Build Change is seeking to hire a Consultant for an anticipated House Resiliency Research Study, to explore existing activities, challenges and gaps in policy, finance and technology for climate-resilient buildings in Indonesia. Duration: 2 months, full time (possibly mid April - mid June 2022). Location: Jakarta (work from home), with potential field work (depending on travel restrictions and health protocols).
Housing Finance Specialist:
Scope of Work:
- Complete a desk review of existing studies and data relevant to new house and existing house improvement financing in the Indonesia and disaster resilient housing;
- Identify and conduct interviews with key stakeholders, to include representatives from national and local governments, private sector banks, insurers, cooperatives, finance institutions, the nonprofit sector, and institutions who work in disaster risk reduction and built environment;
- Manage primary data collection, through virtual and/or in person stakeholder meetings, interviews and surveys;
- Complete a comprehensive mapping of main sources of house finance in the Indonesia, including identification of market size, financial sector needs and available products that support climate and disaster resilient construction, the nature of financing program originators, financing programs that cater to new construction, retrofit and home strengthening, and challenges for clients/communities in accessing financing for building or house construction or improvement for climate and disaster resilience; and
- Produce final written report with an analysis of the findings from the desk study and stakeholder consultations to establish key themes, gaps, challenges, recommendations, and opportunities for investments and partnerships in house financing.
Criteria for Selection:
- Comprehensive knowledge of building finance policy and regulations in Indonesia, including both housing and commercial sectors;
- Familiarity with the design and construction sector and resilient construction practices; and
- Experienced in both qualitative and quantitative research, preferably on financial markets and resilient housings or buildings.
Monthly salary rate: Rp 10.000.000,00 (negotiable depending on qualifications and experience).
