POSITION:       Technical Specialist - Health Information Systems Governance

LOCATION:                 Jakarta, Indonesia

 

PROJECT OVERVIEW  

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years.

 

JSI is currently seeking an outstanding Technical Specialist in Health Information Systems (HIS) Governance in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country's own health trends and priorities.

 

The Technical Specialist must demonstrate depth and breadth of technical expertise in the areas of health information systems (HIS) and data use as well as possess interpersonal skills and be able to leverage professional relationships towards the success of CHISU's activities. As technical advisor on HIS governance for CHISU in Indonesia the candidate will be responsible for strengthening national HIS governing bodies so they can effectively guide, regulate, and channel resources to the HIS, supporting them to develop and refine HIS strategic plans, implementation roadmaps, HIS policies, and standard operating procedures (SOPs), and supporting Pusdatin and DTO to administer the HIS Stages of Continuous Improvement (SOCI) toolkit or other assessment frameworks in order to improve health outcomes.    

 

This is anticipated to be a full-time position based in Jakarta, Indonesia.

 

OVERALL RESPONSIBILITIES

The Technical Specialist will assist the Chief of Party to achieve the following objectives:

 

       Strengthened governance and enabling environment of host-country health information systems

 

Specific responsibilities will include, but are not limited to the following:

       Collaboration with stakeholders (DTO and their tribes, Pusdatin MoH)  for implementation of HIS governance approaches.

       Coordinate national and subnational HIS stakeholder coordination platforms and HSS implementing partner groups to support the MOH in HIS progression.

       Implement and refine CHISU's strategy for strengthening HIS governance by embedding a coordinated approach to HIS leadership and governance activities.

       Champion monitoring and measurement of HIS progression in Indonesia using the HIS Stages of Continuous Improvement (SOCI) model and contributing to its refinement and update.

       Strengthen governance bodies at DTO and Pusdatin bodies to develop and refine HIS strategic plans, implementation roadmaps, HIS policies, and standard operating procedures (SOPs).

       Advise DTO on the implementation and review of the national digital health strategy.

       Provide support focused on policy review, identifying and linking to enabling legislation and applying best practice frameworks.

       Engage with local and regional stakeholders on HIS governance in order to assist with aligning resources and donors with Indonesia's digital health vision and HIS progression priorities.

       Lead development of context-relevant project approaches for contributing towards the strengthening of the HIS workforce.

       Guide the selection and application of appropriate maturity models and HIS performance monitoring tools to assist DTO and Pusdatin to lead the tracking of HIS performance evolution.

       Provide technical input or guidance in the costing of national HIS and digital health strategic and implementation plans as necessary.

       Integrate approaches towards gender, data security, monitoring, evaluation & learning (MEL), and change management in all activities.

       Promote gender equity in program implementation.

 

QUALIFICATIONS

       Bachelor's degree or higher in one of the following disciplines: public health, social sciences, management, strategy, psychology, international development, or related field;

       A minimum of 3 years of experience in the management of health information systems or disease surveillance information systems in a developing country is required;

       In-depth understanding of the Indonesia national HIS is preferred;

       At least 3 years of experience providing support to governance bodies such as technical working groups, tasks teams or coordinating committees at a national level is essential;

       Experience in HIS performance monitoring required;.

       Experience in providing training, coaching, and mentoring with success in enhancing the capacity of government staff is required;

       Excellent writing and presentation skills in English and Bahasa is required, and ability to digest large volumes of data and synthesize it into information for executive decision making is required;

       Excellent interpersonal skills required, including the ability to work closely and in an integrated manner with a multidisciplinary team;

       Ability to take initiative to produce expected results is required;

       Ability to work autonomously and with limited direct supervision in the management of day-to-day activities is required;

       Must have developed and deployed an integrated HIS framework/methodology, policies, processes, procedures and templates at national and/ or subnational level;

       Work experience with a USAID is desirable;

       Must have introduced efficiency &/or deployed HIS tools to operations and projects;

       Native/Fluent Bahasa and practical knowledge of English required.
