About Plan International

Plan International is an independent development and humanitarian organisation that advances children's rights and equality for girls. One of Yayasan Plan International Indonesia (YPII) key program areas is working on Youth Economic Empowerment. YEE Program focuses on providing equal opportunities for girl and young women to secure jobs. Within the last two decades, Indonesia's emerging economy has transitioned into middle income country with one of the fastest developing economies in Asia. However, the unemployment rate particularly for youth tends to be highest, far above the country's national average. With the fourth largest youth population in the world (over 44.5 million youth between the ages of 15 and 24 among them are more than 21.7 million young women) , youth unemployment has become a major issue for the Government of Indonesia (GoI). Currently, young women (15-24) account for 15.2 per cent of the unemployed in Indonesia. Female unemployment is more than double than their male counterparts.  As result, many Indonesian youth resort to taking work in the informal sector where wages are lower and positions are less stable. Many youth also hardly reach their full potential and attain an adequate standard of living because they are unable to find steady jobs or start their own businesses and/or take part in the economy at large. Plan International Indonesia has been operating in Indonesia since 1969, according to the Memorandum of Understanding with the Government of Indonesia. In 2017, Plan International Indonesia transformed into Yayasan Plan International Indonesia; registered by the Ministry of Law and Human Rights. This transformation aims to reach more children, especially girls in Indonesia. Overview of the Future Makers Project The Indonesian youth unemployment rate in 2019 pre- COVID-19 was at 18% according to the Youth Development Index (YDI), with young people representing 40% of all unemployed people. According to the YDI, young people were 64% more likely to lose their job due to COVID-19 and in August 2020 the youth unemployment rate had increased to 20% (National Employment Survey 2020). Entrepreneurship as an alternative to wage employment is not a new phenomenon for the young people of Indonesia, however many existing small enterprises are small-scale, subject to family control and lack relevant skills, technology, and capital. Negative stereotypical community perceptions of young people lead to the marginalisation of youth and a lack of recognition of their potential economic value to the community. Young women are particularly under-valued and their basic rights are often ignored; they are seen a burden to the family and economically unproductive. Women-owned businesses face additional challenges due to restrictive gender stereotypes and fewer opportunities such as training and access to capital. The situation is even more complex for people living with disabilities who are often overlooked and not given the space and opportunity to contribute to their communities and the wider society. The creative economy in Indonesian has huge potential. From 2015, it continually grew in terms of contribution to Indonesia's GDP, labour absorption and export value, and in 2019 the craft industry contributed 14.9% to Indonesia GDP. This project will take place in NTT, where there is a rich heritage of weaving, particularly by women. Fashion and craft made up 25% (over USD 2m) of the whole creative economy in 2016. The Ministry of Tourism and Creative Economy states that the craft sector only experienced 3-5% decline during the pandemic and showed signs of rebounding by the end of 2020. Furthermore, the NTT government highlighted the craft industry as one to receive support to boost tourism. 400 young people, aged 16-29 years, living in Kupang City and Kupang Regency, East Nusa Tenggara Region (NTT), will directly benefit from this project. Plan Indonesia will work with disadvantaged, marginalised young people, prioritising young women and young people living with disabilities with low incomes and those particularly vulnerable to economic shocks and disproportionately affected by COVID-19. Project participation selection criteria will include: potential/viability of the area/location for a green craft industry; local government support and commitment to youth businesses in the craft industry; existing infrastructure and market readiness for the products/service that will be developed; individual motivation and interest levels towards entrepreneurship; families' permission for young people to join the programme. Plan Indonesia will recruit project participants in a manner appropriate to the local context, using either digital means or working with village councils and local partners to identify potential participants. The Future Makers Project is collaboration between Yayasan Plan International Indonesia (YPII) and Standard Chartered Foundation (SCF)which objectives: Young people (young women and young people living with disabilities in particular) pursue decent work opportunities of their choosing in craft sector in the project area
