The project "Solar Energy Centre of Excellence in the Province of Nusa Tenggara Timur in Indonesia (DeveloPPP – Schneider)" is a public private partnership between The Government of Federal Republic of Germany and Schneider Electric. The German government is represented by GIZ while Schneider Electric is represented by PT Schneider Indonesia. In this project, both parties agreed to make cooperation with Government of the Province of Nusa Tenggara Timur. The project is implemented from July 2021 to September 2023 and specifically works with Office of Cooperative, Manpower, and Transmigration (Dinas Kopnakertrans) of Province Nusa Tenggara Timur, and Balai Latihan Kerja (BLK) in Kupang 

The project aims to improve the qualification of electricians/electrical installers in the field of solar energy in the Province of Nusa Tenggara Timur. The objective further supports the achievement of 23% of renewable energy in the energy mix in 2025 particularly at regional level in Nusa Tenggara Timur. To achieve this objective, the project works closely with Balai Latihan Kerja (BLK) in Kupang, and implement the following key activities:

  1. Solar Energy Job Market Survey in the Province of Nusa Tenggara Timur
  2. Strengthening of BLK Kupang that includes installation of training equipment
  3. Development of Solar Energy Training Program at BLK Kupang
  4. Implementation of Regular Trainings, and
  5. Link job market. 

The project's specific targets are:

  1. At least 10 instructors are trained to deliver solar energy training in Nusa Tenggara Timur
  2. At least 180 people (max 240) are trained until end of project by September 2023
  3. At least 75 trained people work in the field of solar energy until the end of project by September 2023. 

Beyond the Solar Energy Centre of Excellence Project in NTT, GIZ is going to implement a new project "Decentralized Renewable Energy in Triangular Cooperation". The overall aim of the project is that South-South triangular cooperation between Indonesia and selected partner countries is established as a vehicle of systemic learning about decentralized renewable energy systems. The project is going to work with Ministry of Energy and Mineral Resources (ESDM) and other ministries/state organizations who are active in the field of south-south triangular cooperation. The project is going to run from December 2022 until November 2025. 

The project has three key outputs:

  1. Output 1 - Capacity strengthening of ESDM in the field of south-south triangular cooperation particularly in relation to expansion of decentralized renewable energy
  2. Output 2 - Implementation of exchanges in the framework of south-south triangular cooperation with other partner country/countries, and
  3. Output 3 – Anchoring the learnings from the south-south triangular cooperation process within relevant ministries. 

To support implementation of the "Solar Energy Centre of Excellence in NTT" project, particularly in the development of solar energy training program, implementation of regular training, and linking to job market and, in the long term, support the implementation of mainly output 1 and contribute to output 2 and 3 of "Decentralized RE in Triangular Cooperation" project, we seek one (1) motivated and qualified Indonesian candidate for: 

Renewable Energy Advisor  

A.    Responsibilities

For the "Solar Energy Centre of Excellence in Province of NTT" project:

  • Provide technical support in the implementation and development of solar energy training program for BLK Kupang, and related capacity developments activities
  • Provide technical and other necessary inputs to BLK Kupang in the implementation of regular trainings and their follow up activities
  • Facilitate collaboration and cooperation with private sectors active in solar energy development particularly those active in the region of Nusa Tenggara Timur
  • Facilitate alumni tracing process for BLK Kupang and provide inputs to improve currently available method/methods if necessary
  • Provide technical inputs in the continual capacity building of BLK Kupang for the implementation of solar energy training
  • Manage third party supports for the implementation of activities for the project
  • Monitor project progress, assess and review technical reports and documents concerning project progress, determine bottlenecks and recommend alternative courses of management action to the component lead and other advisors 

For the "Decentralized RE in Triangular Cooperation" project:

  • Facilitate the identification and collection of key knowledge and experiences in the field of renewable energy mini grids, and/or, decentralized renewable energy in Indonesia together with relevant actors in the field
  • Provide inputs and facilitate proper knowledge management of key experiences and knowledge in the field of renewable energy mini grids, and/or, decentralized renewable energy and their implementation in Indonesia and their annual updates, together with relevant actors in the field and particularly with ESDM (DG EBTKE)
  • Support the identification, shaping, and implementation of innovative exchange methods together with other advisor of the project and all key partners including ESDM (particularly DG EBTKE), Biro KLIK, and other ministries/government organizations
  • Maintain the network of experts in the field of RE mini grids/decentralized RE in support to ministry of Energy and Mineral Resources (ESDM)
  • Facilitate and maintain communication and cooperation with parties outside Indonesia who are active in the field of RE mini grids/decentralized RE for the implementation of south-south triangular cooperation with Indonesian partners, particularly from the technical point of view about RE mini grids/decentralized RE
  • Identify and manage required activities related to capacity buildings for relevant actors in Indonesia active in RE mini grids/decentralized RE who are involved in the active/potential south-south triangular cooperation activities
  • Provide technical inputs to government of Indonesia for specific technical exchanges to be implemented with other countries, including inputs in selecting partner countries
  • Support the planning, implementation, monitoring, and reporting of exchanges with partner countries and Indonesia, together with other advisors in the project  

