincial Coordinator, the Provincial Governance Advisor will also be responsible to provide advice to ERAT's subcontractors/ grantees and other short-term technical assistances (STTAs) implementing the activities in the respective province.  S/he will support the Provincial Coordinator in developing and maintaining relationships with the PG and LGs, politicians, the private sector, academics, media, and CSOs – including non-government organizations, religious organizations, youth organizations, community-based organizations (e.g., women, disabled people organizations, other marginalized groups) in the province.

Detailed Tasks:

  • Provide technical advice on the workplans for both provincial and district-levels.
  • Provide technical supports to and backstop the subcontractors/grantees and/or other STTAs in implementing ERAT activities to maximize the results.
  • Provide technical supports and advice to the District Facilitators and Researchers of the rapid district-level governance and public service delivery assessments utilizing political economy analysis framework in March-May 2022 period.
  • Provide technical supports and advice to the Provincial Coordinator and District Facilitators in developing and maintaining relationships with the provincial government, local governments, politicians, academics, the private sector, media, and CSOs in the designated province.
  • Provide technical supports and advice on capacity development efforts, including technical assistance, training, workshops, and other events at the provincial level.

Qualifications

  • Advance degree, or equivalent, in public administration, public policy, regional planning, political science, economics, public finance, sociology, law, or other related fields
  • At least 10 years of relevant experience in research and/or policy reform activities on political economy, regional development, decentralization, governance, public service delivery, and other relevant fields.
  • Deep knowledge on political, economic, and social situation and issues related to governance and public service delivery of the province.
  • Demonstrated extensive knowledge in Indonesian regulatory framework related to decentralization, governance, and public services
  • Ability to work in a team of dedicated professionals in a challenging and fast-paced environment, with high written and verbal communication skills (in Bahasa Indonesia and English) and high degree of integrity and adherence to ethical standards, including respect for diversity and gender
  • Advanced skills in Microsoft Office applications (MS Word, Excel, and PowerPoint).

Reporting

The Provincial Coordinator reports to the Senior Technical Component Lead through designated Program Specialist/Officer of the national ERAT Team, under the coordination of the Provincial Coordinator.
