DESCRIPTION

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five year USAID funded cooperative agreement (2020-2025) led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

CHISU Indonesia will support the Ministry of Health (MOH) of Indonesia, in their efforts to increase COVID-19 vaccination rates through strengthening governance, systems and interoperability, and data analysis and use for COVID-19 in Indonesia. CHISU seeks an experienced Project Manager to guide the implementation of the CHISU for COVID-19 Project. They will work closely with the MOH and other partners to ensure that project milestones, targets and deliverables are achieved and set up for sustainability. The position will report to the CHISU Indonesia Chief of Party and oversee technical specialists on the CHISU for COVID-19 Project, while coordinating closely with technical consultants embedded in the MOH.

This position will be responsible for management and tracking of the CHISU for COVID-19 workplan, ensuring that activities are implemented on time and within budget, deliverables are achieved and well documented, reporting occurs in a timely manner, and managing agreements for the COVID-19 consultants. Two technical specialists dedicated to the CHISU for COVID-19 activities will support this position, work closely with the CHISU consultants seconded to the DTO for COVID-19 activities, and liaise with other CHISU Indonesia staff for operations and technical support, ensuring best practices from CHISU Indonesia overall are applied for COVID-19 activities. The COVID-19 Project Manager will be the focal point for governance and oversight of COVID-19 subnational level activities, coordinating with CHISU Indonesia technical experts, and work closely with USAID Implementing Partners and Government of Indonesia stakeholders at all levels to ensure institutionalization and sustainability of CHISU for COVID-19 efforts.

The COVID-19 Project Manager works closely with the CHISU COVID-19 Technical Activity Coordinator seconded to the DTO and CHISU Indonesia Senior Technical Advisor, both providing technical direction and oversight. The level of effort is for eight (8) months. The COVID-19 Project Manager is a full-time position based in Jakarta, Indonesia.

RESPONSIBILITIES

The COVID-19 Project Manager will be responsible for ensuring the implementation and tracking of the CHISU for COVID-19 workplan and that goals are achieved in line with CHISU Indonesia quality standards and best practices, and that sustainability is considered from the onset. They will:

  • Ensure that activities are implemented on time and within budget in a quality manner that engages stakeholders from all levels of the health system in the process, and promotes long term sustainability.
  • Provide oversight to all COVID-19 activities at national and sub-national level, ensuring technical feedback and inputs from the COVID-19 Technical Activity Coordinator and CHISU Indonesia Senior Technical Advisor are incorporated in project implementation.
  • Support completion and packaging of project deliverables, managing the technical team in the process.
  • Complete and submit regular technical reports required by CHISU, USAID and the MOH for the CHISU for COVID-19 activity.
  • Represent CHISU for COVID-19 in USAID partners meetings, preparing materials and routinely presenting on them in these meetings. Provide inputs for CHISU Indonesia operational needs such as activity budget development and cash requests.
  • Develop or contribute to communications pieces, technical documentation, or other products that result from the CHISU for COVID-19 activity, proposing and developing content in coordination with the CHISU Indonesia Communications & Knowledge Management Specialist.
  • Work closely with the CHISU COVID-19 Technical Activity Coordinator, USAID Implementing Partners, and Government of Indonesia stakeholders at all levels to ensure institutionalization and sustainability of CHISU for COVID-19 efforts.
  • Collaborate closely with the Center for Data and Information (Pusdatin), Digital Transformation Office (DTO), Immunization Unit and other COVID-19 vaccination information system stakeholders, internal and external to the MOH.
  • Manage two technical staff dedicated to the CHISU for COVID-19 activities and liaises regularly with other CHISU Indonesia staff for operations and technical support, ensuring best practices from CHISU Indonesia overall are applied for COVID-19 activities.
  • Work closely with CHISU Indonesia Human Resources Specialist in the management of the CHISU for COVID-19 consulting agreements, including review and approval of consultant reports and deliverables.

QUALIFICATIONS

  • Bachelor's degree in public health, international development, health informatics or information systems, public policy or other relevant academic fields required. Master's degree is preferred.
  • At least 10 (ten) years' professional experience with a local or international non-governmental organization supporting health information systems, digital health or health service delivery is required, in particular COVID-19 technical assistance programs to the MOH.
  • Native/Fluent Bahasa and advanced knowledge of English required.
  • Strong understanding of project management practices; including for the national MOH and/or sub-national level health offices required.
  • Familiarity with health information systems strengthening or digital health required.
  • Familiarity with COVID-19 vaccination programming is required.
  • Strong written and verbal communication skills with the ability to write reports, present technical project activities, and package deliverables is required.
  • Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required.
  • Proficiency in activity budget development and management is preferred.
  • Experience working with Microsoft Office, Google Workspace, content management systems, Slack, and social media platforms is highly desirable.
  • Change management understanding is an advantage.
