DESCRIPTION

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a USAID funded cooperative agreement led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

CHISU Indonesia will support the Ministry of Health (MOH) of Indonesia, in their efforts to increase COVID-19 vaccination rates through strengthening governance, systems and interoperability, and data analysis and use for COVID-19 in Indonesia. CHISU seeks a COVID-19 Data Use Specialist to implement the CHISU for COVID-19 Project data analysis and use activities, working closely with the Ministry of Health and other partners to ensure that project milestones, targets and deliverables are achieved, and set up for sustainability. The position will report to the COVID-19 Project Manager and coordinate closely with CHISU technical staff at the national and sub-national level, as well as consultants embedded in the MOH.

The COVID-19 Data Use Specialist will be the primary focal point for all CHISU for COVID-19 data analysis and use activities, providing technical and implementation assistance activities such as: coordination between stakeholders on data analysis and use, ensuring SATUSEHAT, PeduliLindungi and Satu Data Satu Dashboards efforts include user considerations in data analysis, support mentoring on metadata development and database management and advise on various data use needs assessments and reviews of information products, development of a helpdesk, and support follow up on assessment findings in terms of improving Satu Data Satu Dashboard and other information products. The COVID-19 Data Use Specialist will work closely with the MOH, mentoring teams for long term management of streamlined dashboards, supporting sustainability of CHISU for COVID-19 results. The COVID-19 Data Use Specialist will ensure linkages with the wider CHISU governance and data analysis and use efforts of CHISU Indonesia. The COVID-19 Data Use Specialist reports directly to the COVID-19 Project Manager, with technical oversight and supervision from the Senior Technical Advisor for CHISU Indonesia.

The level of effort is for eight (8) months. The COVID-19 Data Use Specialist is a full-time position based in Jakarta, Indonesia.

RESPONSIBILITIES

The COVID-19 Data Use Specialist will be responsible for the following, ensuring transfer of knowledge with stakeholders from the onset:

  • Provide technical support on data management, analysis and visualization discussions and planning during the Health Information Systems Technical Working Group Sub Working Group on COVID-19 vaccination information systems.
  • Provide inputs to the COVID-19 information systems availability and readiness assessment, including the mapping and documentation of COVID-19 vaccination dashboards, information products or other data analysis tools. Subsequently, support the development of an interoperability roadmap for streamlining and optimizing the MOH's Satu Data Satu Dashboard for COVID-19 vaccination dashboards systems for the short, medium and long term.
  • Provide technical support to the design and implementation of the sub-architecture for MOH's information exchange platform, SATUSEHAT, and enhancements to PeduliLindungi, from the data analysis and use perspective.
  • Provide mentoring and capacity strengthening support to Pusdatin and DTO on metadata development and database management for COVID-19 data at the national level.
  • Support the Pusdatin and DTO to develop feedback loops for COVID-19 vaccination data submission and review, including a helpdesk for feedback for COVID-19 vaccination modules for SATUSEHAT and Satu Data Satu Dashboard.
  • Support the Regional COVID-19 HIS Specialist to conduct a data use needs assessment and develop and implement technical assistance plans for select Provincial Health Office and districts in relation to data management, quality and use needs for COVID-19 vaccination data. Work in collaboration with other USAID implementing partners on the same.
  • At the national level, support the review of dashboards and reports to identify and develop new functionalities in the Satu Data Satu Dashboard COVID-19 vaccination dashboards, as well as advise on the integration of dashboards into Satu Data Satu Dashboard for long term data management, visualization and use.
  • Collaborate closely with the Center for Data and Information Technology (Pusdatin), Digital Transformation Office, and other COVID-19 vaccination stakeholders, internal and external to the Ministry of Health at the national level, and at the subnational level.

QUALIFICATIONS

  • Bachelor's degree or higher in one of the following disciplines: health informatics, public health, epidemiology, statistics, data science or a related technical discipline is required.
  • Over 5 years of demonstrable experience in the design, development and use of data analysis tools to create dashboards and other information products is required.
  • Strong understanding of COVID-19 data analysis, visualization and use practices in Indonesia.
  • Native/Fluent Bahasa and practical knowledge of English required.
  • Knowledge of big data concepts, strategies, and methodologies is required.
  • Experience with business process analysis, workflow, requirements specification development, and data modeling is required.
  • Advanced proficiency in Excel and other data analysis packages i.e. Tableau, Excel, STATA or SPSS, and data cleaning/quality improvement tools are required.
  • Proficiency with online tools such as Google Workspace (Docs, Sheets, Slides, Meet, Drive), Slack, and Microsoft Office required.
  • Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required.
  • Ability to communicate complex technical ideas to technical and non-technical audiences is highly desirable.
  • Previous work with the Indonesia Ministry of Health and relevant directorates at national, provincial and district levels would be a distinct advantage.

Salary commensurate with experience.
