Communication Officer (Individual Consultant - 1 Position)

REQUEST FOR EXPRESSIONS OF INTEREST

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project) and intends to apply part of the proceeds for individual consultant service as Communication Officer.

Communication Officer will be hired to support Project Director to deal with but not limited to: (i) Effective Communication Aspect: designing and compiling a communication strategy both internal ATR/BPN and externally between Ministries and Institutions, Local Government, Private and Community. Stakeholder mapping needs to be done to see the relationship lines and the good position of the relationship between stakeholders and the private sector or community; (ii) Collaborative Aspect: building cooperative relationships between stakeholders as well as providing support and facilitating the consultation process between stakeholders and stakeholders as well as implementing internal PPRA coordination, including internal ATR/BPN, Provincial Regional Offices and Land Offices within the PPRA working area; (iii) Monitoring media activities regularly on activities that are sensitive and prone to conflicts and disputes. The candidate will be contracted until the end of Fiscal Year with a period of 3 months probation upon satisfactory performance. The assignment is expected to start as soon as possible.

The Consultant shall have the following minimum qualifications and experiences:

a. Minimum D3 or Associate's degree;

b. Minimum 3-year works of relevant equivalent in communications, journalism, public relations, social sciences, international relations, or related field, experiences on projects related to World Bank preferred;

c. Ability to think strategically, lead coordination and dialogues with stakeholders across key sectors;

d. Demonstrate capacity to undertake operational and analytical tasks, work in teams, coach ATR/BPN staff at Provincial and District offices and share knowledge;

e. Track record in effective engagement with clients both internally and externally;

f. Demonstrate ability to work independently with limited supervision and obtain results in accordance with the agreed objectives and schedule;

g. Extensive experience in producing communications materials on a wide variety of topics for national and international audiences;

h. Ability to work independently and as a team member;

i. Strong English and Bahasa Indonesia communication skills, both in writing and verbally;

j. Familiarity including having network in land administration and/or forestry sector would be an advantage.
