The Wildlife Conservation Society (WCS) has a distinguished history of scientists exploring and saving wildlife in some of the most remote and wild places remaining on Earth. The Wildlife Conservation Society Indonesia Program (WCS-IP) has significantly grown over the last decades, and contributed substantially to the conservation of biodiversity in Indonesia. WCS-IP currently has programs focusing on Sumatra, Sulawesi, Marine and Illegal Wildlife Trade. Flagship species for these programs include Sumatran Tigers, Sumatran Rhinos, Elephants, Orangutans, Manta Rays and the Maleo in Sulawesi. In order to achieve our overall goal of saving wildlife and wild places in Indonesia, we aim to protect threatened species and their habitat through working with government agencies, civil society organisations, private sectors and local communities. A key part of the WCS-IP approach is the Wildlife Crimes Unit (WCU), under the Wildlife Trade Program. WCU was established in 2003 and supported the Indonesian government to conduct more than 450 arrests in Sumatra, Java, Kalimantan, Sulawesi, Bali, Nusa Tenggara, and Papua. To date, WCU consists of 8 units to protect both terrestrial and marine protected species in Indonesia. More than 500 wildlife traffickers were arrested, and thousands of protected animals and tones of animal parts were seized from sting operations.

To increase the effort of wildlife crime detection in exit points, WCS operate a Wildlife Detection Dog (WDD) project under the Wildlife Trade and Policy Program. The WDD project is piloted at Jakarta, Lampung, and North Sulawesi. The project aims to ensure that by using detection dogs, wildlife detection by officers will increase to uncover illegal distribution and smuggling of wildlife by using boats, land transport, or planes.

WCS is now seeking a Project Officer for the WDD project who is dynamic, well-organized, hard-working, and a committed team player to provide key technical support to WCS's Wildlife Trade Program. The Project Officer will work with and assist the Project Coordinator to implement the project with key partners such as JAAN (Jakarta Animal Aid Network), Scent Imprint for Dogs (SIFD, based in the Netherlands), Ministry of Foresty and Environment, Indonesian National Police and other relevant government agencies.

The position will be based in Bogor, with frequent trips to the pilot sites to implement project' activities and reporting. The Detection Dog Project Officer will be directly under the Detection Dog Project Coordinator supervision.

KEY AREA OF RESPONSIBILITIES

Project reporting

  • Writing regular updates on project activities for communication pieces or project reporting purposes.
  • Record any findings obtained from the inspection using the wildlife detection dogs.
  • Working closely with the Project Coordinator and WTP Monitoring and Reporting Officer to draft and produce quarterly, annual and other periodic reports as required by donors and ensuring draft reports are in compliance with WCS and donor policies

Project Development and Management

  • Assist Project Coordinator in managing and coordinating project activities with key implementing partners and Programs within WCS organization.
  • Assist JAAN in preparing monthly operational advance and its settlement for project implementation in compliance with WCS standard.
  • Be a member of a joint technical operation team comprises WCS, JAAN and law enforcement agencies staff to carry-out inspection using the wildlife detection dog at pilot sites.
  • Understood and implement animal welfare principals in the detection dog project.
  • Ensure that the detection dog project is implemented in accordance with the stated work plan, budget, and identified achievements.
  • Provide technical and facilitating support to meetings, seminars, workshops and public outreach activities as required.

Stakeholder engagement and communication

  • Establish and maintain good collaboration with key partners such as JAAN, SIFD, MoEF, INP and other government agencies during project preparation, implementation, and evaluation.
  • Provides inputs to foster synergies, cross-learning, and collaboration between stakeholders in implementing the project.
  • Contributing to the team general performance through proposing, attending and actively engage in regular and occasional meetings, conversation and knowledge sharing.
  • In close coordination with Project Coordinator and the Communications team to develop timely communication pieces, such as press releases and newsletters.

REQUIREMENTS

  • Possess undergraduate degree in conservation, forestry, biology, animal husbandry, veterinary medicine and/or related discipline.
  • Has experience working with NGOs and in collaboration with the government are an advantage. • High interest in wildlife conservation.
  • Decisive and independent
  • Good judgement, ability to work under pressure
  • Excellent report writing and presentation skills
  • Excellent interpersonal and communication skills in both English and Bahasa Indonesia • Excellent writing skills in both English and Indonesian 
  • Understood the animal welfare principals
  • Capable to work well under pressure, quickly understand project parameters and capable of meeting deadlines on time
  • Good interpersonal skills
