POSITION:       Technical Specialist - Information and Communication Technologies (ICT)

LOCATION:                 Jakarta, Indonesia

 

PROJECT OVERVIEW  

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years.

 

JSI is currently seeking an outstanding Technical Specialist in Information and Communication Technologies (ICT) in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country's own health trends and priorities.

 

The Technical Specialist must demonstrate depth and breadth of technical expertise in the areas of health information systems (HIS) and data use as well as possess interpersonal skills and be able to leverage professional relationships towards the success of CHISU's activities. As technical advisor on ICT for CHISU in Indonesia the candidate will be responsible for leading ICT deployment activities related to CHISU. These activities include advising on and supporting ICT hardware and networking infrastructure as well as software development and customization for the HIS of Indonesia and transfer of skills and capabilities to MOH staff to enable full and sustainable use of the HIS in order to improve health outcomes.   

 

This is anticipated to be a full-time position based in Jakarta, Indonesia.

 

OVERALL RESPONSIBILITIES

The Technical Specialist will assist the Chief of Party to achieve the following:

 

       Increased availability and interoperability of quality health data and information systems

 

Specific responsibilities will include, but are not limited to the following:

       Assist in developing, documenting, and refining operational processes, user manuals, system documentation and training materials for related information systems deployed by Pusadatin and/or DTO.

       Develop and implement models that aggregate reproductive, maternal, neonatal, and child health (RMNCH), TB and other health data from a variety of sources.

       Lead activities to integrate and coordinate digital health systems to support decision-making for planning and policy needs.

       Support and strengthen the capacity of Pusdatin and DTO, implementing and development partners to manage ICT infrastructure, software applications and platforms, and associated resources used by health programs at all levels of the health system.

       Provide technical input to guide enhancement and/or scaling of selected digital health systems in Indonesia.

       Support the implementation of the health enterprise architecture and provide technical assistance to the MOH to rationalize information systems and data sources.

       Facilitate requirements gathering and system design processes with MOH and other stakeholders.

       Lead all aspects of DHIS2-based HMIS support and deployment as needed, and provide ongoing support and guidance in the use of DHIS2 and related modules and applications.

       Build and organize local software development and implementation teams (both within CHISU and at MOH) while enhancing in-country capacity in software configuration, development and technical support.

       Interface frequently with Pusdatin and DTO leadership to solicit data and system requirements and build support and buy-in for systems.

       Develop and implement data marts for key health program areas and services.

       Collaboration with DTO and their tribes (Primary Health Care, Secondary Healthcare, Health Financing), as well as Pusdatin.

       Promote gender equity in program implementation.

 

QUALIFICATIONS

       Bachelor's degree or higher in one of the following disciplines: computer science, information systems, health informatics, mathematics, software engineering, or a related technical discipline or the equivalent combination of education, technical training, and/or work experience is required.

       Expertise and hands-on experience with database design, data model development, query languages, and ETL process is required.

       Strong analytical, problem solving, and organizational skills required.

       Ability to communicate complex technical ideas to technical and non-technical audiences

       A solid understanding of database architecture and data warehouse infrastructure is required.

       Practical knowledge and experience with leading database systems, reporting, and business intelligence tools (e.g. Oracle, SQL Server, Tableau, and SAS) is required.

       Familiarity with several of the following: DHIS2, OpenHIE, FHIR, GIS platforms, Android / iOS development is required.

       Working knowledge and experience with software quality assurance and agile software development is required.

       Familiarity with the Principles for Digital Development (https://digitalprinciples.org/), a set of 9 principles that are USAID-endorsed best practices for applying digital technologies to development programs is highly desirable.

       Understanding of the Indonesia HIS landscape is highly desirable.

       Previous work with the Indonesia Ministry of Health and relevant directorates at national, provincial and district levels would be an advantage.

       Project management experience preferably in health IT is highly desirable.

       Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required.

       Ability to take initiative to produce expected results is required.

       Ability to work autonomously and with limited direct supervision in the management of day-to-day activities is required.

       Native/Fluent Bahasa and practical knowledge of English required.
