Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS has been supporting program activities in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs and has long-standing relationships with the Government of Indonesia, the Church and non-Church partners and communities throughout the country. The Indonesia country program focus primarily in the areas of community development, humanitarian assistance/emergency response, and capacity building for local partners on emergency response programming including Homes and Communities platform, disaster management, climate change adaptation and agricultural livelihoods.

CRS/Indonesia is currently looking for Protection and Community mobilization Officer position, Job Code: Pro-Com. The position will be based in Jakarta and report to Program Manager.

 

Job Summary:

You will assist project implementation by working directly with local partners and community members, coordinating various project activities and events in support of Catholic Relief Services' (CRS) work to serve the poor and vulnerable. Your service and community relations skills ensure that the local partners and communities feed into and benefit from the project that consistently applies best practices and continuously works towards improving its impact.

As a member of the CRS - UNHCR project team, you will be responsible for working under supervision of the Community Mobilization and protection Officer to gain a thorough understanding of the UNHCR's GBV standard operating procedures, as well as CRS's protection policy, and ensure that the ESEA for Refugees in Jakarta program has achieved protection mainstreaming based on these policies. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

 

 

Roles and Key Responsibilities: 

·       Plan and arrange the coordination and monitoring of project activities at the field level, ensuring implementation schedules are met as per the detailed activity plan, and that adherence to systems for quality project implementation are strengthened.

·       Coordinate communication and facilitate information sharing among the project team, implementing partners, and project beneficiaries at the community level to assist local partners in strengthening the community interest, involvement and support networks.

·       Liaise with various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project activities.

·       In coordination with the project team support capacity building events for community representatives. 

·       Coordinate, monitor, and report on volunteer activities.

·       Compile data provided at the community level as per project requirements and contribute to the preparation of reports.

 

 

Specific Responsibilities:

·       Supports the Program Manager Project to ensure all activity arrangement comply with CRS – UNHCR policy and procedure

·       Builds and maintains good relationships and collaboration with relevant operating partners, financial service providers, refugee representatives and UNHCR team.

·       Act GBV case manager as focal person for all identified GBV cases assigned to CRS, assist and support GBV survivors in accessing assistance, accompany GBV survivors through all legal proceedings, and maintain strict confidentiality as mandated by UNHCR

·        Arrange coordination and facilitation of GBV protection prevention event or activities, ensuring implementation schedules are met as per the detailed activity plan, and that adherence to systems for quality project implementation are strengthened

·       Establish communication and facilitation the information sharing among the project team, implementing partners, and project beneficiaries at the community level to assist local partners in strengthening the community interest, involvement, and support networks.

·       Liaise with various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and partner organizations in the overall implementation and improvement of project activities

·       In coordination with the project team support capacity building events for community representatives

·       Compile data provided at the community level as per project requirements and contribute to the preparation of protection and community mobilization reports

 

Basic Qualifications 

·       Bachelor's degree in International Relationship or social sciences or other related fields required.  Master's degree in relevant field is an advantage

·       2 years of work or volunteer experience in community development and mobilization.

·       Know or experienced on Refugee social context could become an additional advantage.

·       Additional education may substitute for some experience.

·       Computer skills required.

 

Required/Desired Foreign Language: Proficiency in English, both oral and writing. (mandatory)

 

Required Travel:

CRS Indonesia currently working in DKI Jakarta, NTT and Central Sulawesi on emergency response and recovery, disaster risk reduction, and climate change adaptation/livelihood projects. All CRS Indonesia staffs may be requested to CRS project areas if necessary and/or deployed to other parts of the country or out of the country in case of emergency operation.