B.    Tasks

1)      Management and Coordination

  • Develop technical Terms of References (ToR) for contracted third parties (e.g. external consultants and/or service providers)
  • Supervise and manage contracted third parties according to agreed deliverables as stated in ToR
  • Conceptualize, prepare and implement activities or capacity building events on subjects that are related to projects' key performance indicators
  • Support in planning, implementation and monitoring & evaluation of the projects and their activities
  • Supervise one junior technical advisor particularly for the "Decentralized RE in triangular cooperation" project implementation 

2)      Project Implementation

  • Support the coordination, collaboration, and implementation of regular solar energy trainings at BLK Kupang, including budget calculation for GIZ supports
  • Identify innovative methods in tracing alumnus of BLK Kupang and provide inputs to BLK Kupang for implementation of alumni tracing
  • Conduct the follow up discussion with BLK Kupang on the review implementation of regular trainings and provide inputs to BLK Kupang if necessary
  • Conduct the implementation of key activities within Output 1 particularly in relation to identification/collection of knowledge/experiences of RE mini grids/decentralized RE
  • Conduct the implementation of activities in relation to identification of innovative exchange methods in collaboration with other advisors and partner ministry (ESDM)
  • Conduct the procurement process of knowledge management system provider in coordination with partner ministry (ESDM) and monitor the implementation of the activity
  • Provide input for the technical content for the capacity development activities in close exchange with the other advisors and the partners of the project 

3)      Networking and Cooperation

  • Identify and connect with private sectors active in the solar energy development in NTT and facilitate collaboration/cooperation with BLK Kupang
  • Identify and connect with key persons and organizations active in the field of RE mini grid/decentralized RE and their key strong experiences/knowledge
  • Identify relevant stakeholders and their interest / needs in Indonesia relevant for the project / program's goal
  • Identify and connect with relevant potential cooperation partners, within global GIZ network or other networks, for triangular cooperation
  • Initiate and nurture relationships with key players in RE market, including other donors, government counterparts, private sector actors and others who share the program's goals.
  • Develop and maintain information exchange between "Decentralized RE in triangular cooperation" project and other relevant GIZ projects
  • Active in in the different sub-sector networks within GIZ to identify needs and opportunities for triangular cooperation 

4)      Knowledge Management

  • Independently prepare and provide input for reports/publications used in the project, including activity reports, minute of meetings, factsheet, power point presentation, etc.
  • Collect data from relevant stakeholders. Data collected could be related to database of partner's contact, data and information on standards, knowledge references related to the technology application of renewable energy, especially photovoltaic.
  • Contribute in developing concepts including guidelines, manuals, procedures, and lessons learned regarding RE mini grids/decentralized RE useful for triangular cooperation exchanges
  • Contribute to the development of publication materials such as power-point presentations, brochures and factsheets. 

5)      Other duties / additional tasks

Subject to discussions with the Principal Advisor, the Advisor may be allocated for additional tasks and other duties for shorter periods. 

C.    Required qualifications, competences and experience

Qualifications

·         Bachelor or master's degree in either electrical engineering, mechanical engineering or comparable specialization with good understanding of technical and economic aspects of decentralized renewable energies (including hybrid – particularly PV and hydro)
·         Have good network within the PV and micro hydro industry, and or rural electrification activist/NGO/organizations including the government sector (ESDM and its related institutions)
·         Have good understanding of the strength and weaknesses of rural electrification program in Indonesia
·         Have good understanding of capacity building and knowledge management concepts and its implementation
·         Has the ability to lead small team or has the experiences of leading small team
·         Very good working practical knowledge of IT, communication technologies related to technical installations as well as office work
·         Very good communication skills in English and Bahasa Indonesia, including speaking and writing 

Professional experience

·         at least 5 years prior working experience in energy-related company, NGO, international donors, or as a field practitioner
·         experience in working with rural electrification projects in technical aspects of the project including capacity building activities
·         Interest and sufficient knowledge in major issues of renewable energy and grid integration in Indonesia and international
·         Experience in events preparation, coordination and organization

·         Focused, proactive and positive working attitude
·         Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of a global team
·         Excellent interpersonal communication skills, including the ability to encourage collaboration with other programs, international offices, and partners
·         Aware of social and intercultural sensitivities
·         Adaptable to rapidly changing priorities and able to manage multiple deadlines
·         Willingness to up-skill as required by the tasks to be performed – corresponding measures are agreed with management
·         Availability to travel within Indonesia for short-term project visits on short notice
