GCF PPF Project Lead

(Code: GCF PPF)

 

The Government of Indonesia (GoI) and Conservation International (CI) seek to develop a paradigm-shifting GCF Project that will enable investments to avoid deforestation, improve sustainable land use, and restore peatland and degraded agricultural land to achieve significant emissions reductions and ecosystem co-benefits in the targeted provinces of Indonesia.

The Green Climate Fund (GCF) is providing a grant to Conservation International through its Project Preparation Facility (PPF) to create a high-quality GCF Funding Proposal (FP) to ensure project design is informed by rigorous analyses, achieves ownership by stakeholders at all levels, and best serves the priorities of the Government and the Project's beneficiaries.

Yayasan Konservasi Cakrawala Indonesia (Konservasi Indonesia), as the Executing Entity (EE), will execute the project in close coordination with the GoI and the CI GCF Agency (an accredited entity of the GCF). The project funding proposal will be developed and submitted to the GCF in the first 12 months of PPF grant implementation, followed by 6 months of revisions during the GCF review process.

Konservasi Indonesia is soliciting qualified individuals capable of leading the development of the funding proposal with detailed project design and implementation plan with appropriate socio-economic and environmental safeguards.

KEY RESPONSIBILITIES:

The Project Lead will provide technical support and manage the implementation of the different program activities, and in doing so will work to ensure coherence with the project outcomes developed as per the grant application. The Project Lead will undertake overall monitoring of the use of funds, the procurement of materials/equipment and the recruitment of personnel. In addition, he/she will provide guidance on the strategic direction of the project and technical experts recruited to deliver project activities.

1. Technical Direction - Provide technical guidance, review outputs and activities:

  • Work closely with the key team members and consultants to ensure quality outputs and delivery of various activities as per TORs for consultants and provide critical review of their reports
  • Provide technical inputs to the implementation of the various activities and deliverables through participating in meetings, trainings, workshops and other events and by providing feedback of results of the workshop/trainings/meetings/events, by providing technical inputs to workshop presentations, to studies, to advisory services and to other activities and outputs of the grant application.
  • Review and provide key inputs to the Project Feasibility Study including but not limited to Country Profile; Climate change Baseline and Emissions assessment; Climate Change Vulnerability Assessment; Project Design and Implementation Context; Options Analysis; Summary of Final Project Design; and other necessary details to complete Annexes for Funding Proposal.
  • Support the project Implementation design and identification of project-level indicators including: Stakeholder Engagement Plan; Project Theory of Change and Log-frame; Workplan and Implementation Timelines; Project indicators and baseline information; Results against performance indicators; Expected performance against investment criteria; Monitoring and Impact Evaluation Plans; Implementation Arrangements and Project approach and overall design.  
  • Provide inputs and oversight for the Economic and Financial Analysis of the proposed project, considering the effectiveness and efficiency of total project funding including identified co-finance, and mitigation/ adaptation impact the project aims to achieve; and determine the expected financial return on investment and long-term financial sustainability/
  • Facilitate the development of the Environmental & Social (E&S) Impact Assessment; Environmental & Social Management Plan (ESMP) including Indigenous Peoples Plan and project-level grievance redress mechanism; Gender Assessment and Action Plan; Summary of key safeguards and gender risk factors

2. Project Management- Manage the project on a day-to-day basis to ensure timely delivery of all outputs:

  • Closely coordinate the proposal development process with the government stakeholders at all levels including but not limited to the Ministry of Finance, Ministry of Environment and Forestry, and various local government agencies. Link-up with relevant projects and programs in focus landscapes through project manager and local stakeholders in designing the GCF project proposal. Partner with relevant stakeholders from public and private institutions to get buy-in for proposed project activities.
  • Work with procurement and HR manager to support procurement processes required for the project ensure timely procurement and hiring for various grant activities. Supervise consultants and subcontractors delivering various outputs of the project preparation plans; Facilitate coordination of grant activities including stakeholder engagements, subcontracts, equipment and administrative support. Monitor and facilitate field trips for national and international consultants in accordance with CI procedures. Ensure that the outcomes specified in the grant application are delivered at the required quality standards and within the specified cost and time limits.
  • Liaise with the various CI programs and business units, including the GCF agency, Project Delivery and Monitoring, field programs and finance to execute the full scope of the project on time and within budget. Coordinate and monitor the Project Implementation activities including timely preparation and submission of required reports, regular progress, and expenditure reports to the CI-GCF secretariat.
  • Oversee financial resources to achieve results in line with the outputs and activities outlined in the grant application. Timely preparation and submission of required reports, including technical and financial reports to relevant parties. Track spending rates and follow up with the operations director and finance manager for financial requests, disbursements and purchases.

 

ADDITIONAL RESPONSIBILITIES

Include other duties unique or specific to the position.  Responsibilities listed in this section must complement the above key responsibilities and not exceed 25% of the overall job duties.

·       Ensure compliance with CI policies, standards, and code of conduct.

·       Participate in staff development and team building.

·       Provide regular updates to senior management team within Konservasi Indonesia, the GCF agency and other key leaders.

·       The successful candidate will be required to also work on CI's other landscape projects especially when the GCF Secretariat and/or government stakeholders take time to review and provide feedback to submissions

 

QUALIFICATIONS:

      Bachelor's degree in environmental science or related field.

      At least 5 years of technical experience working with project/program design, monitoring, implementation and management in environment, conservation and/or development.

      Professional experience in climate change mitigation or adaptation.

      Demonstrated experience with the implementation of multimillion-dollar projects/programs funded by bilateral/multilateral donors.

      Ability to read, analyze and interpret government, multilateral and organization rules and regulations.

      Excellent oral and written communication skills including ability to summarize complex donor program rules and give constructive feedback.

      Excellent interpersonal skills to interact effectively with all levels of staff and partners from diverse cultural backgrounds.

      Capability to develop and implement effective strategies and tactics for accomplishing assigned duties.

      Demonstrated ability to think critically and synthetically across fields and topics.

      Strong ability to work independently and/or remotely, while maintaining productivity.

      Demonstrated ability to work in team environments and cultivate productive partnerships across a diversity of stakeholders.

      Excellent English oral and written communication skills; including public speaking. 

ADDITIONAL QUALIFICATIONS

·       Master degree in field related to the job description.

·       Experience in environmental and social impact assessments, development and execution of safeguard management plans.

 

OTHERS

·       This role requires a high degree of technical know-how and will need to manage a team of people who may have varying levels of technical expertise, who may not directly report to him or her.

·       Work is performed in a typical office environment but travel to subnational or international forums and/or conferences is required
