PROSPERA – National PF Expert (Feasibility Assessment of Concessions Piloting)
The role
Prospera seeks to engage a national public finance expert to assist with Prospera’s ongoing support to the Indonesian Ministry of Finance on Disability Concessions and Incentives. The expert will be expected to undertake a feasibility assessment to identify sites to pilot the study recommendations and develop guidelines for implementing the pilot. She/he will also be expected to facilitate engagement with local government officials, local service providers and organizations of persons with disabilities.

About you (Selection Criteria)
It is expected that the position will meet the following qualifications:
· Post-graduate degree in public finance, development economics, public policy and/or relevant disciplines.
· In-depth understanding of government budget systems at national and subnational levels.
· Strong track record of working successfully across multiple sub-national local governments on disability inclusion programs.
· Strong network among local government officials, local service providers, organizations of people with disabilities and other relevant stakeholders.
· Excellent multi-stakeholder facilitation skills, including organization of people with disabilities.
· Proven experience with project coordination.
· Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining high level of professionalism.
· Ability to work independently and as a part of a team, under strict timeline.
About the program
Prospera is a partnership facility between the Government of Australia (through Department of Foreign Affairs and Trade) and the Government of Indonesia. It aims to foster strong, sustainable, and inclusive economic growth in Indonesia. Commencing from 1 March 2018, Prospera is a planned five-year investment.
Remuneration
The remuneration will be set according to National Remuneration Framework Group C, Job Level 2, for Indonesia national. The remuneration level at which the position is engaged will be based on the successful candidate’s relevant skills and experience. The role is based in Jakarta- Indonesia.
