POSITION:       Technical Specialist - Data Management

LOCATION:                 Jakarta, Indonesia

 

PROJECT OVERVIEW  

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years.

 

JSI is currently seeking an outstanding Technical Specialist in Data Management in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country's own health trends and priorities.

 

The Technical Specialist must demonstrate depth and breadth of technical expertise in the areas of health information systems (HIS) and data use as well as possess interpersonal skills and be able to leverage professional relationships towards the success of CHISU's activities. As technical advisor on data management for CHISU in Indonesia the candidate will be responsible for supporting efforts by Pusdatin and DTO to ensure that managers and health workers at all levels of the health system are equipped with the information and tools they need to interpret and use health data, and are empowered to make decisions that improve health service delivery in order to improve health outcomes.   

 

This is anticipated to be a full-time position based in Jakarta, Indonesia.

 

OVERALL RESPONSIBILITIES

The Technical Specialist will assist the Chief of Party and the to achieve the following:

 

       Increased demand and use of health data and information to address health priorities, gaps, and challenges.

 

Specific responsibilities will include, but are not limited to the following:

Lead activities to integrate and coordinate data analyses for TB, RMNCAH and other health programs to support decision-making for planning and policy needs, including cataloging, reviewing, and tracking of health-related data available in Indonesia.

Provide technical assistance to ensure data quality and security, legal, and regulatory compliance with national standards.

Design and develop robust data visualization solutions.

Design and develop data standards and analytics and oversee their implementation to enhance data reliability and minimize the redundancy of data.

Ensuring that the metadata is captured correctly and creating methods for monitoring and reporting.

Create and maintain common data dictionaries and the tools or methods that support data standardization.

Develop and refine key performance indicators and provide strategic health programs and implementing and development partners with performance metrics.

Participate in the application and deployment of data management and policies

Collaboration with DTO and their tribes (Primary Health Care, Secondary Healthcare, Health Financing), as well as Pusdatin.

Promote gender equity in program implementation.

 

QUALIFICATIONS

       Bachelor's degree or higher in one of the following disciplines: health informatics, public health, epidemiology, statistics, data science or a related technical discipline is required.

       Strong analytical, problem solving, and organizational skills required.

       Knowledge of big data concepts, strategies, and methodologies is required.

       Ability to communicate complex technical ideas to technical and non-technical audiences

       Advanced proficiency in Excel and other data manipulation tools is required.

       Advanced proficiency in data cleaning and data quality tools is required.

       Experience in using other analysis packages i.e. Tableau, Excel, STATA or SPSS is required.

       Over 5 years demonstrable experience in the use of a public sector HMIS for routine data management (including entry, analysis and running quality checks) is required.

       Experience in program monitoring and evaluation especially of TB, health financing and/ or RMNCAH programs would be a distinct advantage.

       Experience with business process analysis, workflow, requirements specification development, and data modeling is highly desirable.

       Understanding of the Indonesia HIS landscape is highly desirable.

       Previous work with the Indonesia Ministry of Health and relevant directorates at national, provincial and district levels would be a distinct advantage.

       Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required.

       Ability to take initiative to produce expected results is required.

       Ability to work autonomously and with limited direct supervision in the management of day-to-day activities is required.

       Native/Fluent Bahasa and practical knowledge of English required.
