SIAP SIAGA Program Seeking Proposal for Development of Conversion, Integration and Dissemination of SPDAB Monitoring System

SIAP SIAGA - The Australia and Indonesia Partnership in Disaster Risk Management is a five-year program implemented from 2019 to 2024 financed by the Government of Australia - Department of Foreign Affairs and Trade (DFAT) and managed by Palladium. The goal of SIAP SIAGA program is to strengthen Indonesia’s management of disaster risk, and engagement between Australia and Indonesia on humanitarian issues in the region. The SIAP SIAGA program is implemented at the national and sub-national levels through collaboration mainly with BNPB and other government ministries such as MoHA, MoSA, BAPPENAS (national level), MoFA and BPBD and other local government agencies as well as with civil society organizations (CSOs), and multilateral agencies. The SIAP SIAGA program operates across several provinces in Indonesia, and it also has a significant focus on understanding and improving the intensity and quality of gender and inclusion mainstreaming in disaster management. Target locations for the SIAP SIAGA program are Bali, East Java, Nusa Tenggara Timur, and Nusa Tenggara Barat

Responding to the imperative to develop a measurement of the resilience of all districts and municipalities in Indonesia that can be comparable at the national scale to enable its utilization in disaster management priorities, distribution of authorities and responsibilities between National and Local Governments, funding allocations, or the appraisal of the Local Government performances, BNPB, Indonesia has initiated the development of Standar Pembangunan Daerah Aman Bencana (SPDAB  -Standards for the Development of Disaster Safe/Resilient Areas).   To develop the above-mentioned measurement instrument and mechanism, Program SIAPSIAGA supported Badan Nasional Penanggulangan Bencana (BNPB) in conducting a baseline study assessing all 514 districts/cities throughout Indonesia using the MCR2030 Stage Assessment.  

In addition to the assessment in 514 districts/cities using the MCR2030 Stage Assessment tool, being a resilience measurement tool applicable and used globally and in 253 districts/cities using the SPDAB measuring tools producing baseline of resilience levels of those assessed districts/cities, the study also has demonstrated statistically the extent to which the SPDAB score of a district/city can be predicted using 15 answers to the MCR2030 Stage assessment.  The model resulting from the relationship between both assessment tools is far less accurate, considering that MCR2030 focuses on the stages of DRR planning that have been prepared in the regions, while the SPDAB measures planning, inputs, activities, outputs or the number and ratio of services.  This study generates a range of technical recommendations from improving the standards such as making some adjustments to the pillars of the SPDAB and their derivative indicators to formulating technical guidelines for data collection and assessment of SPDAB for individuals/entities conducting the assessment.

 

The results and recommendations from the study have guided the priorities for developing conversion, integration, and dissemination of SPDAB Monitoring System to be included among the objectives of the AWP 2022 of Program SIAPSIAGA.

To that end, Program SIAPSIAGA is seeking for a consultancy service to generate the scheme and tool kits to realize and achieve the priorities mentioned above and as specified in the sections on Objectives and Deliverables at the later part of this Terms of Reference.

It is anticipated that the total input will take up 5 calendar months: from early of August to December 2022. Hence, we would like to invite you to submit proposal of the Development of Conversion, Integration and Dissemination of SPDAB Monitoring System
