Arbeiter-Samariter-Bund (ASB) is a German relief and social-welfare organisation engaged in a wide range of social service provision in Germany and abroad. ASB started to work in Indonesia in 2006 following the Yogyakarta earthquake and in the Philippines in 2014 following Typhoon Haiyan.
BACKGROUND SUMMARY
Arbeiter-Samariter-Bund (ASB) Indonesia and the Philippines is implementing a partner-led project titled "Improved adaptation capacities of at-risk coastal communities in Indonesia and the Philippines through inclusive community-based actions and learnings." The project started in November 2019 and will finish in December 2022, implemented by 2 of ASB's local partners: Assistance and Cooperation for Community Resilience and Development (ACCORD) in the Philippines and Yayasan Bina Karta Lestari (Bintari)/ Bintari Foundation in Indonesia. Both are non-profit and non-governmental organisations that focus on poverty reduction, environmental issues, as well as community and sustainable development. Funding for this project comes from the Federal Ministry for Economic Co-operation and Development, Republic of Germany (BMZ).
The overall objective of the project is to improve the climate resilience of 21 communities in 6 municipalities/districts in the Philippines and Indonesia that are particularly vulnerable to the impacts of climate change. Through this project, the 21 communities in 6 municipalities/districts in the Philippines and Indonesia were facilitated to independently anticipate climate risks and extreme weather events, adapt to them and respond to them adequately. The main project activities to achieve the goals are developing and implementing inclusive climate-resilience action plans and integrating it into local government development plans.
PURPOSE OF THE CONSULTANCY
We are currently looking for an external evaluator to evaluate whether the project implemented has met its identified objectives and results as per the log frame. To that end, the evaluator will develop an evaluation methodology that is inclusive and participatory to capture the voices of the different stakeholders involved in the programme, particularly most at-risk groups such as people with disabilities and other target groups such as women, fishermen, and farmers. The successful evaluator will produce a report of the evaluation using the said methodology
