PROSPERA – Adviser (Customs/Trade Tax Policy)
The role
Prospera is seeking the services of an Adviser (Customs/Trade Tax Policy) to provide advice in the development of a joint study to evaluate the effectiveness of customs facilities given to specific sectors with the aim of improving investment, as a part of the support to the Directorate General of Customs and Excise (DGCE) and Fiscal Policy Agency (BKF). The Adviser is expected to have in-depth knowledge with more than 8 years of experience in trade tax policy analysis and design in Indonesia. The Adviser must have the ability to develop a theoretical and practical framework to assess the impact of different trade tax policy options on investment and economic growth.

About you (Selection Criteria)
The candidate will possess strong qualifications and experience as follows:
· Advanced qualifications in economics, public finance, trade policy, law, or related areas from a reputable institution.
· At least 8 years’ experience in, and significant technical knowledge of trade and tax policy analysis, including in developing country contexts.
· Strong economic analytical skills and demonstrated ability to produce high-quality tax and trade policy papers/publications.
· Demonstrated capacity to deliver complex trade policy reforms, including sensitivity to the political economy environment, with experience in Indonesia or emerging/developing countries desirable.
· Experience in the practical planning and executing tax and trade policy analysis and change activities.
· Experience working with senior government officials on strategic/priority issues and excellent engagement with stakeholders at all levels.
· Strong communication skills, including written, advocacy, and presentation skills in Bahasa and English.
About the program
Prospera is a partnership facility between the Government of Australia (through Department of Foreign Affairs and Trade) and the Government of Indonesia. It aims to foster strong, sustainable, and inclusive economic growth in Indonesia. Commencing from 1 March 2018, Prospera is a planned five-year investment.
Remuneration
The remuneration will be set according to National Remuneration Framework Group C, Job Level 2. The remuneration level at which the Adviser (Customs/Trade Tax Policy) are engaged will be based on the successful candidates’ relevant skills and experience. The role is based in Jakarta.
