Background

The Fleming Fund Country Grant to Indonesia is supporting the government in implementing the National Antimicrobial Resistance (AMR) Action Plan. The fund supports strategies to monitor and contain AMR and to monitor antimicrobial consumption and use (AMC/U) and improve antimicrobial stewardship. The Fleming Fund Country Grant Indonesia is being implemented by a consortium led by DAI with partners the Eijkman Institute, Health Security Partners, Liverpool School of Tropical Medicine and Ausvet. The implementation of the Fund adopts a One Health approach supporting activities across the human, terrestrial animal, and aquatic animal sectors. The project seeks to strengthen current surveillance of AMR and AMU/C by working closely with the Ministries of Health, Agriculture and Marine Affairs and Fisheries and provincial counterparts to support capacity development in relation to laboratories and testing, surveillance, and information management. The project will also support and seek to engage private sector interests including healthcare providers and animal production industry stakeholders.

 

Purpose of This Post

DAI Fleming Fund Country Grant to Indonesia is seeking an experienced professional for the short time position of Foresight Expert to lead AMR fore sighting activities with Government of Indonesia (GOI) technical experts and leadership, key informants and experts on AMR in Indonesia and other relevant parties (such as industry representatives).

 

Description of Duties

  • Develop a robust foresighting methodology for AMR in Indonesia using a One Health approach and building on previous application, including proposed objectives.
  • Conduct desk review of AMR foresighting materials relevant, but not limited to, to the Indonesian case and compile references.
  • Facilitate an online workshop with the Fleming Fund Country Grant to Indonesia (FFCGI) technical team to refine objectives and methods and assess/generate/provide baseline information/data, where available, reliable, and appropriate.
  • Work with the FFCGI team to identify and shortlist key informants and conduct key remote informant interviews.
  • In collaboration with the FFCGI team design a deliver an offline/hybrid workshop in Jakarta to key stakeholders representing different sectors.
  • Prepare a report (max 25 pages + annexes, supplementary materials) including a succinct executive summary on the activities including executive summary, objectives, methods, outcomes, and relevant annexes/links to materials.
  • Prepare a draft policy brief (1-2 pages) on findings of the foresight preparatory work and assist in delivery of a validation/dissemination workshop remotely or in person as required and feasible.
  • Assist in the preparation of appropriate materials, such as ppt presentations, one-page summaries, infographics, etc, to assist in disseminating findings and advocacy activities.

 

Deliverables

  • AMR foresighting Indonesia Brief outline approach, methods and objectives.
  • Lead design and provide in person facilitation during delivery of an AMR Foresighting workshop in Indonesia (location to be determined; logistical/operational support will be provided).
  • Contribute to a brief report summarizing proceedings of the workshop.
  • Report (max 25 pages + annexes, supplementary materials) including a succinct executive summary on the activities including executive summary, objectives, methods, outcomes, and relevant annexes/links to materials.
  • Draft policy brief (1-2 pages) on findings of the foresight preparatory work and assist in delivery of a validation/dissemination workshop remotely or in person as required and feasible.

 

Qualifications and Skills

  • The individual will have demonstrable expertise in AMR, food safety or One Health foresighting and/or policy making or other relevant subject areas.
  • Post-graduate qualification in related field
  • At least 5 years’ experience in the field of strategy development and/or foresighting on related subject matter

 

Supervision

The Foresight Expert will work closely with the Grant technical team and GOI counterparts under the supervision of Team Lead.

 

Level of Effort/Timeline

Period of performance for this assignment is from July 2022 to December 2022 with up to 20 of LOE (Level of Effort).
