DESCRIPTION

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a USAID funded cooperative agreement led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

CHISU Indonesia will support the Ministry of Health (MOH) of Indonesia, in their efforts to increase COVID-19 vaccination rates through strengthening governance, systems and interoperability, and data analysis and use for COVID-19 in Indonesia. CHISU seeks a COVID-19 Interoperability Specialist to implement the CHISU for COVID-19 Project interoperability activities, working closely with the Ministry of Health and other partners to ensure that project milestones, targets and deliverables are achieved, and set up for sustainability. The position will report to the COVID-19 Project Manager and coordinate closely with CHISU technical staff at the national and sub-national level, as well as consultants embedded in the MOH.

The COVID-19 Interoperability Specialist will be the primary focal point for all CHISU for COVID-19 interoperability activities, providing technical and implementation assistance activities such as the COVID-19 information systems interoperability assessment, development and implementation of the COVID-19 information systems interoperability roadmap, development of data standards for interoperability and technical support to updating and enhancing of COVID-19 vaccination applications, information systems and platforms for long term use. The COVID-19 Interoperability Specialist will work closely with the MOH, mentoring teams for long term management of streamlined platforms, supporting sustainability of CHISU for COVID-19 results. The COVID-19 Interoperability Specialist will ensure linkages with the wider CHISU governance and interoperability efforts of CHISU Indonesia. The COVID-19 Interoperability Specialist reports directly to the COVID-19 Project Manager, with technical oversight and supervision from the Senior Technical Advisor for CHISU Indonesia.

The level of effort is for eight (8) months. The COVID-19 Interoperability Specialist is a full-time position based in Jakarta, Indonesia.

RESPONSIBILITIES

The COVID-19 Interoperability Specialist will be responsible for the following, ensuring transfer of knowledge with stakeholders from the onset:

  • Provide technical support on interoperability discussions and planning during the Health Information Systems Technical Working Group Sub Working Group on COVID-19 vaccination information systems.
  • Provide inputs to the COVID-19 information systems availability and readiness assessment, including the mapping and documentation of information systems. Subsequently, support the development of an interoperability roadmap for streamlining and optimizing COVID-19 vaccination information systems for the short, medium and long term.
  • Support the design of a sub-architecture for SATUSEHAT for COVID-19 vaccination information systems that responds to gaps and user needs Support the development of the Fast Healthcare Interoperability Resource (FHIR) resources for COVID-19 vaccination services.
  • Support the implementation of the sub-architecture for SATUSEHAT for COVID-19 vaccination information systems, improving the exchange of data between these systems. In addition, support needed improvements to MOH supported systems functionalities as per user needs to contribute to improved use of data for COVID-19 vaccination programming. Provide technical support to users of these systems at the national and subnational level throughout the process.
  • Provide technical support as needed to support updating of the PeduliLindungi application to version 4.5.4 for COVID-19 vaccination functionality improvements.
  • Provide technical support to all data analysis and use activities, supporting streamlining of dashboards and other data management.
  • Collaborate closely with the Center for Data and Information, Digital Transformation Office, and other COVID-19 vaccination information system stakeholders, internal and external to the Ministry of Health.
  • Facilitate the provision of specialist technical assistance from CHISU to ensure global best practices and standards are integrated into the interoperability approach for the CHISU for COVID-19 project.

QUALIFICATIONS

  • Bachelor's degree or higher in one of the following disciplines: computer science, health informatics, information systems, mathematics or statistics, software engineering, or a related technical discipline or the equivalent combination of education, technical training, and/or work experience is required.
  • 6 years of relevant experience with interoperability and implementation experience, with working knowledge of Health IT standards such as FHIR is required.
  • Strong understanding of COVID-19 information systems, platforms and applications in Indonesia.
  • Native/Fluent Bahasa and practical knowledge of English required.


Required Skills/Experience:

  • Experience with the development of IHE profiles and implementation guides is required.
  • Working knowledge and experience with agile software development is required.
  • Project management experience preferably in health IT is highly desirable.
  • Proficient with Online Tools such as Google Workspace (Docs, Sheets, Slides, Meet, Drive), Slack, and Microsoft Office.


Preferred Skills/Experience:

  • Ability to communicate complex technical ideas to technical and non-technical audiences
  • Previous work with the Indonesia Ministry of Health and relevant directorates at national, provincial and district levels would be a distinct advantage.
  • Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required.

Salary commensurate with experience.
